Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

To respond to the demands of national partners, UN Women established its presence in 2008 in Sarajevo. Priorities of UN Women's Country Office in Bosnia and Herzegovina (BiH) are based on the 2021-2025 United Nations Sustainable Development Cooperation Framework signed between the Government of BiH and the United Nations system in BiH. Key priorities of UN Women in BiH under its 2026-2030 Strategic Note span three key priority areas: 1) women’s economic empowerment; 2) women and girls free from violence; and 3) women in governance, peace and security.

Within this framework, the Gender Equality Accelerator (GEA) represents a flagship joint initiative coordinated by UN Women in partnership with UNFPA, UNDP, and UNICEF. The GEA aims to accelerate transformative change on gender equality and women's empowerment by supporting systems-level reforms and advancing institutional accountability across three interconnected pillars: (1) gender-responsive governance and leadership, (2) prevention of and response to gender-based violence, and (3) women's economic empowerment. The programme is aligned with national reform efforts, EU integration priorities, and international frameworks including CEDAW and the 2030 Agenda. It prioritizes intersectionality, localization, and inclusive partnerships with government, civil society, and the private sector to advance structural change and deliver measurable progress on gender equality in BiH. 

UN Women’s work on engaging men and boys for gender equality is anchored in the belief that achieving gender equality is about transforming unequal power relations between men and women. This involves challenging notions of masculinity and traditional perceptions of manhood. It requires men to question power dynamics in their actions or their words at the personal, interpersonal and societal level and to take responsibility for change. Men need to be engaged as gender advocates – speaking out as active agents and stakeholders who can transform social norms, behaviours and gender stereotypes that perpetuate discrimination and inequality.
In this context, UN Women CO intends to contract a Programme Analyst to support UN Women in designing and implementing activities intended for engaging men and boys in promoting transformative masculinity and contributing to the eradication of gender stereotypes that will help create more equal gender relations, as well as address some issues that men themselves experience. Transformative masculinity refers to approaches that critically examine and change harmful social norms associated with traditional masculinities, while actively engaging men and boys as agents of gender equality, not as problems to be managed.

Reporting to Governance and Leadership Programme Coordination Specialist and under the overall supervision of the Programme Management Specialist, the Programme Analyst provides programme support to the effective management of UN Women programmes in the CO by contributing to the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
 

Scope of Work

1.    Contribute technically to the development of programme strategies in the area of men and boys’ engagement in promoting transformative masculinity and eradication of gender stereotypes
•     Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to engaging men and boys in promoting transformative masculinity and contributing to the eradication of gender stereotypes.
•     Support programme teams, working towards  gender-responsive governance and leadership, women’s economic empowerment and eliminating violence against women and girls, in identifying entry points and strategies to involve men and boys as allies and advocates for gender equality.
•     Contribute to the development of tools, methodologies, and guidance to strengthen male engagement approaches within UN Women programming.

2.    Provide technical support to the implementation and management of activities that focus on men and boys’ engagement in promoting transformative masculinity and eradication of gender stereotypes
•     Provide inputs to the annual workplan and budget as required;
•     Assess current programme interventions and recommend practical approaches to strengthen the participation of men and male allies in programme delivery and visibility;
•     Provide support in the conceptualisation and development of local awareness-raising, advocacy and communication activities aiming at men’s and boys’ engagement;
•     Provide technical support to innovative approaches to encourage behavioural change among men;
•     Provide technical support to planning and localization of the global #HeForShe campaign (For more information, please visit https://www.heforshe.org/en); 
•     Facilitate partnerships and networks that promote men’s and boys’ active participation in advancing gender equality;
•     Coordinate and monitor the implementation of programme activities;
•     Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
•     Review and coordinate the submission of implementing partner financial and narrative reports; and
•     Train partners on Results Based Management.

3.    Provide technical assistance and capacity development support to project/programme partners
•     Provide technical support to and technically oversee the implementation of programme activities with partners; and
•     Identify opportunities for capacity building.

4.    Provide technical inputs to the monitoring and reporting of the programme/project
•     Monitor progress on programme activity, results and indicators; 
•     Monitor the implementation of proposals by responsible partners; and
•     Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

5.    Provide technical inputs to the management of people and finances of Governance and Leadership programme
•     Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
•     Provide inputs to financial reports; and
•     Oversee the work of Programme Associates and Assistants as needed.

6.    Contribute to building partnerships and resource mobilization strategies
•     Provide inputs to resource mobilization strategies; analyze and maintain information and databases; and
•     Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

7.    Provide technical inputs to inter-agency coordination on men and boys’ engagement in promoting transformative masculinity and eradication of gender stereotypes to achieve coherence and alignment of UN Women programmes with other partners in the country 
•     Provide technical support to the Representative and Programme Management Specialist on inter-agency coordination related activities by providing inputs to background reports and briefs.

8.    Provide inputs to advocacy, knowledge building and communication efforts
•     Provide technical inputs to background documents, briefs and presentations related to men and boys’ engagement in promoting transformative masculinity and eradication of gender stereotypes;
•     Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; and
•     Provide inputs to the development of knowledge management products on men and boys’ engagement in promoting transformative masculinity and eradication of gender stereotypes.

9.    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Supervisory/Managerial Responsibilities: Incumbent is not expected to lead a team, but will oversee the work of Programme Associates and Assistants as needed.

Functional Competencies:

•     Programme formulation, implementation, monitoring and evaluation skills

Education and Certification:

•     Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
•     A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
•     A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
 

Experience

•     At least 2 years of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
•     At least 1 year of experience in the area of human rights, gender equality, women’s empowerment, and/or engaging men and boys in gender equality is required.
•     Experience in developing advocacy documents (e.g., technical reports, briefing notes, background papers, and presentations) in the field of critical masculinities and male engagement in gender equality is desirable. 
•     Experience in raising awareness/delivering training on gender equality, masculinity, and men’s and boy’s engagement is desirable.
•     Experience coordinating and liaising with government agencies, UN bodies/agencies and/or donors is desirable.

Languages

•     Fluency in English is required.
•     Fluency in Bosnian/Croatian/Serbian is required.
 

Statements :
