The incumbent will work under the direct supervision of the Chief of the Border Management Branch (BMB), Division for Operations (DO), and the overall guidance of the Representative for South-Eastern Europe. The work will be carried out in close coordination with the Global Maritime Crime Programme (GMCP), Passenger and Cargo Control Programme (PCCP), Global Programme on Criminal Network Disruption (GPCD), and Global Programme on Crimes that Affect the Environment (GPCAE), in addition to Regional Offices in the field and Regional Sections and substantive units at UNODC headquarters in Vienna. For more information on UNODC, please visit the following website: www.unodc.org ResponsibilitiesWithin assigned authority, the Programme Coordinator (CBRN and Strategic Trade Controls), Border Management Branch (BMB), will perform specific tasks under the BMB framework to strengthen national and regional capacities to prevent, detect, and respond to the trafficking of chemical, biological, radiological and nuclear (CBRN) materials, and to enhance strategic trade and export controls (STEC). The incumbent will be responsible for the following specific duties: โข Plan, organize, manage, coordinate, implement and monitor BMBโs global and regional activities related to CBRN and STEC. โข Undertake in-depth and substantive review of the CBRN and STEC portfolio; identify gaps, challenges, and opportunities; prepare risk analyses and propose evaluation frameworks with results-based indicators and measurable targets. Ensure timely programmatic and financial delivery of assigned activities. โข Provide support in managing human and financial resources allocated to BMB programming on counter-CBRN trafficking and STEC. Coordinate the work of and guide programme staff, external consultants, interact with Government officials and other parties. Carry out programmatic/administrative tasks. Prepare inputs for budgets, performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management. Identify procurement needs (goods and services). โข Develop and implement programme strategies to advance BMBโs approach to counter-CBRN trafficking and STEC, ensuring integration and alignment across BMB Global Programmes. โข Coordinate and liaise with national counterparts, regional partners, and international stakeholders to facilitate effective programme implementation and build cooperative frameworks to prevent and respond to CBRN trafficking and proliferation risks. โข Coordinate policy development and provide expert advice, including reviewing and analysing issues, trends and developments relevant to CBRN and STEC to identify opportunities for expanding and adapting BMBโs technical assistance. โข Plan and deliver capacity-building activities, including consultative meetings, workshops, and specialized trainings related to countering CBRN trafficking and STEC programme implementation. โข Prepare various written outputs, e.g. briefing notes for senior management, sections of UN/UNODC reports such as UNODC Annual Report, coordinate the process of ensuring quality inputs to publications, website and other reports. โข Monitor expenditures and utilization of funds related to counter CBRN trafficking and STEC programming and ensure compliance with UN financial rules and regulations, initiate project/programme and/or budget revisions, as required. โข Research, analyse and present information gathered from diverse sources, relevant for project implementation. โข Conceptualize and prepare substantive and financial reports (monthly financial and quarterly narrative Integrated Planning, Monitoring and Reporting (IPMR) reports, semi-annual and annual project progress reports). โข Support the Representative ROSEE and Chief PCCP in further expanding BMB presence and operations at regional and inter-regional level and in the maritime and river domains, including through concerted coordinated interaction with donor and Member States representatives and actively pursue the identification of funding possibilities for the BMB Programme(s). Prepare donor briefings, concept notes and proposals in line with the approved mandates envisaged by the Regional Programme for SEE 2024-2029. โข Participate in conferences and meetings as required, including preparing and delivering presentations. โข Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โข Perform other work-related duties as required. Work ExperienceA minimum of seven (7) years of relevant progressively responsible professional work experience in countering CBRN trafficking, strategic trade and export controls (STEC), law enforcement, border security and management, maritime law, or in criminal justice or crime prevention in the area of organized crime and drug trafficking is required. Of the minimum years of work experience, at least three years in an international context is required. Work experience in programme or project management including planning, preparing, budgeting as well as implementation is required. Work Experience in international cooperation activities to counter CBRN trafficking in the maritime and land border areas is required. Work experience with governmental or intergovernmental law enforcement institutions is desirable. Demonstrated experience in planning, designing and delivering training in the areas of countering CBRN trafficking, strategic trade controls, or border management is desirable. Work Experience with the United Nations system or similar international organization is desirable. Experience in data analytics or related area is desirable.
