Background:
The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from arms control, counter-terrorism, and border management projects to disaster risk reduction, good governance, trafficking in human beings, and gender equality. Project funding is secured through a combination of the OSCE's regular budget and extrabudgetary contributions (ExB) pledged by donors via formal agreements.
Under the Politico-Military Department, the European Union Foreign Policy Instruments (ExB) funded project โStabilisation of Tajikistan's Southern Border Region with Afghanistanโ (hereafter FPI Project) seeks to address challenges emanating from Afghanistan through capacity building of the Tajik Border Troops (TBT) via 3 components: training, equipment provision and construction/refurbishment.
Tasks and Responsibilities:
Under the direct supervision of National Procurement Officer and overall supervision of the Project Manager the incumbent will be tasked with the following duties:
Supporting the National Procurement Officer in the issuance of tenders and purchase contracts, as well as all preparatory works. Supporting the administration of the issuance of tenders via bid analysis, vendor performance monitoring, delivery checks and assurance of conformity with purchase orders; Reviewing Purchase Requests (PRs) to ensure they are complete, within budget, contain detailed technical specifications and quote realistic delivery times; Monitoring the timely delivery of goods, services and civil works; Collecting information for the preparation of technical and legal contracts and interviews suppliers to assess ability to meet the Projectโs specifications for performance, price and delivery of goods, services and civil works, as well as obtains terms of purchase; Preparing Purchase Orders (POs), contracts and contract administration and ensures compliance with OSCE Procurement Rules and Regulations and the movement of goods takes place in accordance with work safety rules; Maintaining the Suppliers database in ORACLE and briefs project staff on the application of Procurement Regulations/Instructions and ORACLE purchasing and Assets Application.For more detailed information on the structure and work of the OSCE Programme Office in Dushanbe, please see: http://www.osce.org/programme-office-in-dushanbe

Remuneration Package:
Monthly remuneration, subject to social security deductions is 892.75 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
