The Position:

The Programme Associate is based in Port Sudan, with frequent travel to the field. S/heย  reports to the Team Leader and will work closely with staff and multiple partners.ย

Job Purpose:

The Programme/Finance Associate will provide strategic and operational support in programme budgeting, financial monitoring, and coordination with implementing partners. The role involves supporting the programme team in the development and implementation of work plans, ensuring compliance with UNFPA financial rules, and contributing to high implementation and accountability standards.

The Programme/Finance Associate supports the Team Leaderย in assessment of humanitarian situation,ย identification of needs, and preparation and implementation of the humanitarian responseย  plans, in coordination with other humanitarian actors, implementation partners andย  Government. Represent UNFPA in the Access Working Group and other relevantย humanitarian coordination.ย 

You will responsible for:ย 

A. Assessment and Planningย 

Support in assessing emergency situation, by working closely with sub-office staff,ย  located at the sub-national level, and program units, to support in humanitarianย response planning, including needs for humanitarian commodities contingencyย  planning and distribution, based on the field needs and available funds; Facilitate and participate in interagency assessments and/or humanitarian deliveryย  missions;ย  Contribute and participate in the planning, implementation and monitoring of COย  humanitarian activities, including but not limited to assessments, evaluation ofย UNFPA work, documentation good practices and lessons learned and proposeย  improvements;ย 

B. Coordinationย 

Liaise with humanitarian partners to collect information for effective mapping ofย  humanitarian needs, identify gaps and coordinate response activities;ย  Monitor humanitarian risk factors and support inter-agency contingency planningย  efforts in coordination with CO staff and sub-offices;ย  Prepare and submit convoy plans and follow up with OCHA and multi-sectors inย  regards with logistics and commodities selection;ย  Coordinate with UNFPA programme teams and security staff to ensure efficient andย  timely preparation of planned convoys, contingency plans and micro-plans;ย  Act as the Access Working Group Focal Point, support to organize, participate andย  assist in organizing work groups, meetings, conferences, consultations with keyย partners on humanitarian and emergency relief-related matters;ย  Liaise with sub/field offices with respect to supply chain management and ensuringย  commodities pipeline is in place with the procurement and logistics unit;ย  Contribute to the program/project proposal drafting by preparing the humanitarianย  needs and calculating the supply requirements;ย

C. Programme Budgeting, Financial Monitoring, and Partner Support

Participate in the preparation of Implementing Partner (IP) workplans, ensuring Itemized Estimated Costs (IEC) are aligned with UNFPA standard rates. Support the Programme Lead in budget creation in Quantum Plus, ensuring budgets are complete, accurate, and in compliance with donor and UNFPA requirements. Assist in the preparation and review of donor proposal budgets, ensuring alignment with UNFPA standards and cost classifications. Contribute to programme development by compiling and analyzing data relevant to UNFPA-supported interventions and assisting in drafting project documents, work plans, and statistical summaries. Perform periodic analysis of fund codes, identify financial gaps or anomalies, and recommend corrective actions. Provide regular updates to the Programme Lead on the status of fund codes, including budget utilization, expiry timelines, and implementation status. Assist in the formulation and monitoring of the Humanitarian and development budget, including allotment control, expenditure tracking, and budget revisions. Support the selection process of implementing partners and document the process in accordance with UNFPA policies. Coach and guide IPs on the preparation and timely submission of FACE (Fund Authorization and Certificate of Expenditures) forms. Conduct monitoring visits and spot checks to ensure IPsโ€™ expenditures are aligned with approved budgets and that supporting documentation is accurate and complete. Monitor IP financial performance and implementation rate, ensuring funds are fully utilized by the end of the project cycle. Raise requisitions for the programme unit and follow up on the procurement and financial process. Contribute to the preparation of interim financial reports for donors and ensure timely and accurate documentation and compliance with UNFPA internal controls and procedures. Work closely with UNFPA Country Office staff and partners to maintain consultationsย  with governments, UN agencies, and concerned NGOs on UNFPA substantiveย  matters on humanitarian issues and provide required technical support;ย 

D. Programmatic and operational support to emergency response, as relevantย 

In close cooperation with the SRH Coordinator, ย procurement/logistics andย  programs units:ย 

Identify and highlight relevant operational factors affecting humanitarian situation andย  response efforts;ย  Contribute to the procurement and distribution planning for commodities in theย  preparation of project proposals for donors;ย  Assess and organize logistics in terms of receiving, handling, storing, transferringย  and distributing relief items and ensuring proper warehousing with Logistics Clusterย and managing UNFPA recording systems;ย  In coordination with programme colleagues, sub-offices and the M&E unit, support inย  managing implementation of emergency activities and monitoring their effectiveness;ย  Regularly submit situation reports on stocks, equipment and prepositioned goods;ย  Carry out regular monitoring field trips to ensure that relief items transferred to IPsย  are well received and properly accounted for at their destinations. In case of a loss orย  damage, follow up with clearing agents, shipping and insurance companies in liaisonย with HQ;ย  Contribute to the production of response reports, recommendations and proposalsย  for emergency intervention;

E. Carry out any other duties as may be requested by the supervisor.ย

Secondary Level Education required. First level university degree is desirable.ย 

Knowledge and Experience:ย 

seven years of relevant experience in development and/or humanitarianย  Programme/project management and coordination with focus on Programmeย  implementation;ย  Field-level experience working in humanitarian settings particularly in RH, GBV and/orย  youth humanitarian programming, including the development of results frameworks,ย monitoring and evaluation;ย  Experience working in emergency preparedness and response at the central andย  decentralized level, conducting needs assessments; designing, implementing andย monitoring humanitarian response in the areas of GBV, RH and youth is an asset.ย  Familiarity with UN procedures and working methods, particularly with UNFPAโ€™sย  agenda, policies and procedures, is highly desirable;ย  Knowledge of humanitarian logistics with a focus on dignity/hygiene kits and RH kits; Excellent oral and written communication skills in English are required;

Languagesย 

Fluency in English is required and French is desirable to enable effective communicationย  with English speaking and French speaking country coordination groups and localย organisations (West and Central Africa region).ย
