Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project led by FHI 360 and funded by the Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. In Myanmar, the project provides strategic technical assistance to local partners for HIV service delivery toward improvements in HIV case-finding, prevention, treatment programming and viral load (VL) suppression among high-risk populations.
FHI 360 is seeking a Program Officer (PO) to work closely with Senior Program Manager (SPM) and EpiC Myanmar Project Team members to ensure financial, operational, technical, programmatic efficiency, compliance, and reporting. The PO will mainly assist SPM in delivering programmatic support to EpiC activities in Myanmar including monitoring project activities and budget as well as supporting local partners in Myanmar. This position reports to the Senior Program Manager (SPM) of the EpiC Project in Myanmar.
Key Responsibilities:
The Program Officer will:
Contribute to the overall program development, sub-grant management and technical support, and monitoring of EpiC Myanmar project activities.
Assist the Senior Program Manager (SPM) in managing EpiC Myanmar grants, including reviewing proposals, negotiating with partners for work plan and budget development, and preparing agreements and reports.
Collaborate with Technical, Financial, Strategic Information, and Operations staff to ensure that program implementation is managed closely and effectively
Under supervision of SPM, ensure that subgrantees comply with regulations and policies of the donor agencies and FHI 360.
Ensure that all deliverables under contractual arrangements are tracked, monitored, and delivered; includes developing and undertaking activities for monitoring and documentation of program activities, EpiC accomplishments, challenges and lessons learned.
Support EpiC Myanmar team in preparing regular reports (monthly, quarterly, annual), project documentation, and ad hoc requests from the headquarters and the donor agencies.
Assist SPM in managing relationship with local partner organizations, stakeholders, donor agencies, and other NGOs.
Monitor the implementation of EpiC Myanmar project activities by partner organizations through regular visits, discussions and check-in calls.
Support SPM in ensuring compliance with FHI360โs safeguarding policies and minimum standards in EpiC Myanmar projects at the partner level.
Perform other duties as assigned.
Minimum Qualifications:
Medical degree (M.B.,B.S) or a bachelor's degree in a relevant field such as Public Health, Social Sciences or other related areas
Minimum three years of experience with activities/projects involving HIV care and support, and/or community outreach related to high-risk populations
Demonstrated understanding of HIV-related issues, trends, and interventions in the context of Myanmar
Good analytical skills and the ability to use data for decision making
Good written, oral, and presentation skills in English
Strong interpersonal skills in supporting facilitation and stakeholder coordination efforts
Preferred Qualifications:
Myanmar national
Prior experience working in non-profit sector
Experience with projects funded by the US Government, or knowledge of relevant regulatory and reporting requirements, would be an advantage
