Mission and objectivesUN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing womenโ€™s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member Statesโ€™ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women South Sudan has developed a Strategic Note for the period 2019 โ€“ 2021 which is focused on three strategic areas, as follows: 1) Global norms and standards; 2). Ending Violence against Women and Girls 3) Women Peace, Security and Humanitarian action

ContextUN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in South Sudan supports the government to implement commitments to international normative standards on gender equality and womenโ€™s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 and the corresponding UN Women South Sudan Strategic Note (2022-2026), defining UN Womenโ€™s strategic engagement in South Sudan, focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting womenโ€™s economic empowerment; promoting policies and government investment in womenโ€™s empowerment and resilience building in the context of climate change, humanitarian crisis as well as threats to peace and security. UN Women works with a range of stakeholders in South Sudan including the government, civil society and womenโ€™s organizations, youth, UN agencies, and donors, to promote gender equality and womenโ€™s empowerment. Composed of representatives from donors, United Nations entities, and civil society organizations, the Women Peace and Humanitarian Fund (WPHF) is a global pooled funding mechanism that aims to re-energize action and stimulate a significant increase in financing for womenโ€™s participation, leadership, and empowerment in peace and security processes and humanitarian response. The WPHF is a flexible and rapid financing mechanism. It supports quality interventions designed to enhance the capacity of local women to prevent conflict, respond to crises and emergencies, and seize key peacebuilding opportunities. The overall goal of the WPHF is to achieve peaceful and gender-equal societies. Achievement of this goal will require that women are empowered to participate in, contribute to, and benefit from conflict prevention, crisis response, peacebuilding, and recovery. In South Sudan, Civil Society Organizations have been selected as Responsible Parties for the WPHF Programme. UN Women acts as the WPHFโ€™s Technical Secretariat at the global level. UN Women also acts as a Management Entity for civil society organizations where UN Women has a country presence. The M&E Assistant will be located at the UN Women South Sudan Country Office under the direct supervision of the UN Women WPHF focal Point.

Task DescriptionWithin the delegated authority and under the supervision of the Programme Manager or his/her designated mandated representative(s), the UNV Programme Assistant will: 1. Provide monitoring and evaluation support to the effective implementation of the Women Peace and Humanitarian Fund in South Sudan โ€ข Support implementation of the Country Office Monitoring, Evaluation, and Reporting Plan for WPHF partners. โ€ข Ensure effective implementation and periodic monitoring of the WPHF programme. โ€ข Periodically consult with and report to the WPHF Management Team on progress in implementation, bottlenecks, and challenges. โ€ข Support the training of staff and Partners on Results Based Management and Results Reporting. โ€ข Generate timely quarterly and annual work plan reports for review by respective Programme Units and approval by management. โ€ข Support in conducting periodic monitoring visits and spot checks. โ€ข Support donor reporting. โ€ข Participate in assigned UNSDCF groups which include the SDG and Data for Development and M&E group meetings. โ€ข Support implementation of Country Office Programme activities related to data and evidence generation and management. โ€ข Support coordination of research and evaluations to be conducted by UN Women South Sudan and its partners. 2. Provide administrative support in the financial management of the WPHF Partners โ€ข Prepare budget revisions, revise project awards and status, and determine unutilized funds and a project's operational and financial close. โ€ข Provide administrative support in monitoring and preparing the budget and the finances of programmes/projects and in practicing FACE forms. โ€ข Prepare non-PO vouchers for development projects. โ€ข Monitor the setup of budgets in Quantum to ensure their accordance with budgets agreed with donors and are input into Quantum. โ€ข Control allotments, monitor expenditures, and prepare budget revisions of the programmes on a regular basis. โ€ข Contribute to the preparation of regular financial reviews and reports of the programmes. โ€ข Prepare the supporting documents and requests for procurement and payments and Process payment for consultants as delegated. 3. Provide administrative support โ€ข Undertake all logistical, administrative, and financial arrangements for organizing meetings, workshops, events, and missions. โ€ข Make travel arrangements for the Programme Team, including travel requisitions and claims. โ€ข Draft minutes in meetings and workshops. โ€ข Assemble briefing materials and prepare PowerPoint and other presentations in collaboration with the Programme team. โ€ข Maintain an efficient filing/documentation system of programme documents, ensuring their safe keeping. 4. Facilitation of knowledge-building and knowledge sharing โ€ข Support organizing training for the partners on the programme and operations-related issues. โ€ข Support in the translation that would extend to simultaneous interpretation. 5. Performs other official duties and tasks which the Programme Manager may request. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: โ€ข Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take an active part in UNV activities (for instance in events that mark International Volunteer Day); โ€ข Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; โ€ข Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities. โ€ข Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; โ€ข Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; โ€ข Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: As an active [UN Women] team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UN Women and its beneficiaries in the accomplishment of her/his functions, including: โ€ข The management and substantive and contextual monitoring of programmes on gender equality is ensured, including quarterly internal online reports and reports to donors. โ€ข The preparation and updating of project documents and work plans are ensured. โ€ข Programme results are achieved, documented, and communicated. โ€ข Knowledge, lessons learned, and good practices from programmes are available and disseminated. โ€ข The organization of seminars, meetings, and training workshops is ensured. โ€ข Meeting minutes are written, and their recommendations are closely followed up โ€ข Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment. โ€ข A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed

Living conditions and remarksAs this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Conditions of Service for National UN Volunteers The contract lasts for the period indicated above with the possibility of extensions subject to the availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to the duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health, and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly.
