Org. Setting and ReportingThis position is located in the the Policy and Best Practice Service of the Policy, Evaluation and Training Division (DPET) in the UN Department of Peace Operations (DPO). The Programme Officer reports to the Team Leader of the Protection of Civilians Team. DPO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPET is mandated to develop and disseminate the policy and doctrine guiding the work of United Nations peacekeeping. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: Develops, implements and evaluates assigned programmes/projects to strengthen the protection provided by UN peacekeeping operations, specifically a project on data-driven approaches to protection of civilians in UN peacekeeping; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. โ€ข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โ€ข Researches, analyzes and presents information gathered from diverse sources. โ€ข Coordinates and contributes to policy and guidance development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. โ€ข Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โ€ข Leads and/or participates in large, complex field missions, including provision of guidance to peacekeeping personnel, external actors, government officials and other parties and drafting mission summaries, etc. โ€ข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Performs other duties as required. Awareness of the key challenges facing the implementation of POC mandates by UN peacekeeping operations, including with respect to data-driven approaches and the coordination of POC implementation within missions. . Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Experience in policy and guidance development is desirable. Experience in Information Management in conflict or crisis environment is desirable. Experience translating data into actionable insights is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
