Setting and ReportingThe Department of Safety and Security (UNDSS) is responsible for leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. ORS will pursue a proactive and data-led approach to develop and implement strategic change in DSS through innovative ideas, digital methods and advanced technologies. ORS will redesign field and HQ processes to create a more effective, efficient, transparent and adaptable DSS operational framework, to ensure consistent and uninterrupted support to UN entities in their delivery of essential programmes to populations in need. ORS will implement DSS planning that is integrated with the UN programme planning, utilizing a results-based framework aligned to directly support the priorities articulated in all UN Country Teamsโ€™ plans in even the most challenging contexts. The Programme Officer, Strategic Innovation will lead on all the data projects by leveraging data analytics, emerging technologies, and collaborative approaches to enhance DSSโ€™ ability to anticipate, prepare for, and respond to complex security challenges that impact UN operations globally. This position will report to the Senior Programme Officer, Operational Resilience Section (ORS). ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: โ€ข Project manages all data projects developed for the UNSMS by ORS through implementation with partners. โ€ข Develops the processes and systems to leverage the use of data analytics and new technologies to strengthen decision making; โ€ข Monitors and reports on all programme/project development and implementation; reviews relevant documents and reports; identifies and extracts insights from core business processes, including SRMs and security plans, internal data, and data acquired from outside sources; liaises with relevant parties; ensures follow-up actions. โ€ข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in identifying and monitoring relevant metrics and indicators DSS will use to manage the change. โ€ข Researches, analyzes and presents information gathered from diverse sources and creates partnerships through which to garner information. โ€ข Coordinates policy development, including the review and analysis of issues and trends, to enhance DSS situational awareness, scenario planning and foresight capabilities to improve the development of DSS preparedness โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. โ€ข Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โ€ข Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โ€ข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Performs other duties as required. At least three years of experience managing teams in using applied analytics, business intelligence, or information management to advance decisions, strategies and execution is required. Experience in analysis, development planning or crisis prevention is required. Experience in planning, design, implementation, or review of risk mitigation measures related to operations in complex settings is desirable. At least three years of field experience working within the UN Common System or comparable international organization or nongovernmental organization in a complex, conflict, post-conflict or natural disaster setting is desirable. Experience of planning and use of programming instruments and policies across the United Nations system or a similar international organization or nongovernmental organization including in the area of security planning and programming is desirable. Experience in analysis of crisis risk information, organisational readiness indicators and the development of prevention actions and engagement strategies is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required.
