In line with its Strategic Plan 2022-2025, UN Women Serbia works towards selected Development Results in the impact areas of combating violence against women, enhancing gender responsive policy making and budgeting, and supporting the women, peace and security agenda. UN Women Serbia is working with different national and UN partners, in the framework of several projects, some of which are ongoing, and others expected to be undertaken in the forthcoming period. These include supporting capacity development and strengthening partnership with various national institutions to effectively coordinate and promote accountability for the implementation of gender equality commitments and gender responsive governance; supporting women CSOs in the area of women's economic empowerment and the empowerment of rural women; integrating gender perspective in programming, implementation, monitoring and reporting for IPA programmes; advancing Gender Responsive Policies and Budgeting in Serbia. Regional Programme โTransformative Financing for Gender Equality towards more Transparent, Inclusive and Accountable Governance in the Western Balkansโ (2020-2025) in Serbia supports the Ministry of Finance, line ministries and National GEM to have knowledge and evidence to make informed budgetary allocation towards gender equality in line with national, international commitments and post recovery of COVID19. Furthermore, the focus will be on developing capacities of local governments to apply GRB tools in their plans and budget including post recovery of COVID19. UN Women Serbia is part of the joint project โEnding Violence, Empowering Changeโ. The project is building on the results achieved through the phase III, with the aim to ensure that: the legal-strategic framework regarding gender equality is implemented consistently and evenly throughout Serbia, institutional and organizational practices contribute to gender equality and are sensitive to specific needs of women and girls from vulnerable groups, and that harmful practices and attitudes that lead to gender inequality, discrimination and violence against women and girls are tackled. Project โImproved Safety of Women in Serbiaโ has the focus on ensuring safety of women and girls through strengthened capacities of relevant stakeholders, enhanced legislation, improved institutional and organizational framework, institutional responses, and awareness-raising. To further strengthen gender mainstreaming and integration of the gender perspective into different sectors and leverage co-benefits between gender equality and investment funding for sustainable development UN Women Serbia will implement the project โGender Responsive Investmentsโ. Under UNOPS funded project UN Women Serbia works to enhance the sustainable livelihoods of informal waste pickers by providing comprehensive support and integration into the formal labor market, focusing on economic empowerment and social inclusion. Additionally, UN Women Serbia is implementing multiple joint projects:ย PRPD financed project โStrengthening Equality & Rights, Bolstering Inclusive Actionโ and โFrom Seed to Sustainability - Food Systems 4 Allโ supported by SDG Fund.ย
UN Women Serbia will also continue to provide advisory services and coordination support to the UN Resident Coordinator and the UN Country Team in Serbia in the field of gender equality and womenโs empowerment, including around joint programming, improved accountability, and partnership building.ย
Reporting to Programme Management Specialist/ Head of Office, the Programme Analyst provides programme support to the effective management of UN Women programmes in Serbia by contributing to the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Scope of Work:
1. Contribute technically to the development of programmes strategies in the area of EVAW and WEE
Provide technical inputs to the design and formulation of programmes/ projects proposals and initiatives related to EVAW and WEE Identify areas for support and intervention related to EVAW and WEE.2. Provide technical support for the implementation and management of the EVAW and WEE programmes
Provide inputs to the annual workplan and budget as required; Coordinate and monitor the implementation of programme activities; Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; Review and coordinate the submission of implementing partner financial and narrative reports; Train partners on Results Based Management;ย Support implementation of the relevant communications and visibility plans, as well as advocacy related activities.3. Provide technical assistance and capacity development support to project/programme partners
Provide technical support to and technically oversee the implementation of programme activities with partners;ย Identify opportunities for capacity building and coordinate and facilitate technical/ programming support and trainings to partners as needed.4. Provide technical inputs to the monitoring and reporting of the programmes/projects
Monitor progress on programme activity, results and indicators;ย Monitor the implementation of proposals by responsible partners; and Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.5. Provide technical inputs to the management of people and finances of EVAW/WEE programmes
Provide administrative support in monitoring partner budget preparation and the finances of projects; including the finalization of FACE forms; Provide technical guidance to programme partners on routine delivery and reporting of programme-supported activities and finances; Monitor budget implementation and programme activity expenditures and perform budget revisions when required; Provide inputs to financial reports; Prepare information for the audit of programmes/projects and support implementation of audit recommendations; Oversee the work of Programme/Project Assistants as needed.6. Contribute to building partnerships and resource mobilization strategies
Maintain close communication and foster partnership with relevant UN agencies, national authorities, development actors, civil society organizations and other key stakeholders; Provide inputs to resource mobilization strategies; analyze and maintain information and databases; and Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.7. Provide technical inputs to inter-agency coordination on EVAW and WEE to achieve coherence and alignment of UN Women programmes with other partners in Serbia
Provide technical support to the Head of Office on inter-agency coordination-related activities by providing inputs to background reports and briefs.8. Provide inputs to advocacy, knowledge building and communication efforts
Provide technical inputs to background documents, briefs and presentations related to EWAV and WEE; Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; and Provide inputs to the development of knowledge management products on EWAV and WEE.9. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities:ย The incumbent may potentially lead a team of one to two personnel as the programme evolves.

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, and experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.Languages:
