Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worldโ€™s largest humanitarian organisation, comprising a network of 191 National Societies. The overarching aim of the IFRC is โ€œto inspire, encourage, facilitate, and promote all forms of humanitarian activities by National Societies with the goal of preventing and alleviating human suffering, thus contributing to the promotion and preservation of human dignity and peace worldwide.โ€ The IFRC strives to meet the needs and improve the lives of vulnerable populations before, during, and after disasters, health emergencies, and other crises.

As part of the International Red Cross and Red Crescent Movement (Movement), the IFRC works in conjunction with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is underpinned by seven fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. For the coming decade, the organisation will be steered by the principles outlined in the IFRC Strategy 2030: \"Platform for change โ€“ global reach, local action.\"

Headquartered in Geneva, Switzerland, the IFRC is led by its Secretary General and structured into several key divisions: (i) National Society Development and Operations Coordination (NSDOC); (ii) Global Relations, Humanitarian Diplomacy, and Digitalisation (GRHDD); and (iii) Management Policy, Strategy, and Corporate Services (MPSCS).

The IFRC operates through five regional offices located in: (i) Nairobi, Kenya (Africa Region); (ii) Kuala Lumpur, Malaysia (Asia Pacific Region); (iii) Beirut, Lebanon (Middle East and North Africa Region); (iv) Budapest, Hungary (Europe Region); and (v) Panama City, Panama (Americas Region). Additionally, the IFRC maintains country cluster delegations and country delegations around the globe. Together, the Geneva headquarters and its global field structure form the IFRC Secretariat.

The conflict in Syria remains the most extensive and complex humanitarian crisis worldwide, leading to both internal and external displacement, thousands of lives lost, and significant destruction to infrastructure, homes, and livelihoods. Currently, over five million Syrians are displaced in neighbouring countries, including Egypt, Iraq, Jordan, Lebanon, Tรผrkiye, and across North Africa. Tรผrkiye alone hosts around 3.6 million registered refugees, primarily from Syria but also from Somalia, Iraq, Iran, and Afghanistan, making it the country with the largest refugee population globally.
On 6 February 2023, two devastating earthquakes struck Southeast Tรผrkiye, resulting in the deaths of more than 50,000 people and economic losses exceeding USD 100 billion, marking it the most catastrophic disaster the country has faced in a century. In response, the IFRC launched an Emergency Appeal to support the Turkish Red Crescent Society (TRCS) in its relief and recovery efforts, planned through to 2025.
The Turkish Red Crescent Society has played a key role in assisting both refugee and host communities in Tรผrkiye. TRCS swiftly responded to the influx of Syrian and other refugees by deploying staff and volunteers and establishing dedicated structures to provide protection and initial support to those in need. The IFRC continues to aid TRCS in addressing the growing humanitarian needs within Tรผrkiye, stemming from both the Syrian crisis and other concurrent emergencies. Additionally, the IFRC supports TRCS in responding to the humanitarian crisis in Ukraine by providing financial resources to help address the needs of Ukrainian refugees who have sought safety in Tรผrkiye.

Through its current and upcoming Unified Plan (2025-2027), the IFRC continues to support the TRCS across various programmes, in alignment with the National Societyโ€™s Strategic Priorities and Capacity Support (Enablers) needs.

Job Purpose

The position holder will be seconded to Turkish Red Crescent.

To ensure that the disaster recovery activities carried out within the scope of the Coordination Unit with the funds provided by national and international stakeholders are implemented in accordance with the principles of the Red Crossโ€“Red Crescent Movement, institutional policies and regulations, and national and international legislation, and to contribute to institutional capacity building in line with the organization's vision, strategy, and goals.

Planning and Reporting

Supporting the Cash Assistance Program Team Leader in coordinating with operations and program teams to ensure appropriate inclusion of various programmatic areas in PMER tools (e.g., emergency action plans, appeals, operational updates, donor reports, etc.) Assisting in the preparation of operational and programmatic reports to ensure activities and impacts are reported accurately, completely, timely, and usefully both internally and externally Supporting data collection and analysis to improve and strengthen program quality, performance, and impact Ensuring narrative reporting aligns with Turkish Red Crescent formats and donor requirements, including coordination with relevant financial information

Technical Support and Capacity Building

Providing technical support and guidance for PMER activities related to programs and operations Supporting the development, use, and institutionalization of PMER guidelines, templates, and tools Assisting in the development of PMER processes, procedures, and systems Contributing to the enhancement of staff technical capacity in PMER through training, workshops, and other capacity-building initiatives Participating in the design and implementation of surveys and other DME system components to ensure timeliness, usefulness, and ethical compliance Conducting field monitoring visits with relevant staff Contributing to a culture of learning, performance, and accountability by identifying and sharing best practices in planning and reporting with Red Cross/Red Crescent Movement and non-Movement actors
Education

Required

Bachelorโ€™s degree in social sciences, Disaster Management, Management, Social Work, Sociology, Computer/Software/Industrial Engineering, or other relevant fields

Preferred

Master's degree in social sciences, Disaster Management, Management, Social Work, Sociology, Computer/Software/Industrial Engineering, or other relevant fields
Experience

Required:

Fields: Preferably at least 5 years of experience in relevant fields such as disaster management, development programs, or humanitarian operations Similar Positions: Preferably at least 3 years in similar roles Sectors: Preferably at least 3 years of experience in sectors such as humanitarian aid, non-profit, government, or development organizations
Knowledge, Skills and Languages

Knowledge and Skills

Required

Knowledge and experience in planning, donor reporting, monitoring, and evaluation in an international context. Experience in supporting program planning for emergency operations. Knowledge and experience in humanitarian and development projects.

Preferred

Knowledge of Red Cross/Red Crescent Movement structures (preferable) MS Office and Office 365 applications Class B (Active Driver)

Language

Fluently spoken and written English and Turkish
