Job Summary:
The Program Manager will serve as Project Lead for the UNAIDS HIV Prevention Technical Assistance Program under the Indo-Pacific HIV Partnership in Papua New Guinea. This position is responsible for the overall program management, technical leadership, coordination, and stakeholder engagement to ensure quality delivery of HIV prevention and testing services, with a strong GEDSI (Gender Equality, Disability, and Social Inclusion) focus.
The Program Manager will provide oversight of PrEP and HIV self-screening (HIV-SS) scale-up, demand generation and SBCC strategy development, capacity-building for community partners, and robust MEL and data utilization systems. She/he will supervise the program team across the National Capital District and Eastern Highlands Province, ensuring compliance with donor regulations, strong collaboration with KPAC and PHAs, and sustainable models of HIV service delivery.
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:
- Program Leadership & Management
- Lead the implementation of the UNAIDS PNG HIV Partnership Program, ensuring alignment with technical design, donor requirements, and GoPNG strategies.
- Provide day-to-day leadership, supervision, and mentorship to technical officers, clinical staff, and community mobilizers in EHP and NCD.
- Ensure program activities on PrEP, HIV self-screening, condom distribution, and demand-generation campaigns are delivered to high quality.
- Technical Guidance & Capacity Building
- Provide technical direction on HIV prevention and GEDSI integration across all interventions.
- Oversee training and mentorship for healthcare providers, peer navigators, and CSOs on PrEP initiation, HIV-SS, SBCC, safeguarding, and community-led monitoring (CLM).
- Strengthen KPAC capacity in data collection, analysis, and advocacy using DHIS2 and community-led monitoring systems.
- Strategic Partnerships & Advocacy
- Serve as focal point for engagement with NDoH, PHAs, UNAIDS, Global Fund implementers, and local stakeholders.
- Coordinate with KPAC to co-design and implement HIV prevention strategies tailored to young key populations and vulnerable groups.
- Support national dialogues on emerging HIV prevention innovations (e.g., CAB-LA, DPV-VR).
- Monitoring, Evaluation & Learning
- Oversee MEL framework implementation, ensuring routine monitoring, data validation, and reporting against UNAIDS GAM indicators.
- Facilitate data review workshops and support health facilities to develop QI plans.
- Ensure evidence-based decision-making, documenting and disseminating lessons learned, success stories, and best practices.
- Program Operations & Compliance
- Manage program budgets, expenditure tracking, and compliance in coordination with finance and operations units.
- Ensure timely donor reporting, knowledge management, and quality assurance.
- Lead risk management and mitigation planning for program implementation.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong knowledge of HIV prevention programming, particularly PrEP, HIV self-screening, SBCC, and community-led approaches.
- Demonstrated expertise in integrating GEDSI and safeguarding into health programs.
- Proven ability to lead multidisciplinary teams, mentor staff, and build partner capacity.
- Skilled in donor compliance, program budget management, and MEL frameworks.
- Effective communicator with excellent interpersonal, writing, and presentation skills.
- Ability to build strong stakeholder relationships and represent FHI 360 at national and provincial levels.
- Computer literacy with proficiency in Microsoft Office and familiarity with DHIS2 and other data systems.
MINIMUM REQUIREMENT STANDARD
- Bachelorโs Degree in Health Sciences, Public Health, Social Sciences, Program Management or related field required; Masterโs degree preferred.
- At least 8 years of progressive experience in HIV program management, including supervision of multi-disciplinary teams.
- Proven track record in GBV response, safeguarding, and integration of gender-responsive HIV services.
- Experience working with civil society organizations, PHAs, and government counterparts in PNG or similar settings.
- Familiarity with donor-funded projects, preferably UNAIDS, USAID, DFAT, or Global Fund.
- Relevant experience in strategic information systems, MEL, and data-driven programming.
- Excellent English communication skills; Tok Pisin proficiency desirable.
