1.ย ย ย ย  Office/Unit/Project Descriptionย ย 

The Cabo Verde UNDP, UNFPA, and UNICEF Joint Office is the world's only Joint Office, operating under a single Representative and team. This unique model enhances collaboration, learning, and efficiency in supporting national priorities. For the period 2023-2027, the Programme Unit, structured into six thematic Portfolios, continues supporting national partners in implementing Annual Work Plans based based on the Common Country Program Document (CCPD) 2023-2027, ensuring a multisectoral approach to key development challenges. ย In this context, three thetamic Portfolios have two shared utputs such as: 1.1) National and local institutions and civil society organisations have strengthened capacities to deliver quality, integrated, gender-sensitive, resilient, innovative and inclusive child health, mental health, sexual and reproductive health and rights, child protection and education services; and 1.2) More children, adolescents, young people and women, especially those from vulnerable groups, have improved learning skills and capacities, are protected from violence, exploitation, abuse and neglect, and benefit from nutrition, immunisation, maternal and newborn health care.

For the period 2025/2026 and to consolidate the gains, the Portfolios i) Reproductive Health and Rights (SRHR)/Child Survival & Development, ii) Child Protection and iii) Education & Early Childhood Development will strengthening its works with focus on Social Behavior Change (SBC) as a key strategy to enhance the impact of interventions in health, education, and child protection.ย 

Recognizing that sustainable development depends not only on policies and services but also on shifts in social norms, attitudes, and behaviors, SBC will be integrated across all programmatic areas to drive meaningful and lasting change. SBC will be implemented through evidence-based communication strategies, community dialogues, youth engagement, digital innovations, and partnerships. By fostering social and behavioral transformation, the Joint Office aims to create a more inclusive, resilient, and rights-based society, ensuring that all children, adolescents, and families in Cabo Verde thrive in a supportive environment.

2.ย ย ย ย  Scope of Workย 

In the context of the Country Cooperation Programme Document (CCPD) 2023-2027, of the Programme Documents (Prodocs) 2024-2027 and the three Annual Work Plans (AWPs) under the Health, Education, and Child Protection Portfoliosโ€™s implementation, a close coordination and effective monitoring is requested for the expected results achivements. To ensure successful planning SBC strategy, monitoring and technical support on the referred implementation by national partners, the UNDP, UNFPA, and UNICEF Joint Office in Cabo Verde seeks to recruit a Programme Analyst to provide essential technical, administrative, and operational support to the Health, Education, and Child Protection Portfoliosโ€™s, specifically in the Social and Behavioral Change (SBC) domain, working closely with government institutions, civil society organizations, and development partners to track progress, provide technical assistance, and support coordination efforts to achieve the intended outputs of each of the three Portfolio.

Technical Support & Strategy Development

Provide technical guidance for the design and implementation of SBC strategies within the Health, including for preparedeness and response of health emergencies, Education, and Child Protection portfolios.

Support the development of evidence-based SBC interventions to promote positive behaviors, prevent harmful social norms, including Female Genital Mutilation (FGM) and sexual violence against children and increase awareness on key issues such as gender equality, SRHR, GBV prevention, child protection, and WASH in education.

Program Implementation & Coordination

Ensure effective coordination with government institutions, civil society, and development partners to align SBC strategies with national priorities.

Collaborate with Portfolio Managers to integrate SBC approaches across programmatic areas, ensuring consistency in interventions.

Capacity Building & Knowledge Management

Support the design and deliver capacity-building initiatives for implementing partners, government institutions, and community stakeholders on SBC planning, implementation, and evaluation.

Facilitate knowledge sharing on risk communication, community engagement, and social norms change.

Communication & Awareness Campaigns

Support the development and oversee multi-channel communication campaigns (TV, radio, social media, print) to promote behavioral change in health, education, and child protection.

Support the design of proximity and interpersonal communication tools for community-based interventions.

Assist in creating advocacy materials and messaging for awareness-raising events (e.g., World Childrenโ€™s Day, Child Protection awareness days).

Monitoring, Evaluation & Reporting

Assist in collecting and analyzing qualitative and quantitative data to assess the effectiveness of SBC interventions within the Annual Work Plans (AWPs).

Provide regular reports on progress, challenges, and lessons learned to inform future programming.

Cross-Sectoral Integration & Policy Support

Ensure SBC interventions are integrated into education, health, and child protection policies and national action plans.

Advocate for SBC approaches in key programmatic areas such as Comprehensive Sexuality Education (CSE), WASH in schools, child protection systems, and maternal and adolescent health.

Innovation & Digital Engagement

Support the adoption of digital tools for SBC, leveraging social media, online learning, and mobile technology for community engagement.

Explore innovative strategies to enhance youth participation, behavior change communication, and peer-to-peer education models.

Expected Outcomes

Increased community engagement and behavior change across health, education, and child protection programs. Strengthened multi-sectoral coordination for SBC initiatives at national and local levels.ย  Improved SBC capacity among implementing partners and community stakeholders. Enhanced visibility and impact of UN-supported SBC interventions of health, education, and child protection programs.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

3.ย ย ย ย ย  Institutional Arrangement

The SBC Program Analyst will work under theย direct supervision ofย Portfolio Manager of Reproductive Health (SRHR)/Child Survival & Development, in coordination with the Portfolio Managers of Child Protection and Education & Early Child Development (ECD).

5. Minimum Qualifications of the Successful NPSA Min. Education requirements

Advanced university degree (master's degree or equivalent) in communication, marketing, journalism, socials sciences or related fields is required , OR

A first-level university degree (bachelorโ€™s degree) in combination with an additional two years of qualifyingexperience will be given due consideration in lieu of the advanced university degree.

Min. years of relevant work experienceย 

Applicants with Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience.ย 

Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in communication, communication development contents and products, site webs management andย  ย digital communication, social media contents is required.

Requiredย  ย skillsย  Experience on planning, managing and implementing events to support communications and advocacy initiatives on child protection, quality education and health/reproductive health and rights domains Ability to work in a multidisciplinary teamย  Desired skills in addition to the competencies covered in the Competencies section A minimum of 2 years experience on creating and manage multimedia and comunication materials and campaigns; A minimum of 2 years expericence on supporting ย the developpement and implementation of Risk Communication and Community Engagement (RCCE) initiatives;ย  Experience working on communications in UNDP, UNFPA and UNICEF programmes is an asset.ย  Knowledge and Experience on communication methodologies for development and social behaviour change. knowledge and competences on IT and image, text and video editing tools; Relevant experience on planning, prioritisation and organisational skillsย  Required Language(s)ย  Fluency in the national language of the duty station is required (Portuguese).ย
