The duties and requirements of this seconded (S) position correspond to a P3-level role in the UN common system. Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
DHR provides organizational structure and support to meet business needs by effectively managing the employee lifecycle. Human resources play an essential role in supporting, developing, and co-creating a positive culture in the workplace. Within this context, the Talent and Organizational Development Unit is responsible for design and execution of forward-looking frameworks, programmes, and initiatives to strengthen talent management, performance management, leadership development and organizational design and agility across the OSCE.
Tasks and Responsibilities:
The post is located in the Talent and Organizational Development Unit within the OSCE Secretariat's Department of Human Resources (DHR), and reports directly to the Chief of Talent and Organizational Development. The Deputy Director for Human Resources acts as the second-level supervisor.
The Organizational Development Officer supports the Chief of Talent and Organizational Development Unit in designing and implementing structural and cultural initiatives that enhance organizational agility, optimize functional performance, and align the OSCE's workforce with its strategic mandates.
Working with minimum supervision, the Organizational Development Officer co-ordinates organizational initiatives through proactive engagement and collaboration with the OSCE Secretariat and other executive structures, and provides expert advice and guidance on organizational design and the implementation of change.
More specifically, the Organizational Development Officer will be tasked with the following:
Engaging and collaborating proactively and systematically with relevant stakeholders across the Secretariat and the Organization to develop and implement cohesive organizational design frameworks, ensuring change management processes are effectively governed and consistently applied across the Organization;
Proposing and co-ordinating effective organizational development initiatives to drive and promote a culture of change, adaptability, planning and evaluation, results-based and impact-oriented management;
Analyzing and integrating findings from evaluations, audits and strategic planning exercises into organizational design and organizational development proposals, ensuring that structural and cultural changes are evidence-based and aligned with the OSCE's long-term strategic direction;
Developing and deploying change management toolkits, templates and methodologies to empower managers to lead structural and cultural transitions effectively;
Supporting organization design projects, including functional reviews, restructuring initiatives, and the realignment of reporting lines to optimize workflow and enhance cross-functional collaboration;
Advising OSCE executive structures on various aspects of organizational development, including change assessment, design and implementation of change processes.
