Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society.

Through the Objective 21 of the Global Compact for Safe, Orderly and Regular Migration (GCM), States committed to cooperate in facilitating safe and dignified return and readmission, as well as sustainable reintegration. Safe and dignified return and sustainable reintegration are an indispensable part of a comprehensive approach to migration management. Assisted voluntary return (AVR) programs aim to support migrants who are unable or unwilling to remain in host or transit countries and wish to return to their countries of origin. The main beneficiaries of IOMโ€™s return and reintegration assistance are stranded migrants in host or transit countries, irregular migrants, asylum seekers who decide not to pursue their claims or who are found not to be in need of international protection, and migrants in vulnerable situations, such as victims of trafficking, unaccompanied and separated children, or migrants with health-related needs.

IOM views reintegration to be sustainable when โ€œreturnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions a matter of choice, rather than necessityโ€. This definition highlights the multidimensional nature of a reintegration process โ€“ economic, social and psychosocial โ€“ and the need to approach migrant reintegration in a comprehensive manner, considering the factors that can affect reintegration at the individual, community and structural levels.

Under the overall supervision of the Head of Protection Unit and the direct supervision of the Programme Officer (Return and Reintegration), and in collaboration with relevant units and offices, the successful candidate will be responsible for supporting the smooth implementation of IOM reintegration assistance activities in the country.

1.ย ย ย ย Conduct individual meetings with eligible returnees to identify their needs and capacities and support returnees to develop an integrated reintegration plan considering the migrantsโ€™ economic, social, and psychosocial needs and capacities as well as the socioeconomic context and market dynamics of their communities.
2.ย ย ย ย When requested, participate in remote pre-departure sessions to inform migrants of the assistance available and the reception and reintegration processes.
3.ย ย ย ย As applicable, coordinate with sending missions the provision of reintegration assistance to returnees, including the confirmation of eligibility and level of assistance, validation of reintegration plans, and validation of payment of service fees.
4.ย ย ย ย Refer migrants to relevant specialized services, and conduct regular case follow-up and monitoring;
5.ย ย ย ย Maintain case files of individual beneficiaries, ensure mission-specific tracking tools are up to date, and systematically update case information and supporting documents in IOMโ€™s Migrant Management Operational System Application (MiMOSA). Verify compliance of Returnee data/profile information, including area of return of all assisted returnees, ensuring cleanliness and accuracy of information and data collected on all supported returnees before entry in to database.
6.ย ย ย ย Prepare and undertake field missions related to reintegration activities, including the provision of training, local procurement, beneficiary/project monitoring,ย 
7.ย ย ย ย Support administrative coordination of implementation, involving liaison with the procurement and finance units to initiate requests, obtain necessary clearances, process, and follow up on administrative actions.
8.ย ย ย ย Coordinate with government and non-government counterparts at zonal and woreda levels to facilitate field missions, facilitate beneficiariesโ€™ access to available services, and assist in coordinating the timely provision of direct assistance to beneficiaries.
9.ย ย ย ย Identify shortfalls in delivery in a timely manner and bring them to the attention of the supervisor and sending missions.
10.ย ย ย ย Participate in the selection process for Implementing Partners (IP), including participating in selection committees, liaising with RMU on administrative procedures, and providing guidance to IPs on IOM and project requirements and minimum standards.
11.ย ย ย ย Participate in activities related to the Community-Based Planning (CBP) methodology.
12.ย ย ย ย Support with the organization and implementation of internal and external capacity development activities, including but not limited to the through conducting capacity assessments, preparation of training materials, the (co)facilitation of trainings, and the drafting and review of documents.
13.ย ย ย ย Support with the preparation of reports on reintegration activities in line with IOM and donor requirements and contribute to the development of new project proposals, drawing on lessons learned from previous projects.
14.ย ย ย ย Perform such other duties as may be assigned.
