What we are looking for: Haiti is facing an unprecedented security crisis, with heavily armed gangs controlling vast territories, particularly in Port-au-Prince. The violence has led to mass displacement, with over 1 million Haitians forced to flee their homes. Civilians are increasingly caught in crossfire, facing extortion, forced recruitment, and restricted access to essential services. Schools and hospitals have been shut down or severely disrupted, leaving communities without education and healthcare. Families struggle with loss, instability, and psychological trauma, deepening the humanitarian crisis. In 2024, NRC launched its operations in Haiti, providing essential first-line responses in WASH, Education, and ICLA (Legal Aid) services. In 2025, NRC aims to scale up its protection from violence response through a coordinated, phased approach, ensuring close collaboration with the Protection Cluster and its partners.ย
What you will do:
The purpose of the Project Development Manager is to be responsible for design, development, implementation and quality assurance of the Protection from Violence programme. The NRC's Protection from Violence programme help to ensure displaced people and communities are protected, by preventing and responding to violence, coercion, and actions taken by others to deny them their rights.ย
Generic responsibilities:
- Design and lead regular protection risk analysis to inform programming and advocacy efforts.
- Develop Protection from Violence strategy, including theory of change, macro logical framework and workplan.
- Design programme SOPs and tools.ย
- Compliance and adherence to NRC policies, CC tools, handbooks and guidelines.
- Responsible of development and manage funding proposals, project budgets and donor reports.ย
- Coordinate and manage PfV project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Mapping of international and national/local partners and initiatives to identify potential points of collaboration, support and referral mechanisms.
- Ensure capacity building of project staff (NRC and potential partners) and transfer key skills.ย
- Ensure close coordination and regular communication with Protection Cluster and Protection partners.ย
- Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.ย
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific responsibilities:
Programme Development:
- Lead the development of high-quality proposals and budgets for new projects or extensions.ย
Programme Management:
Responsible for the effective management of PfV projects, ensuring alignment with the NRC project management cycle. This includes maintaining high standards and quality in reporting to guarantee timely, on-track, and on-budget implementation. Develop and follow up on project plans, ensuring adherence to NRC project management cycle.ย Ensure recruitment of PfV national staff Provide regular technical and operational guidance and support to PfV field teams and partners as relevant.ย Ensure monitoring data is collected, analysed, included in NRCโs MEL systems (GORs), and used to adapt programmes as required. Conduct regular field visits to monitor quality and status of project implementation.ย Promptly raise challenges, bottlenecks, delays and risks to management during Grant Review meetings.ย Support teams in all area offices in the identification, documentation, and reporting of protection issues, concerns, and trends. With support from the MEL unit, evaluate, review and perform quality control of ongoing and completed activities in reference to project proposals.ย
Logistics, Finance, and Human Resources Management:
Ensure appropriate financial and logistical NRC systems/procedures are adhered to within the PfV team. Ensure timely and accurate development and submission of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues. Provide specific support and input to the recruitment process for PfV project staff. In line with project needs and funding availability, continuously and proactively plan CC-specific workforce planning.ยWhat you will bring

Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context Minimum 5 years of experience in design and management of Protection programme Experience from working in complex and volatile contexts. Documented results related to the positionโs responsibilities.
