    Organizational Setting and Reporting Relationship

    The position of Principal Planning and Policy Specialist is assigned to the Operations Planning and Coordination Division (SPOP) within the Strategy, Policy and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Director, SPOP, and will supervise junior team members.

    Your Role

    As a Principal Planning and Policy Specialist, you will lead the preparation of the annual Work Program and Budget Framework (WPBF) and the President's Planning Directions (PD), and contribute substantively to the Operations Review Meetings (ORMs) and the preparation of operational resource parameters. You will contribute to ADB's operational planning, including advising on the scale up of ADB's operation, promotion of ADB's operational objectives and targets, and identifying new mechanisms and innovations to enhance ADB's operational effectiveness. You will work within a framework of broad policies, principles and goals, independently selecting work methods.

    You will:

  • Lead the preparation and monitoring of plans to deploy the additional lending headroom created by the capital adequacy framework review.
Lead the preparation of the Work Program and Budget Framework for Management's approval and discussion by the Board of Directors. Lead the preparation of the Planning Directions for approval of President, and contribute substantively to the operational resource parameters. In the context of resource planning, coordinate support to the achievement of ADB's operational objectives, including climate finance ambition, in harnessing opportunities for strategy and policy direction, where opportunities arise, e.g., private sector operations and private public partnerships. Contribute substantively to the preparation of Operations Review Meetings, and regular monitoring of the pipeline. Support the allocation, monitoring, analyses, and reporting of resources, including utilization, funding, resource mobilization, and future planning. Develop and communicate knowledge products, including training programs, related to country programming, and challenges and opportunities. Participate in committees, working groups, and task forces assigned to SPD. At the request of SPD management, oversee and lead the preparation of presentation and other materials for meetings and presentations in areas related to resource planning. Review operations documents, such as country partnership strategies, concept papers, and reports and recommendation of the President. Lead or participate in analytical and diagnostic work in policy and strategy areas of SPD's work. Create and lead multidisciplinary teams and ensure effectiveness in their work. Oversee the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance and ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

Master's degree or equivalent in Economics, Finance, Public Administration, or other related fields; or University degree in a related field and at least 5 years of specialized experience relevant to the position can be considered. At least 12 years of relevant professional experience, including strong background in macroeconomic analysis and sovereign debt analysis. International experience working in several countries. Track record in leading diverse teams. Written and verbal proficiency in English. Please refer to the link for ADB Competency Framework for International Staff grade TI3.
