For more information, please visit www.worldbank.orgย At COP27 and CMA4, the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA) established funding arrangements to assist developing countries particularly vulnerable to climate change. This decision included the creation of the Fund for responding to Loss and Damage (FRLD), with a focus on providing support to affected nations.ย 
At COP28 and CMA5, the COP/CMA formally approved the Fundโ€™s Governing Instrument, designating it as part of the UNFCCCโ€™s financial mechanism and placing it under the guidance of both COP and CMA. The decision authorized the FRLDโ€™s Board to secure a hosting arrangement with the World Bank as an interim trustee for four years, which includes hosting the Fundโ€™s secretariat. The World Bank has agreed to act as trustee and administer the Trust Fund in line with the COP/CMAโ€™s stipulations. The FRLD Secretariat, hosted by the World Bank in Washington, D.C., supports FRLD governing bodies, manages institutional relations, aids in strategy, policy, and program development, and oversees management systems.ย 
The FRLD Secretariat, led by the Executive Director (ED), coordinates FRLDโ€™s strategic activities across its governing bodies, including the Board, and the World Bank (as Trustee and Secretariat host), and other stakeholders. It also drives thought leadership, manages portfolio risk, and develops initiatives to mobilize resources.ย 
The Resource Mobilization, Communications and Partnerships โ€“ Program Manager is responsible for designing and implementing a Resource Mobilization Strategy as per the Board guidance, build strategic partnerships, develop and implement FRLDโ€™s communication and media strategy.ย The Program Manager will report directly to the ED. He will collaborate closely with the Secretariat staff and external stakeholders, including governments, multilateral development banks, UN agencies, vertical climate funds, donor organizations, and civil society.ย 
The position is based in Washington, D.C. and involves frequent travel.ย 
Duties and Responsibilities:

โ€ข Provide high quality strategic management, vision, and leadership:

ย  o Coordinate the development, refinement, and implementation of the FRLD Resource Mobilization Strategy to be approved by the Board.

ย  o Support the ED and DED in Strategic Resources Planning together with the Program Manager in charge of Budget and Finance.

ย  o Position the FRLD within the global dialogue on Climate Change and on Loss and Damage particularly.
โ€ข Resource Mobilization:ย 

o Designing and implementing RM strategy to be approved by the Boardย 

ย  o Develop and maintain donor engagement and outreach, maintaining coherence with the global financial architecture.

ย  o Analyze and propose innovative financial mechanisms on Resource Mobilization upon the Board guidance.โ€ข Partnerships:

ย  o Engage with governments, other climate vertical funds, development finance institutions, NGOs, and private sector partners essential to advancing the FRLDโ€™s goals.

o Develop an engagement strategy to prioritize and structure FRLDโ€™s key partnerships. o Evaluate partnership effectiveness and provide regular updates on progress and challenges to the FRLDโ€™s Executive Director.ย 

ย  o Prepare briefs, presentations, and summaries for senior leadership and stakeholders to inform partnerships.โ€ข Communications and advocacy:ย 

o implementing FRLD's communications and media strategies to position the Fund as a credible climate finance actor;ย

o Develop and execute impactful communication narratives and advocacy materials to elevate the FRLDโ€™s goals and successes among key stakeholders. o In collaboration with the Knowledge, Monitoring and Evaluation Program Managerm develop and implement a dissemination strategy for knowledge, evaluation and learning products;

ย  o Design web and content creation and Website management;ย 

ย  o Events organization such as the annual High Level Dialogue and participation in other events (COP, UNGA, UNDRR, etc).ย 

o Provide logistical and substantive support in organizing Board meetings in coordination with the Governance and Board Affairs Program Manager, workshops, consultations, and knowledge-sharing sessions with stakeholders.

โ€ข Management of the FRLD Resource Mobilization, Partnerships and Communication team

o The Program manager will support in the recruitment of a dedicated team of internal and external experts within the Secretariat. o The Program manager will lead, motivate and mentor the team, monitoring performance, fostering ongoing professional development and ensure staff have the knowledge and skills to achieve their work objectives.ย 

Selection Criteria

In addition to meeting the World Bank-wide criteria for this level position, it is expected that the selected candidate will meet the following criteria (in order of importance)
Education: Masterโ€™s degree in Political Science, Business Administration, Economics, or International Relations or other relevant climate related science field.
Professional Experience: At least 8 years of relevant experience in Resource Mobilization and Public Relations, and in a managerial/ leadership position leading team, as well as dealing with development assistance and donor relations; in-depth experience with UNFCCC matters is desirable. Good track record in fund-raising and management of funding instruments.
Sector Focus: Preferably with strong a background in climate change at global, national, or sub-national program levels.ย 
Institutional Knowledge: Comprehensive understanding of international climate finance within Multilateral Development Banks (MDBs) and/or other bilateral or multilateral climate funds or organizations. Capacity to develop collaborative platforms for partners to pool resources and engage in in strategic advocacy and communications efforts to FRLD on the global agenda, influencing political leaders and decision-makers. Familiarity with the Fund for responding to Loss and Damage and an understanding of the Boardโ€™s priorities is an advantage.
Team Leadership: Proven ability to lead or effectively contribute to task teams responsible for producing major reports, studies and communication tools.Communication: Excellent written and verbal communication skills, with the ability to effectively analyze, synthesize, and present complex materials to diverse audiences.
