    Organizational Setting and Reporting Relationship

    The position is assigned to the Procurement Division (PFP) within the Procurement, Portfolio and Financial Management Department (PPFD) based at our Country Office in Honiara, Solomon Islands. PPFD's responsibilities include project-related financial management, consultant recruitment, Executing Agency procurement reviews, project implementation, portfolio management and project performance management. In addition, our teams are involved in several initiatives improving ADB's performance with respect to procurement and financial management planning, project implementation, oversight and capacity development.

    You will report to a Procurement Specialist, with a secondary reporting line to a Financial Management Specialist/Country Focal for Solomon Islands, and a matrix reporting line to the Country Director, Solomon Islands.

    Your Role

    As a Procurement and Financial Management Officer, you will work with other members of PPFD based in Sydney, Australia, Suva, Fiji, and at ADB Headquarters in Manila while engaging with Executing and Implementing agencies (EAs/IAs) of the Borrower, engaged consultants, and other partners on all procurement- and financial management-related aspects of ADB's portfolio in Solomon Islands and other assigned locations. You will support the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

    You will

    Under the supervision of the assigned PPFD specialists, act in the role of ADB's subject matter expert for procurement and financial management at the ADB country office in Solomon Islands for the following non-exhaustive list of tasks and activities:

  • Support all Executing Agencies (EAs) and Implementing Agencies (IAs) in developing procurement strategies for ADB projects, including capacity assessments of EA/IAs, market analysis, risk assessments, options analysis and all other relevant components of ADB's strategic procurement planning process.
  • Undertake procurement reviews of multiple documents, including bidding documents, bid evaluation reports, and recommendations for contract award for goods, works, non-consulting and consulting services.
  • Within delegated authority, review, endorse and/or approve procurement transactions.
  • Provide advice and support to EA/IA on contract implementation and management issues.
  • Support outreach events planning and delivery, in particular help preparing briefing notes, participating in upcoming business opportunities seminars and other similar industry events.
  • Support procurement policy work and other activities that aim to strengthen countries procurement systems.
  • Contribute to the country, sector and agency procurement risk assessment reviews and, where requested, other diagnostic assessments.
  • Provide general advice on compliance with the ADB Procurement Policy: Goods, Works, Nonconsulting and Consulting Services (2017, as amended from time to time), and Procurement Regulations for ADB Borrowers (2017, as amended from time to time).
Support the financial due diligence for project processing following ADB's requirements while exercising judgment. Ensure ADB's FM requirements are met by diligently following up with project teams and EA/IAs including compliance with financial covenants. Monitor and implement the project audit plan together with the Office of the Auditor General Solomon Islands and EA/IAs. Monitor and update FM Action Plans, including initiating communications with EA/IAs on compliance. Input and update project data records in ADB's electronic databases. Monitor and review submission of progress reports, audited project and entity financial statements (APFS and AEFS), management letters, audit opinions on compliance with financial covenants and use of loan proceeds, following ADB internal guidelines and exercising judgment. Update automated review checklists in ADB's electronic databases and help draft correspondence for project teams to communicate with EA/IAs on identified issues. Participate in processing and review missions, supporting all procurement and financial management aspects necessary to support EA/IAs in project processing, implementation, and other consultation missions. Support monitoring, tracking and reporting on the procurement and financial management activities and related data to different partners, inputting and updating project data records in ADB's electronic databases. Support the EA/IAs in preparing multiple documents to ensure full compliance with ADB's procurement and financial management guidelines and related legal agreements, inputting to the preparation of project documents. Support non-project-related projects led by PPFD, including organization and participation in business opportunities fairs and seminars, internal policy development activities, creation of knowledge products, participation at public events, delivery of training. Support EA/IAs capacity development, training planning and delivery, in particular help develop training materials and case studies and in conducting training for Sectors and Regional Departments, EA/IAs, consultants, contractors and suppliers. Support ADB's Pacific Department, Sectors and regional offices in processing and administering Technical Assistance (TA) projects, in particular providing support to the consultant recruitment process. Perform any other assignments as required and reflected in your workplan.

Qualifications

You will need:

A bachelor's degree preferably in engineering, law, business administration or related discipline; preferably with advanced training in public procurement, financial management or relevant fields. A professional qualification in accounting (e.g. CPA, CA) from an internationally recognized institution (e.g., IFAC). A CFA qualification is a valuable asset; At least 8 years relevant professional experience in procurement and contract management related to infrastructure and consultant recruitment. At least 5 years of relevant professional experience in accounting or financial reporting. Experience with ADB or similar multilateral development bank's procurement policies, regulations, guidelines and procedures, and anticorruption policies. Handle concurrent responsibilities with a high degree of urgency. Proven strength in conceptualizing complex ideas and frameworks. Ability to collaborate with team members and work collaboratively as a constructive team member. Proficient in expressing ideas clearly in both spoken and written formats in English. Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Solomon Islands.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
