Background
Under the guidance and direct supervision of Head of Procurement Unit, the Procurement Analyst is a team member of the CO Procurement Unit, responsible for effective delivery of procurement services in order to obtain the best value for money in UNDP Lao PDR Country Offices. He/she analyses and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.
The Procurement Analyst works in close collaboration with the Management Support and Business Development, Operations, Programme and project teams in the CO staff and Government officials to successfully deliver procurement services.
Duties and Responsibilities
This procurement analyst will be under the direct supervision of the Head of the Procurement Unit.
Summary of Key Functions:ย
Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system CO Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit. Work and monitor the procurement plan with the programme team. Support the programme team in preparing and reviewing the Micro-Purchasing.ย Analysis of requirements and synthesis of proposals for cost saving and reduction strategies Synthesis of proposals and implementation of contract strategy in the CO including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment. Implementation of proper monitoring and control of procurement processes, including organization of EOI, RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation. Preparation of cost-recovery bills in UNDP System (Quantum) for procurement services provided by UNDP to other Agencies Development and management of supplier rosters, elaboration of supplier selection and evaluation, and quality and performance measurement mechanisms. Required Skills and Experience
Education:
Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Finance, or related field is required,ยor A first-level university degree (bachelorโs degree) in combination with an additional two years of qualifying
experience will be given due consideration in lieu of the advanced university degree
ยทCIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
Experience:
Applicants with Masterโs degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโs degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in in procurement management is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems. Familiar with virtual communication e.g. Zoom, Skype, TEAMS, etc. is desirable. Experience in contract management is desirable. Demonstrated experience in managing procurement process is desirable. Experience with the UN system is desiredย Proven ability to analyse procurement service requirements is desirable. Proven ability to lead procurement processes using specific procurement methods (EoI, RFQ, ITB, RFP) is desirable. Good interpersonal, networking and communication skills/experience is desirable.Required language(s):
Fluency in spoken and written English and Lao is required.Professional Certificates:
