Organizational Context and Scope

Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. Movement Operations Units in various IOM Country Offices, coordinated under the Resettlement and Movement Management (RMM) Unit in the Division of Movement, Resettlement and Labour Pathways (MRLP) at IOM’s Headquarters, are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization's programmes.

Migrant Training activities—including Pre-Departure Orientation (PDO), Cultural Orientation (CO), and Post-Arrival Orientation (PAO) sessions—are integral activities of IOM’s MRLP Division, equipping migrants with essential knowledge and skills to support their successful integration and self- sufficiency in destination countries. These training programmes are implemented globally under the framework of the MRLP Division and are tailored to meet the specific needs of migrants, in close coordination with partner organizations and Governments.

Under the general supervision of the Chief of Mission, the direct supervision of, the Programme Associate (Migrant Training), is National Movement Operations Manager, and the technical supervision of Project Coordinator and Facilitator for COA, the Program Associate (Migrant Training), is responsible for the following duties and responsibilities. responsible for the following duties and responsibilities.

Responsibilities and Accountabilities

  1. Facilitate engaging, participant-centered migrant training activities for various destination countries and migration pathways in the assigned area, actively contributing to course plan drafting and developing supportive training materials. As required, schedule migrant training sessions, ensure beneficiaries are invited, provide logistical support, distribute migrant training materials, and maintain accurate attendance records.
  2. Provide inputs for migrant training narrative and statistical reports and ensure the confidentiality and integrity of all IOM data in line with standards and data protection rules.
  3. Actively participate in migrant training facilitator and staff development, share best practices, engage in self-directed study, and stay updated on destination country and migrant pathway information to maintain and enhance facilitation skills.
  4. Demonstrate in-depth understanding of destination countries and migration pathways, maintain professionalism and impartiality, and strictly adhere to all migrant training programme requirements and standard operating procedures.
  5. Provide regular feedback to the supervisor, immediately report any issues or concerns, and alert management to any safeguarding or protection concerns, as well as non-compliance with standard operating procedures.
  6. As required, support in monitoring and guiding work of junior staff in completing migrant training activities.
  7. Maintain the confidentiality and integrity of all IOM information by implementing control procedures in line with resettlement countries’ and IOM’s standards of conduct and data protection rules. Alert the supervisor of any non-compliance to SOPs or standards of conduct by IOM staff members or partners, as applicable.
  8. Undertake duty travel as needed to participate in meetings, trainings and other programme activities.
  9. Perform other related duties as assigned.

    Required Qualifications and Experience:

    EDUCATION:

  10. University Degree in teaching or a related field from an accredited academic institution, with at least three years of relevant professional experience, or
Completed high school diploma from an accredited academic institution, with at least five years of relevant professional experience.

EXPERIENCE:

Working experience in managing educational programmes and teaching in cross-cultural settings. An understanding of the migrant training programmes in the assigned area and resettlement context of the destination countries. Demonstrated proficiency in IOM-RMM proprietary tools and systems.

SKILLS:

Computer/software literate with good knowledge of Microsoft Office. Strong written and verbal communication skills and ability to effectively communicate with and lead a team. Attentionto detail and abilityto organizeone’s work. Excellent planning, organizational and time management skills. Knowledgeof best practices in adult andyouth learning. Highly motivated with strong interest in humanitarian dynamic and energetic with resilience to manage work pressure.

Languages:

REQUIRED:

IOM’s official languages are English, French, and Spanish; all staff members are required to be fluent in one of the three languages. Fluency in Dari and Pashto is required.

For this position, fluency in English is required (oraland written).

DESIRABLE:

Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage as are other beneficiary languages are an asset.
