The Spotlight Initiative 2.0, a global partnership between the European Union and the United Nations, continues to support Ugandaโ€™s efforts to eliminate violence against women and girls through strengthened laws and policies, transformed discriminatory social norms, strengthened institutions, and improved access to quality, survivor-centered services. Spotlight 2.0 builds on lessons learned from Phase I, with increased emphasis on institutionalization, sustainability, national ownership, and results on a scale.ย 

Reporting to the Team Leader in Charge of the EVAWG Team, the Consultant contributes to the effective management of UN Women programmes in the UCO by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Consultant guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.ย  The Programme Consultant works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.ย ย ย 

ย Description of Responsibilities /Scope of Work

Contribute technically to the development of programme strategies in the area of EVAWย 

Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives. Identify and contribute to areas for support and intervention related to the programme.

Provide substantive technical support to the timely and quality implementation and management of the EVAW programmeย 

Lead the implementation of assigned programme activities. Review, coordinate and monitor the submission of implementing partner financial and narrative reports. Support adaptive programme management by identifying implementation bottlenecks, risks, and emerging opportunities, and proposing timely corrective actions.

Support the RCO in overseeing coordination and implementation of Spotlight Initiative 2.0 in Uganda across participating UN agencies.ย ย ย 

Provide substantive EVAWG technical backstopping to the Resident Coordinatorโ€™s Office to ensure Spotlight Initiative coherence and alignment across Spotlight interventions in line with EVAW norms, Spotlight requirements and UN Women standards. Track implementation progress against Spotlight 2.0 workplans, results frameworks, and agreed milestones, identifying risks and implementation bottlenecks.ย ย ย  Support engagement and coordination with key stakeholders, including Government of Uganda institutions, the European Union Delegation, civil society and womenโ€™s rights organizations and other development partners.ย 

Provide technical assistance and capacity development to Spotlight Initiative project/programme partners

Coordinate and provide technical support in the implementation of programme activities, support development of technical knowledge products Maintain relationships with national partners to support implementation and expansion of the EVAW programme. Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

Provide technical inputs to the monitoring and reporting of the programme/ project

Monitor progress of implementation of activities and finances using results-based management tools. Draft reports on monitoring missions, programme results s, outputs and outcomes.ย  Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive inputs to building partnerships and resource mobilization efforts

Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases. Spearhead technical preparation of resource mobilization products, including project proposals, summaries, conference papers, briefing notes, speeches, and donor profiles. Participate in donor meetings and public information events, as delegated.

Provide technical support to inter-agency coordination on EVAW to achieve coherence and alignment of UN Women programmes with other partners in the country

Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination EVAWG related activities by drafting background reports and briefs.ย  Support collaboration with national institutions, local governments, civil society organizations and community structures.ย ย 

Provide substantive inputs to advocacy, knowledge building and communication efforts

Support development of background documents, briefs and presentations related to EVAW highlighting Ugandaโ€™s Spotlight 2.0 experience.ย  Coordinate the development of knowledge management methodologies, and products on EVAW Support inter-agency coordination on EVAW and Spotlight 2.0 within the UN Country Team in Uganda.ย ย ย

This is an office-based consultancy.ย

Functional Competencies:

Required Qualifications

Education and Certification:

Masterโ€™s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.

Experience:

At least 5 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required. Experience in working on related social norms transformation is required.ย  Demonstrated experience supporting UN joint programmes and/or multi-agency initiatives, preferably in Uganda or similar contexts.ย  Proven experience supporting or implementing the EU-UN Spotlight Initiative is essential. Experience coordinating and liaising with government agencies and/or donors is desirable Proven experience working in the UN System is a requirement.

Languages:

Fluency in English is required. Knowledge of any other UN official is an asset.
