Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

On 24 February 2022, the Russian Federation launched aย  full-scale invasion of Ukraine, causing widespread death, destruction, displacement and suffering.ย  The war in Ukraine is impacting women and men, girls and boys, in their diversities, in different ways and threatening progress made in recent years towards greater gender equality, disability inclusion and reinforced human rights. In 2025, an estimated 6.7 million women and girls in Ukraine need humanitarian assistance, including 900,000 girls, 2.4 million older women, and 1.5 million women with disabilities.ย 

UN Women leads and coordinates United Nations system efforts to ensure that the commitments to gender equality and gender mainstreaming translate into action in humanitarian response plans. In Ukraine, following the full-scale invasion of Ukraine by the Russian Federation in 2022, the Gender in Humanitarian Action (GiHA) Sub-Group was initially established and later formalized in 2023 as the Gender in Humanitarian Action Working Group, after UN Women became a full member of the Humanitarian Country Team. The GiHA WG offers interagency and intersectoral technical capacity to the Humanitarian Coordinator, the Humanitarian Country Team and all other stakeholders involved in the humanitarian response, including government authorities, to ensure the integration of gender equality and the empowerment of women and girls.ย 

As part of the UN system in Ukraine, UN Women supports national partners to implement their commitments to Women, Peace and Security (WPS) agenda, since 2015. UN Women has been providing technical assistance to develop, implement and monitor the first and the second National Action Plans (NAP) 1325 for the implementation of UN Security Council Resolution (UNSCR) 1325 on WPS as well as other relevant international and national commitments related to the advancement of gender equality and womenโ€™s empowerment (GEWE) in Ukraine. In doing so, UN Women has partnered with and provided demand driven technical assistance to the key governmental institutions of the National Gender Machinery for the advancement of GEWE at national, regional and local levels. UN Women has supported womenโ€™s civil society organizations (CSO) that are the most affected by the war, especially local womenโ€™s groups responding to diverse needs of women and girls in the frontline communities.ย ย 

In 2025 the world commemorates the twenty-fifth anniversary of the adoption of the landmark UNSCR 1325 on WPS, and the Government of Ukraine is preparing its third NAP 1325 covering the period 2026-2030. UN Women WPS project has supported the Government of Ukraine with all its commitments that relate to implementation of NAP 1325 and National Mine Action Strategy (2024-33) and their localization in selected hromadas to ensure that at the local level there are needed capacities to plan, implement, monitor and report on implementation of the WPS commitments. WPS agenda is also integral for Ukrainian humanitarian mine-action issues and implementation of the National Mine-Action Strategy (2024-2033) especially as the country entered the fourth year of the full-scale aggression by the Russian Federation and Ukraine is considered to be the most mine-contaminated countries in the world. While UN Women Country Office (CO) continues to support the implementation of the WPS UN Women is also commencing a program to gender-mainstream the humanitarian mine-action sector, led by the Ukrainian Ministry of Economy in partnership with the Ukrainian Ministries of Defense and Interior Affairs (specifically the State Emergency Services of Ukraine). To do this, the UN Women seeks Programme Analyst to strengthen and support the UN Women mine-action portfolio.ย ย 

Reporting to Head of Humanitarian Programme and Programme Specialist/WPS, the Programme Analyst contributes to the effective management of UN Women humanitarian mine-action initiative, by providing inputs to programme design, formulation, implementation, monitoring and reporting. The Programme Analyst supports ย the delivery of UN Women programmes by monitoring results achieved during implementation and supporting appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst supports partnerships with Government officials at regional and local levels, multi and bi-lateral donors and local women CSOs to support successful UN Women programme implementation. The Programme Analyst works closely with the UN Women CO programme and operations teams as well as with the UN Women HQ and Regional Office personnel.

Reporting to the Head of Humanitarian and Programme Specialist/WPS, the Programme Analyst provides programme support to the effective management of UN Women humanitarian and gender responsive mine-action programmes in UN Women Ukraine Country Office by contributing to coordination of national and local GiHA and humanitarian mine-action WGs, the programme design, formulation, implementation and evaluation.ย 

III. Key Functions and Accountabilities

Contribute technically to the development of programme strategies in the area of humanitarian responseย  Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to humanitarian response and coordination. Provide technical support to the implementation and management of the UN Women Humanitarian Programmeย  Provide inputs to the annual workplan and budget as required; Coordinate and monitor the implementation of programme activities; Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; Support engagement activities and contribute to building partnerships and trust with local explosive ordnance (EO) contaminated communities;ย  Review and coordinate the submission of implementing partner financial and narrative reports; Train partners on Results Based Management. Provide technical assistance and capacity development support to project/programme partners Provide technical support to and technically oversee the implementation of programme activities with partners;ย  Maintain relationships with national partners (eps. the State Emergency Service of Ukraine, National Police of Ukraine, National Mine-Action Coordination Centers) to support implementation and localization of the gender in humanitarian mine action work with local authorities and womenโ€™s CSO at the regional and local levels;ย  Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed. Provide technical inputs to the monitoring and reporting of the programme/project Monitor progress on programme activity, results and indicators;ย  Monitor the implementation of proposals by responsible partners; Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes. Provide technical inputs to the management of people and finances of UN Women Ukraine Office Humanitarian Programme Monitor budget implementation and programme activity expenditures and perform budget revisions when required; Provide inputs to financial reports; Oversee the work of Programme Associates and Assistants. Contribute to building partnerships and resource mobilization strategies Provide inputs to resource mobilization strategies; analyze and maintain information and databases;ย  Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles. Provide technical inputs to inter-agency coordination on through Gender in Humanitarian Action Working Group (GiHA WG) and also other existing coordination mechanisms, especially as relates to gender-responsive humanitarian mine action to ensure gender equality is mainstreamed in humanitarian response in Ukraine Support the coordination of the GiHA Working Group by assisting in organizing meetings, maintaining documentation, and tracking action points related to gender in humanitarian coordination. Assist in gathering and reviewing gender-related information to inform the integration of gender across the humanitarian response cycle, including inputs to the Humanitarian Response Plan (HRP), contingency plans, and cluster workplans. Attend interagency coordination and cluster/sub-cluster meetings to take notes, follow up on gender-related action items, and ensure gender issues are captured and shared with the GiHA WG. Support capacity-building efforts by collecting tools, resources, and materials to help humanitarian actors mainstream gender into their planning and response activities. Contribute to the review of assessment reports, response plans, and analytical documents to help ensure sex- and age-disaggregated data and gender considerations are included, in coordination with technical leads. Provide technical support to the UN Women Programme Specialist on humanitarian mine action inter-agency coordination related activities by drafting background reports and briefs.ย  Contribute to the localization of National Mine-Action Strategy (2024-33) and other local strategies to achieve coherence and alignment of UN Women programmes with other partners at the regional and local levels. Provide inputs to advocacy, knowledge building and communication efforts Provide technical inputs to background documents, briefs and presentations related to UN Women Ukraine Office Humanitarian Programme Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; Provide inputs to the development of knowledge management products on issues related to gender mainstreaming in humanitarian response.ย  The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

IV. Recruitment Qualifications

Education and certification:

Masterโ€™s degree or equivalent in social sciences, human rights, gender/ womenโ€™s studies, international development, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 1 year of relevant work experience in implementation, coordination, monitoring and evaluation, donor reporting and capacity building with a particular focus on gender and protection in humanitarian programmes is required.ย  Technical experience in humanitarian inter-agency coordination is required. Experience coordinating and liaising with government agencies and/or donors is desirable. Experience working with the UN is desirable. Experience working in East of Ukraine is desirable. Experience of working with and/or in collaboration with UN Agencies is desirable.

Language Requirements:

Fluency in English and Ukrainian is required. Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
