Reporting to the Managing Director and WBG Chief Administrative Officer (MDCAO), the Global Corporate Solutions Department (GCS) brings together the functions of Corporate Security (GCSSC), Corporate Real Estate (GCSCR), and Corporate Services (GCSCS). GCS is led by a Director.
GCSโs Corporate Real Estate Division (GCSCR) supports IBRD, IDA, MIGA, and ICSID in realizing and executing their real estate needs worldwide.ย It is a key interlocutor between Senior Management, operational management, and staff of IBRD, IDA, MIGA, and ICSID.ย GCSCRโs primary purpose is to create strategic, cost effective, functional, efficient, and safe real estate solutions for its clientele.ย
To achieve its purpose, GCSCR led by the Senior Manager, is structured into 3 divisions: (I) HQ Real Estate Development & Management (GCSHQ) and (II) Global Real Estate Development & Management (GCSIR) and (III) Global Strategy and Planning (GCSSP). GCSCR also acts as the Secretariat for the WBGโs Real Estate Governance Framework, including supporting the WBG Real Estate Governance Council, chaired by the MDCAO, and the Real Estate Governance Group, chaired by the Director, GCS.ย
GCSCR is comprised of approximately 70 staff, leverages over 500 contractors, including for facilities management at HQ, and manages an annual facilities capital investment plan of around $30 million at HQ. GCSCR works closely with the Regions on the Bankโs more than 100 country offices and manages several of the Bankโs owned (and larger leased) country offices.ย
The position is responsible for oversight of the operation and maintenance of chillers and boilers, associated components used to supply heating, ventilating, and air conditioning (HVAC) equipment in Bank-owned buildings.ย This position is also responsible for the maintenance, and repairs of associated HVAC equipment, as well as plumbing and fire suppression systems in Bank-owned and leased buildings. The Operating Engineer provides day-to-day guidance to staff and contractors and reports to the Engineering Supervisor, Plant Operations in GCSHQ. This position is categorized as โessential personnelโ with the requirement to be called into work to support the remediation of, but not limited to, fire, flood, catastrophic break downs or severe weather occurrences.
Duties and Accountabilities
โข Oversight of the operation and maintenance of supporting operating systems and plant equipment, during the shift hours of 7:00am to 3:30 PM M-F (with the requirement to work scheduled weekend OT shifts approximately once every four weeks) in Bank-owned buildings to ensure cost effective, efficient, and uninterrupted HVAC services. This includes A/C chillers, low pressure steam boilers, automated building control systems, heating and cooling fan and distribution systems, automatic temperature controls, emergency diesel generators and plumbing service equipment.
โข Responds to plant related service requests, including emergencies such as equipment failure, smoke, fires, and floods in the Bank-owned buildings.
โข Independently diagnoses malfunctions and resolves a wide range of moderately complex problems on HVAC systems, steam systems, electrical controls, domestic plumbing systems, and automatic garage doors.
โข Performs scheduled preventive maintenance and repairs and project renovation tasks on HVAC systems.
โข Provides guidance to less experienced staff and contractors on maintenance and repairs of HVAC systems.
โข Takes the lead on \"after hours\" plant operations and monitoring of the building automation system when required. ย
โข Provides technical support, advice and assistance to WB Project managers and contractors as needed to support both current and future projects.

Selection Criteria
โข Minimum of 5 years relevant experience and must possess, at a minimum, a current 3rd Class DC, NIULPE, or 3rd Class MD steam/stationary engineer license and a current Universal CFC recovery certificate, or equivalent.
โข Multi-trade experience in several areas of the building trades involving operations, maintenance, installation and alteration of plant operating equipment, high and low voltage electricity, automated building systems, pneumatics, electronic controls.ย
โข Thorough knowledge of various measuring instruments to diagnose and repair malfunctions of commercial HVAC systems.
โข Sound technical knowledge of commercial HVAC systems and the ability to troubleshoot, maintain, repair and, in some cases, install systems.
โข Fully proficient with in the use of Building Automation System (BAS), preferably Siemens Systems.
โข Ability to prioritize work and handle multiple tasks in an efficient and conscientious manner.
โข Committed team player with ability to deal tactfully and effectively with staff and clients in a multi-cultural environment.
โข Excellent verbal and written communication skills.
โข Proficiency with reading and interpreting floor plans and MEP blueprints.
