Supervisor The incumbent is responsible to the Senior Procurement Officer, A17 in the Field Procurement and Logistics Offices (FPLO). 2. Supervisees: As may be assigned, the incumbent will supervise a medium-sized team of area staff. ResponsibilitiesThe incumbent: 1. Plans procurement actions for assigned projects, which involve the procurement of a variety of goods, services and works of a general nature, and some technically complex commodities; provides input on the formation of the annual procurement plan; liaises with different Programme divisions in planning and contracting; reviews and analyzes technical specifications to ensure completeness, accuracy and competitive qualities, and identifies optional courses of action; supports emergency preparedness action and emergency response. 2. Advises staff, including Requisitioning Units, in matters regarding procurement policies and procedures, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs; ensures compliance with UNRWA Procurement Manual and procedures. 3. Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the situation, patterns and availability of goods and services. 4. Develops vendor evaluation criteria; prepares and conducts solicitations and evaluation of bids/proposals/quotations to ensure overall competitiveness, quality, and conformity to specified requirements; ensures that the recommended award(s) are made in the best interest of the Agency. 5. Compiles, verifies and presents procurement data; prepares and reviews all relevant supporting documents and recommends approval of the contract, long term agreement or purchase order; may authorize purchases in line with delegated authority, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official. 6. Follows up and ensures timely delivery of goods, services and works in coordination with contractors and Requisitioning Units; oversees adherence to contractual agreements; advises concerned parties on contractual rights and obligations; monitors contract and long term agreement, extension/amendments/ expiry date and all contract cycle management related matters; ensures that contracts are closed and filed in a timely manner; reviews contract performance evaluations; addresses vendorsโ performance issues in coordination with Requisitioning Units; supports in vendors performance evaluation and contract management. 7. Prepares and reviews a variety of reports, correspondence, and documents (e.g. purchase orders, contracts and amendments) on procurement-related matters; monitors procurement reports, dashboard and coordinates to ensure necessity actions in timely manner; monitors key performance indicators. 8. Manages, develops workplans and assesses the performance of his/her subordinate staff; provides coaching, mentoring and capacity building; 9. Performs other duties as may be assigned by the supervisor.
