The incumbents will report to the Head of the Border Security and Management Unit under the overall supervision of the Chief of the Countering Terrorism Section in UNCCT. The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The duty station is Dakar, Senegal, within the Integrated Border Stability Mechanism (IBSM) Secretariat. UNOCT, in partnership with IOM (International Organization for Migration), UNODC (United Nations Office on Drugs and Crime), and INTERPOL, have established the Integrated Border Stability Mechanism (IBSM) as a multilateral coordinating structure for separate but complementary internationally funded projects in the region that aims at strengthening border governance and security in areas strategically relevant for regional stability. The Mechanism will contribute to the overall implementation, monitoring, and evaluation of the projects aimed at strengthening the regional effort to prevent and manage conflicts and security threats. ResponsibilitiesWithin assigned authority and in strong collaboration with IBSM partners, national and regional authorities, the Programme Management Officer (Border Security and Management) will be responsible for the following specific duties: โข Prepare reports on the analysis products on counterterrorism and transnational organized crime-related vulnerabilities affecting border communities and border areas through engagement with a range of national stakeholders and other partners involved in projects relevant to integrated border stability, in close consultation with fellow IBSM partner entities. โข Provide technical expertise in the development, implementation, and evaluation of assigned activities designed to strengthen border management in the region. โข Provide guidance and mentoring to national and regional authorities to support planning, designing, and managing appropriate interventions related to border management in close coordination with fellow IBSM entities and colleagues as relevant. โข Attend policy-making and expert group meetings to analyze and guide on border management issues; deliver training and presentations, and participate as a resource person in workshops, seminars, training courses, and meetings. โข Ensure the dissemination of deliverables to IBSM members and partners. โข Research, analyze, and present information gathered from training needs assessments, surveys, and other diverse sources and data collection tools. โข Participate in needs assessment and other technical missions, including border control checkpoints, to evaluate and elaborate technical assistance proposals. โข Initiate, develop, coordinate, and contribute to training curricula and training materials to support and sustain the programmesโ goals and outputs. โข Contribute to the preparation of sub-programme reports, including work plans, budget segments, program/project progress, performance, and/or implementation delivery reports. โข Organize and prepare various written outputs, such as working papers, reports, background papers, presentations, proposals, documents, briefings, training materials, manuals, guides, toolkits, etc. โข Evaluate the quality and impact of assistance measures in the area of border management. โข Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. โข Perform other work-related duties as required. Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of five years of progressively responsible experience in border security and management, including experience in policy and strategy development, is required. Experience in multi-agency coordination and drafting reports, project documents, assessments, and evaluations is required. Work experience in West Africa is desirable. Experience in identifying and analyzing emerging threats, new phenomena, and modus operandi in the overall area of border security and management in general and in countering terrorism and foreign terrorist fighters (FTF) is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French is required.
