Overall purpose of the role

DRC is looking to hire Partnerships Coordinator who is an integral part of DRCโ€™s programme unit for the occupied Palestinian territory (oPt), together with the Programme Lead, the Technical Coordinators, the MEAL and Grants teams. The unit leads on all processes related to partnerships throughout the project cycle. The Coordinator will lead on strategy development for the unit and be the focal point for compliance with donor and internal DRC rules and regulations, donor reporting, and grants management in relation to DRCโ€™s partnerships with civil society organizations. The role will liaise with internal DRC teams, including field teams, programme team, Finance and Supply Chain to ensure smooth and effective partnership management, and it will be the primary focal point for partners on programme development and grants management tasks.

This role has a focus mostly on Gaza but also to a lesser extent the West Bank, and ensures compliance to DRC procedures and guidelines within the oPt The role contributes to the development of the oPt strategy, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to Gaza and West Bank operations while overseeing activities.

Duties and Responsibilities

Partnerships Management

Under the supervision of the oPt PM, lead the development, rollout, and periodic revision of DRC oPtโ€™s partnerships and localization strategy. Coordinate the identification, selection and vetting of implementing partners using DRCโ€™s standard tools and templates. Review partner narrative and financial inputs to proposals and any subsequent project modifications. Monitor partnersโ€™ progress against programme targets and spending against budgets by reviewing partnersโ€™ narrative and financial reports. Ensure sub-grant agreements (SGAs) are drafted, monitored, and followed up on a regular basis Conduct partner monitoring visits. Advocate for mainstreaming of partnership management across all functions and departments, and clarify internal division of roles and responsibilities for partnership management. Review and improve partnership management processes and tools, and develop new tools to streamline partnership management if needed Ensure DRC oPtโ€™s partnership management processes and practices comply with DRCโ€™s global policies and guidelines as well as relevant donor rules and regulations Improve partnership practices by periodically assessing DRC oPt partnership management approach considering both DRC and partnersโ€™ perspectives, capture lessons learned and best practices and make recommendations for improvement. Responsible for ensuring partnership assessments and ensuring technical coordinators/support units are aware of tools and processes Explore new partnership opportunities and identify potential partners in close collaboration with the oPt PM and Sector Coordinators as needed.

Project Development and Coordination

Under the supervision of the oPt Programme Manager (OPt PM), coordinate with partners and DRC oPt team for the development of concept notes and proposals in collaboration with technical coordinators, field staff, operations staff, the DRC Regional Office, and DRC HQ colleagues, ensuring alignment with DRC and donor strategies, priorities and requirements and DRCโ€™s programme handbook guidelines. The coordinator will lead on setting up proposal timelines and templates, providing a summary of the proposal/funding opportunity and leading Go/No Go meetings, as well as organizing design meetings, ensuring that partners are duly engaged and informed throughout the process. Ensure communication with partners and across departments (program and support services) in drafting of proposals and budgets and reports. Ensure that kick-off, grant review meetings and close-out meetings are held in a regular and timely manner to monitor project implementation and spending, ensure donor compliance, and identify and apply lessons learned. Lead on grants management processes including modification requests/no-cost extensions Support the oPt PM as needed in the coordination of donor visits in collaboration with the team

Resource Mobilization

When requested by the Programme Lead (oPt PM), maintain up-to-date information on donor strategies, priorities and funding opportunities through the Donor Engagement Tracking Tools. Support oPt PM in developing donor engagement strategies working closely with the programme team and with input from the area offices and field offices. Support the oPt PM in the development of an overall funding strategy for the country

Capacity Building

Undertake capacity development for partnersโ€™ programme and operation staff on grants and project cycle management principles and processes. Topics include donor compliance, report writing, proposal development.

With a focus on partners, as well as on DRC oPt team, where needed:

Oversee internal and external reporting, ensuring high-quality and timely reports meeting donor and DRC requirements Support the implementation and adaptation of project cycle management tools for use by programme teams and management for project implementation and decision making, Maintain the grants and report tracking system, including regular updating within DRCโ€™s Grants Management System within Dynamics, to ensure all grant files are organized, up to date and well managed for planning and preparation of donor reports and project monitoring. Maintain the partnersโ€™ portion of the Grants Tracker and ensure the Reporting Deadlines Tracker is updated, ensuring key information such as budget flexibility, audit/evaluation deadlines, and other requirements are captured. Ensure all relevant departments and partners have adequate knowledge of and comply with donor requirements in terms of budget, assets and grants management.

Experience and technical competencies:

Master's degree in law, political science, international development, economics or another relevant field Minimum 5 years of relevant work experience with an I/NGO At least 3 years of proven experience in partnership management and capacity building of local civil society organizations Understanding of best practices and strategies in partnership programming Experience in training facilitation and inputting to training content. Excellent interpersonal and problem-solving skills, representation, negotiation, and diplomacy skills Comfortable in a multicultural environment, flexible and able to handle pressure well Adequate grant management (program and budget) skills In-depth understanding of the civil society operating environment in Palestine, and adequate knowledge on legal and financial risks associated with partnership modality Experience in implementing projects through local partners and providing direct technical support to local organizations Experience in writing high quality proposals for large donors, such as, EU donors, FCDO, ECHO, and UN agencies Knowledge of donor rules and regulations Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment Ability to work effectively and efficiently both independently and in teams Full professional proficiency in English and Arabic
