ORGANISATIONAL CONTEXT AND SCOPE: The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations Refugee Agency (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalisation of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

RESPONSIBILITIES AND ACCOUNTABILITIES
Reporting to the RSO Co-Manager (Australia), the Consultant is expected to perform the following tasks during the period covered under this contract.ย
Engagement and briefings at senior policy and operational levels to support establishment and operations of two cross-border networks aimed at supporting regional cooperation and coordination on maritime people smuggling:
Undertake engagement with relevant identified governments to propose Senior Immigration Head representation for a Senior Policy Working Group addressing maritime people smuggling.ย Engage governments and relevant agencies to secure interest and resource commitments for a cross-border Regional Response Group โ as part of theย Regional Information, Liaison and Outreach Network (RILON) Initiativeย โ supporting information sharing to address maritime people smuggling.ย Establish and develop a strong working relationship with counterparts from the primary donor โ the Government of Australia.Secure nomination of appropriate mid-level to senior government focal points to be seconded to the RSO office for a ten-month period, to lead inputs on behalf of their government for the RILON Response Group.Establish shared RSO Secondee working environment and communications channels to Senior Policy Working Group Members and support continued engagement and reporting back to senior leaders to support and endorse activities of RILON Response Group.Engage and brief other relevant governments and regional actors, International Organisations and Non-Government Organisations.Oversee ongoing briefing and senior-level engagement around the RILON Response Group.Programme coordination and management:
Actively propose, prepare and submit Concept Notes, Terms of References, and guidance documents for consideration by RSO Co-Managers, to support the revitalisation of RILON and the establishment of RILON Response Group.ย Develop and maintain work plans, budgets, implementation strategies, and monitoring plans to support timely implementation and results from project and capacity building activities. Manage delivery partners/contractors.Coordinate and act as point of contact for RILON government secondees to the RSO office, and support efforts in establishment of cross-border networks and connections to support coordinated information sharing, regional cooperation and associated actions.Support secondee briefings to Senior Policy Working Group Members and provide opportunity to engage Senior Policy Group Member strategic inputsOversee planning and delivery for series of regional and national meetings for RILON Response Group participants, which will also include technical capacity building and leadership development elements.Coordinate the production of Monthly Trends and Insights reports to be produced by RILON Response Group Secondees for circulation to Senior Policy Working Group Members and RILON Response Group membersย Work closely with RSO programme teamsย โย in particularly the Irregular Migration Unit (Irregular Migration and Regional Priorities team, and the Countering People Smuggling team), to input knowledge and align efforts across RSO strategic areas, to share information, contacts, and ideas that can contribute to RSO programme-wide efforts.ย Input technical expertise, facilitate sessions and provide further support as required at RSO Flagship events โ the RSO Constructive Dialogue and the RSO Border Forum, to showcase RSO support for BPMS in enhancing regional cooperation and information sharing.Coordinate and tie-in opportunities with the RSO Alumni Network to provide mutual benefit across both networks.ย Support RSO monitoring and evaluation in line with RSO frameworks to measure capacity building impact and lessons learned.Provide leadership, guidance, and training to programme staff, consultants and secondees as relevant.Contribute to or lead in the drafting of RSO briefings, minutes, documents, reports, corporate documents and undertake training as required.Support for RILON Bali Process Member States capability development (capacity building, training, and promotion of policy and best practice):
Engagement and partnerships:
Work cooperatively and collegiately across all teams within the RSO noting the overlap in thematic areas and topics within the RSO structure.Support Bali Process Working Groups upon need and act as the RSO focal point for the Bali Process Working Group on Trafficking in Persons.Establish, develop and maintain professional relationships with donors, with stakeholders and partners among the BPMS and with RSO program and project delivery partners.Support and contribute to RSO Communications, Engagement and Outreach activities.Provide inputs for RSO reporting requirements, including donor reporting, as needed.ย Represent the RSO at bilateral, regional, and intergovernmental meetings, including the preparation and delivery of discussion points, managing consultations, coordination of background documents and reports and ensure appropriate distribution to key stakeholders.Represent the RSO and actively participate in various forums such as roundtables, conferences, webinars, meetings and capacity building and training activities.ย Protect and promote the RSO โbrandโ ensuring appropriate recognition of our efforts is granted.General:

A Masters degree in Political Science or Social Sciences, International Relations, Law, Migration Studies or in a relevant field from an accredited academic institution with five years of relevant professional experience; orA Bachelorโs degree in a relevant field from an accredited academic institution with eight years of relevant professional experience.Experience:
Experience in the field of counter-trafficking, protection and migration management, specifically related to policy and legal frameworks. Experience working on these issues in the Bali Process region is desirable.ย Experience working with or in Government or an International Organization and/or with Bali Process Member States in the areas of trafficking in persons, protection of migrants who may be in a vulnerable situation and persons affected by crisis in a related field (desirable).ย Demonstrated expertise in project cycle management, including project development, contract management, monitoring, reporting, and evaluation.Experience in developing training curriculum and methodologies and delivering training to a wide range of stakeholders.Experience in drafting or leading group efforts to draft publications, such as handbooks, technical guidance, research reports, etc. is an asset.Demonstrated experience in engaging appropriately with stakeholders across a range of fields (Government, IO, NGO, Private Sector), including with senior level stakeholders and establishing and nurturing professional relationships.Demonstrated experience in achieving outcomes in a cross-cultural environment.Experience developing, supervising and mentoring staff.Skills:

Salary and conditions information:
The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only.ย The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.The position requires a minimum 3 days office-based work *subject to change*.ย The starting salary of USD $ 4,682.00 will be paid monthly. Salary increases occur in line with the โRSO Personnel โ Classification and Salaryโ Guidelines.
