Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Ukraine has become one of the worldโs most complex emergencies and the crisis presents severe gendered challenges,[1] including worsening inequalities and discrimination, compounded vulnerabilities, and disproportionate violence affecting women and girlsโsuch as sexual and gender-based violence, conflict-related sexual violence, and domestic violence, among others.
Signatory to several international instruments, Ukraine has joined and adopted most of the key international and regional gender equality and womenโs empowerment (GEWE) and human rights frameworks and has integrated these commitments into a number of national laws and policies.ย This commitment is notably enshrined in the ratification and joining of the relevant human rights treaties and international agreements, including the following: The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) (1979), The Beijing Declaration and Platform for Action (BPfA) (1995), United Nations Security Council Resolution 1325 (2000) on Women, Peace and Security (UNSCR 1325), The Sustainable Development Goals. In addition, Ukraine has recently joined the G7 Biarritz Partnership for Gender Equality initiative (2020) [2], the Equal Pay International Coalition (EPIC) [3], led by UN Women, the ILO and the OECD, the Generation Equality Actions Coalitions[4] and the Istanbul Convention (2022).ย
In this line, the Government of Ukraine has also developed its first national strategic document onย GEWE: the State Strategy on Ensuring Equal Rights and Opportunities for Women and Men till 2030, which will serve as the main policy framework for achieving Ukraineโs international and national commitments on GEWE[5].ย Numerous policies have been enacted for further gender mainstreaming throughout government planning and in State sectoral, regional and local policies. However, their implementation is slow, with insufficient budgetary and resource allocation as well as monitoring and reporting. The Government has also approved an Action Plan to combat domestic violence and GBV and has introduced a State Strategy on Equal Rights and Opportunities of Women and Men. In a further positive step toward the implementation of the Women, Peace and Security agenda, recent revisions to the 2020 National Action Plan on United Nations Security Council Resolution 1325 are soon to be adopted, although plan localization[6] and budgeting remains unaddressed. With Ukraine being granted candidacy for EU accession in June 2022, it provides a significant opportunity to support the Government of Ukraine in ensuring compliance to the gender equality commitments through the EU accession process.ย
Despite the notable progress towards GEWE in Ukraine, women still face numerous barriers to full, equal, and meaningful participation in society[7]. Noted gender inequalities existedย prior to the war, with discriminatory gender norms and unbalanced power dynamics in Ukrainian society.ย The full-scale invasion of the Russian Federation in February 2022 has severely exacerbated pre-existing intersectional and gendered inequalities and created acute vulnerabilities for women and girls, especially among women facing multiple forms of discrimination.
ย UN Women will focus on providing capacity development, policy and technical advice to the government at all levels to ensure that government institutions have increased capacities to develop, implement and monitor Ukraineโs national and international GEWE commitments. Specifically, it includes support in localization, implementation, and monitoring of the NAP 1325 (updated in 2022), including sectoral, regional and local action plans linked to it. CO will support the implementation of the Framework of cooperation between the Government of Ukraine and the UN on the prevention andย response to CRSVโ (signed in May 2022) as part of WPS agenda. This will specifically entail strengthening the capacity of the security sector and defense sector to prevent sexual violence. The CO will support the development and implementation of the National Recovery Plan to ensure that women and girls affected by the war are supported and that the humanitarian response to the crisis is gender sensitive. The CO contribution will also include expert and technical support with revision of national legislation, development of new/updated laws, policies and strategies to comply with international GEWE norms and standards (including in relation to the Istanbul Convention and EU accession process and the most recent CEDAW Committee Observations).ย
Impact of results:
The key results of this post directly impact on the ability of UN Women to effectively implementย UN Womenโs programs and related operations in the country. This impact should lead to enhancing the visibility and image of UN Women as an effective leader on gender equality and womenโs rights and empowerment within the country.
Reporting to Programme Specialist, the Programme Analyst contributes to the effective management of UN Women programmes in the Ukraine CO by providing substantive inputs to programme design, formulation, implementation and evaluation.ย The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.ย The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.ย ย ย

Key Functions and Accountabilities
2. Provide substantive technical support to the implementation and management of the gender-responsive governanceย at the regional and local level programmeย

Recruitment Qualifications
Education and certification:
Masterโs degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.Experience:
At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required. Experience in theย human rights, gender equality and women's empowerment projects/initiatives, as well as experience in advocacy for gender equality and women's empowerment isย an asset. Experience on gender responsive governance for regional and local development. Experience coordinating and liaising with government agencies and/or donors is desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.Language Requirements:
