Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.ย 

UNWOMEN Haiti country office is implementing a 4 year strategic plan with four impact areas i) governance and participation in public life ii)Women, Peace and Security, humanitarian and disaster risk reduction iii) Ending Violence against women; iv) Women Economic Empowerment ย 

Throughout its interventions, UN Women ensures linkages are built between operational components and its normative and coordination mandates. Humanitarian and programming data analysis therefore also feed sectorial advocacy processes, institutional and legal reform processes in order to address the identified structural barriers to gender equality and womenโ€™s empowerment. Partnership with public entities, private sector and CSOsย  is key for the Agency to perform its mandate.ย 

Reporting to the deputy Representative, the Monitoring & Evaluation Officer will be responsible for supporting the monitoring and evaluation interventions of the UN Women office, including monitoring the activities carried out by implementing partners (Government and civil society) and strengthening their capacities works in alignment with UN Women rules and regulations.ย  The Monitoring and Evaluation Officer works in close collaboration with programme and projectsโ€™ personnel in the CO and UN Women quality assurance team at ACRO and HQs as required for learning and knowledge sharing.ย 

Key deliverables for the personnel member are the following. i)ensure M/E system of the country office are operational ii) Programme Internal monitoring reports are produced for the program team to ensure that activities are proceeding according to plan and, if necessary, to make immediate corrective action decisionsย 

iii)The periodic monitoring and evaluation report on the activities and results of the programme is producedย 

iv)A computerized database on the activities and results of all components established and accessible to all program personnel

v)Data is regularly collected for the updating of the programme's database

vi)The national data management system presents targeted and gender-sensitive indicators.

Scope of Works

Under the authority of the UN Women Representative in Haiti and in close collaboration with the Programme team, the Monitoring and Evaluation Officer will have the following main tasks:ย 

Ensure effective planning of the Country Programme's monitoring and evaluation system:ย 

Ensure the updating of the Country Program Monitoring and Evaluation plan, including dashboards and performance indicators;ย  Develop, in collaboration with project managers, field activity data collection tools for ongoing programs;ย ย  Develop the monitoring framework for the indicators of the programme and the various component projects;ย  Define the terms of reference for project and programme evaluations and identify implementing partners;ย  To develop the Terms of Reference for project studies and evaluations; Provide administrative and logistical support to the formulation and management of programmes:

Implement the Country Program Monitoring and Evaluation Plan:ย 

Provide technical support to projects for the development and implementation of monitoring and evaluation plans; Support the production and finalization of project reports with program officers;ย  Produce the annual report, progress reports (quarterly and semi-annual) of the implementation of the Country Program and record in the online system (RMS);ย  Maintain the table of commitments to financial partners for the submission of reports and ensure their timely production;ย  Support the conduct of mid-term and final evaluations of projects/programs; Support the organization of annual and mid-term reviews as well as reporting and monitoring of the implementation of key recommendations;ย  Regular follow up on the recommendations of project and programme supervision missions; Develop a database to monitor the indicators of the programme and the projects that make it up. Provide administrative support to the financial management of the Programme Unit:

Support the country office planning and joint planning processes at the UN System level:ย 

Support the office's annual and multi-year planning processย  Support the consideration of gender-sensitive indicators in the formulation process of the UNDSDF joint programme in Haitiย  Take an active part in monitoring and evaluation at the level of the United Nations system and ensure that gender-specific indicators are taken into account.ย 

Support the integration of gender-sensitive indicators into the national data management system:ย 

To examine the extent to which gender-specific indicators are taken into account in the national system;ย  Support the Ministry for the Status of Women and Women's Rights in monitoring the indicators of the Gender Equality Policy and its action plan;ย  Participate in the planning and implementation processes of national surveys;ย  Strengthen the capacities of national actors for a gender-sensitive results framework and on the definition and monitoring of gender-sensitive indicators.ย 

Facilitate knowledge building and knowledge sharing:

Provide support on lessons learnt and best practices development related to Monitoring & Evaluation;ย and Provide support to the organization of training for the office personnel and partners on programme monitoring and evaluation related issues.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Minimum Qualifications

Education and Certification:

Bachelor's degree in development, with a focus on project planning, monitoring and evaluation.ย 

Experience

Minimum 3 years of specific experience in monitoring and evaluation and database systems management and monitoring and evaluation;ย  Very good knowledge of the gender dimension and gender equality;ย  Experience in the use of monitoring and evaluation tools, such as RBM with a primary focus on gender mainstreaming;ย  Ability to synthesize and organize information;ย  Flexibility, adaptability and ability to work independently, in a difficult context for extended periods of time;ย  Willingness to undertake missions in remote areas

Languages

Fluency in French and Haitian Creole is required. Fluency in English is desirable.
