Context

The IOM Country Office in Liberia implements a broad programme portfolio that combines policy support and operational programming to strengthen migration governance, advance peacebuilding, and foster resilience. The main objectives are to assist the Government of Liberia in developing and implementing migration-related policies and strategies, including the Global Compact for Migration (GCM) and national migration policy frameworks; enhance border management; promote diaspora engagement; and address emerging issues such as climate mobility and protection. Programmes span community stabilization, counter-trafficking, assisted voluntary return and reintegration, and cross-border peacebuilding, notably through the GOLA-REAP โ€“ Resilience, Empowerment, Access and Peacebuilding initiative along the Liberiaโ€“Sierra Leone border.

Under the direct supervision of the Chief of Mission (CoM) in Liberia and in close coordination with the Regional Office for West and Central Africa and relevant Headquarters (HQ) divisions, the Programme and Policy Liaison Officer will be responsible for coordinating IOM Liberiaโ€™s programme portfolio, supporting strategic partnerships, and serving as a policy liaison with key government counterparts, UN partners, and donors. The Programme and Policy Liaison Officer will also coordinate the implementation of the Peacebuilding Fund (PBF)-funded cross-border programme portfolio, ensuring coherence with national peacebuilding priorities and regional stability efforts.

1. Assist the CoM in the overall coordination, quality control and strategic coherence of IOM Liberiaโ€™s programme portfolio.

2. Coordinate the implementation of the PBF-funded cross-border project(s), ensuring strategic alignment with national peacebuilding frameworks, effective collaboration with IOM Sierra Leone and other partners, and sound financial, administrative and technical implementation in compliance with IOM and donor requirements.

3. Draft and produce donor reports, progress updates and other required documentation, ensuring effective information exchange on all operational aspects of the programmes between IOM, donors and other stakeholders.

4. Contribute to donor engagement by analyzing migration-related trends, identifying priorities and opportunities, and drafting project proposals aligned with government needs, donor strategies, and IOMโ€™s mandate.

5. Maintain close collaboration and contribute to the strengthening of the partnerships with relevant stakeholders such as Government entities, national authorities, donors, development partners, United Nations agencies, civil society and academia.

6. Support the planning and coordination of field visits, donor missions, and high-level meetings.

7. Support the CoM in policy dialogue and technical support to Government counterparts on migration governance, diaspora engagement, border management and climate mobility.

8. Provide technical inputs and information to contribute to national development frameworks, including Liberiaโ€™s National Development plans, the UN Cooperation Framework (UNCF), and Global Compact for Migration (GCM) implementation in Liberia.

9. Serve as the focal point for cross-cutting themes such as gender mainstreaming, youth engagement, and durable solutions.

10. Ensure adequate information management on programme activities, including awareness raising, visibility and public information products (press releases, regular updates, summaries, and other relevant materials), in coordination with the Head of Program and/or the COM, the donor and IOMโ€™s Public Information Department.

11. Participate in relevant forums, including UNCT, Results Groups, steering committees and technical working groups as delegated by the CoM.

12. Perform such other duties as may be assigned.

Education

Masterโ€™s degree in Law, International Relations, Political or Social Sciences, International Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four years of relevant professional experience.

Experience in programme management, implementation, reporting and project development;Experience in coordination of various projects under the programme to ensure maximum outputs;Experience in liaising with government authorities and other national/international institutions;Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;Experience with UN and International Agencies, international or local NGOs preferred; and,Work experience in Liberia and in the region is an advantage.
