    Organizational Setting and Reporting Relationship
    The position of Organizational Resilience and Security Administration Analyst is assigned to the Organizational Resilience and Security Division (CSRS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.

    You will report to designated International Staff and Senior Officer.

    Your Role
    As an Organizational Resilience and Security Administration Analyst, you will provide active support to the CSRS teams in the implementation of CSRS Capital Expenditure (CAPEX) projects, including financial evaluation criteria that are required for the procurement and contract management of related goods and services. You will monitor the division's CAPEX budgets with a view to meeting the division's quarterly and annual disbursement targets. You will also coordinate with the Department-level portfolio and budget management teams.

    You will:

  • Help prepare the division's CAPEX budget requirements for organizational resilience and security projects under the 3-year rolling framework ensuring agreement on long-term investment goals.
Review the financial status and cash flow of CAPEX projects against the approved budget, and monitor commitments, disbursements, and utilization to support efficient project execution. Provide inputs to the regular financial reporting of CAPEX projects at both the portfolio and operational levels, ensuring reports are accurate and reconciled with actual payments. Monitor budget allocation across budget types and categories and ensure CAPEX project progress is documented using CSD's budget and costing monitoring tools. Contribute to the preparation of quarterly CAPEX budget reports for review by CSRS and CSD management. Communicate the CAPEX budget performance to technical teams within CSRS involved in the implementation of CAPEX projects and ensure the division's disbursement targets are met. Coordinate with CSD Front Office budget team to resolve CAPEX-related budgetary issues for resolution and compliance with financial governance requirements. Review and verify requisitions, monitor issuance of purchase orders, and manage the end-to-end process of invoice receipts, validations, and payment processing for CAPEX projects. Provide project coordination support to enhance CAPEX reporting requirements, including preparation of accomplishment reports and updates for the CAPEX governance committee, ensuring application of best practices, and other related procedures/guidelines. Monitor CAPEX project progress and ensure accurate documentation of important milestones and issues coordinated with project teams and in compliance with reporting requirements. Perform other tasks as may be assigned and reflected in your work plan.

Qualifications

You will need:

Bachelor's degree in public administration, business administration, finance, economics, accounting, law or relevant fields. At least 5 years of relevant professional experience in project cost estimation and management, financial management, project implementation support and coordination and planning activities. Knowledge of accounting policies and principles, budget monitoring, budget control, cost analyses, and auditing. Proficiency in the use of relevant computer-based programs and applications, such as eProcurement, budget management systems, SharePoint, and familiarity with existing database management systems, and other relevant software and data analysis tools. Knowledgeable in the use of project management and collaboration tools such as MS Project and MS Planner is advantageous. Exhibit good coordination and can collaborate with all types of internal and external clients in a multicultural environment. Excellent command of written and verbal communication skills in English.

This appointment is open to internal and external applicants.


This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.


This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
