The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations,
supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Project Background:
The โMozambique Northern Crisis Recovery Projectโ is based in and around the City of Pemba in Cabo Delgado Province. The project comprises of 4 main components:
Component 1: psychosocial social support and community peace building; and enhancing State-society trust and confidence.
Component 2: provision of agriculture and fisheries inputs, cash for work programs for youth and women and the provision of kits for micro and small business development; and training on entrepreneurship and business management.
Component 3: the restoration of basic services, small works for agriculture production, education and health infrastructure and the construction or rehabilitation of school and health infrastructure and community services and amenities in temporary and relocation sites and host communities.
Component 4: strengthening of technical capacity of government authorities and local governments for conflict management. This component also supports project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation.
The project is implemented in collaboration with government authorities and is guided by the various programme guidelines provided by the World bank- as the funding source.
The project team is expected to contain Management staff, Safeguards and Monitoring and Evaluation staff and infrastructure staff and require significant stakeholder and partner coordination and management.
Position Background:
Under the guidance and direct supervision of the Support Services Manager and the ESAMCO Procurement Manager who report to the Head of Support Services, the Procurement Senior Officer is responsible for effective delivery and implementation of strategic and effective procurement services, for a select group of technically complex goods, services and works, within the specific geographical area and/or project. These services reflect best practices in international public procurement, compliance with UNOPS Financial Rules and Regulations and procurement policy, rules, regulations and procedure, ensuring appropriate risk management and obtaining the best value for money.
He/she analyzes and interprets the respective rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement.
His/her work is focused in transactional procurement including all steps of the procurement process.
Maintaining the highest degree of personal and professional ethics, the Procurement Senior Officer promotes a collaborative, client-focused, quality and results-oriented approach in the Business Unit.
The Procurement Senior Officer works in close cooperation with the Business Unit and Project Managers and reports to the management on central issues related to procurement activities. S/he supervises and leads procurement personnel to deliver work results, in close cooperation with the leadership team in the given geographical area, UNOPS HQs colleagues and Government officials, to successfully deliver procurement services. Functional Responsibilities
Functions/Key Results Expected:
1. In close cooperation with the Project Managers and under the guidance of a technical supervisor, and reporting to the management on central issues related to procurement activities, implements operational strategies and manages procurement, contract, and sourcing transactions, actions and processes for goods, services, and works, focusing on achievement of the following results:
Full compliance of assigned procurement activities with UNOPS rules, regulations, policies and strategies; internal controls and client orientation. Implementation, oversight and supervision of the implementation and results of strategic and routine procurement work plans in Business Unit, covering, including Pre-Purchasing: Strategy and Planning; Requirements Definition; Sourcing; Purchasing: Solicitation; Management of Submissions; Evaluation; Review and Award; Post Purchasing: Contract finalization and issuance; Logistics; and Contract Management. Implementation of strategic procurement for projects assigned in the Business Unit. Research undertaken and data provided for Business Unitโs supply market intelligence and analysis. 2. Manages and guides Procurement Processes for a select group of technically complex goods, services within a given geographical area and/or Business Unit, focusing on achievement of the following results:
Sustainability embedded along the procurement process. Timely and duly prepared procurement plans for projects and monitoring of their implementation. Establishment of Long Term Agreements (LTAs) and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures in compliance with the Procurement Policy. Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation. Awards recommended based on UNOPS procurement rules and procedures. Management of procurement contracts, analysis of contract performance against agreed benchmarks and pre-established reporting mechanisms. Advice, remedial actions, or solutions to Programme Managers on procurement issues related to the procurement process and project cycle. 3. Implements Sourcing Strategy and e-procurement tools focusing on achievement of the
following results:
Development and management of the rosters of suppliers. Utilization of-sourcing module in accordance with UNOPS Procurement Groupsโ goals and standards in this area.
4. Knowledge Building and Knowledge Sharing:
Organize, facilitate and/or deliver training and learning initiatives for Business Unit personnel on Procurement-related topics. Contribute to Procurement knowledge networks and communities of practice by providing collaborative synthesis of lessons learnt and dissemination of best practices in procurement. Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.
5. Team Management:
Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development. Provide oversight, ensuring compliance by team members with existing policies and best practices.
Impact of Results:
The key results directly affect the overall efficiency of the relevant business unit/s and project activities in procurement management, impacting the timely availability of effective goods and services for UNOPSโ programmes. Timely, market-aware, and accountable delivery of goods and services, contribute to office performance, efficiency and client satisfaction, which promote the image and credibility of the team and office as an effective service provider in project services and management. This enhances UNOPSโ competitive position as a partner of choice in sustainable development and project services in the country/region served.
Education/Experience/Language requirements
Education:
Advanced Degree in Procurement Management, Business Administration, Public Administration, or a related field is required.
A first-level degree with four (4) years of international experience in a related field may be accepted in lieu of the advanced university degree.
Chartered Institute of Supply and Management (CIPS) or similar international Certification, is a distinct advantage.
Experience:
At least two (2) years experience working with stakeholders in underdeveloped countries, including challenging environments with limited infrastructure is required.
At least two (2) years experience in advising on, implementing policies and procedures to deliver a range of procurement programmes or services is required.
Experience in UN system organizations, preferably in developing and developed countries, is desirable.
Experience in UNOPS Emergency Procurement Procedures Solicitation / Tendering, Contract Management, Evaluation of bids and/or proposals will be an added advantage;
Experience in Procurement Training delivery, Procurement Advisory and Policy Compliance and management skills will be an added advantage;
Experience in Long Term Agreements / Framework Agreements / System Contracts will be an added advantage;
Knowledge of UN/ /UNOPS Procurement Rules and Regulations is a distinct advantage.
Experience in Google Suite applications will be an asset.
Language Requirements:
Excellent command of the English Language (oral and written) is required;
Knowledge of the Portuguese language will be an added advantage.

This position is based in Pemba, Mozambique which is a non-family duty station.

For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS.
