    Organizational Setting and Reporting Relationship

    The position of Private Sector Development Officer is assigned to the Office of the Director General (SEOD) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Regional Head, Private Sector Development (PSD) and designated Technical International Staff.

    Your Role

    As a Private Sector Development Officer, you will provide in-depth operational and technical support to the SERD PSD Team within SERD front office, and coordinate with other departments working in areas of private sector development.

    You will:

    Front Office Coordination & Planning

  • Be the operational hub for SERD's Private Sector Development (PSD) team — coordinating daily tasks, schedules, and team workflows.
Support annual work planning and budgeting processes (WPBF), including managing data for resource allocations, project pipelines, and progress tracking. Work closely with SERD leadership and other departments to ensure PSD initiatives are aligned with institutional priorities.

Technical Assistance (TA) & Consultant Management

Oversee the full lifecycle of technical assistance activities, including budgets, procurement, reporting, and performance monitoring. Support consultant recruitment and contract management using ADB's internal systems. Ensure accuracy and compliance in consultant hiring, payments, and contract adjustments.

Data Analytics & Reporting

Use data frameworks and tools to monitor PSD and private sector operations across SERD. Generate quarterly reports, dashboards, and presentations to inform senior management, ADB-wide stakeholders, and the Board. Turn data into insights for strategic decision-making and planning.

Strategic Communications

Develop communication materials to promote PSD initiatives, including briefings, talking points, visuals, and knowledge products. Work with other SERD teams (e.g., communications, green finance, regional cooperation) to strengthen SERD's voice and visibility. Support internal and external engagement through storytelling and strategic narratives.

Project & Operational Support

Provide hands-on support for PSD-related projects, such as reviewing private sector development checklists or tracking project status. Help monitor progress of SERD's PSD roadmap and ensure consistency with ADB's regional and institutional goals.

Knowledge Management & Learning

Document and share lessons from PSD operations through case studies, internal sessions, and best practices. Lead knowledge-sharing events and maintain a centralized knowledge hub to support team learning and new staff onboarding.

Qualifications

You will need:

Bachelor's degree in economics, finance, business administration, or equivalent, preferably with advanced training. At least 8 years of relevant professional experience with at least 1 year devoted to Public Private Partnerships, private sector development, strategy, or commercial or investment banking. Ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate skills in analyzing and developing the data; and prepare notes, papers and sections of reports Ability to understand and navigate interactions between diverse work areas, including workflows and their purposes, in a complex organizational setting. Ability to examine relationships among several parts of a problem or situation, weigh pros and cons and develop solutions; and set work priorities in order of importance. Proficiency in standard software programs and information technologies. Ability to provide guidance to junior colleagues on assigned area of work. Ability to work collaboratively with diverse teams as a constructive team member. Excellent proficiency in oral and written communications in English. Additional Information

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
