About the Philippines Country Program

Relief International Philippines operates with a strong focus on peacebuilding, humanitarian response, and development programming in areas affected by conflict, natural disasters, and socio-economic vulnerabilities. Since establishing its presence in the country, RI has worked closely with local communities, civil society organizations, and government institutions to support conflict-affected populations, promote social cohesion, and deliver life-saving assistance. The country's program integrates gender equality, youth empowerment, and community resilience across its portfolio, ensuring that interventions address both immediate needs and long-term structural challenges.

RI Philippines implements programs in Mindanao and other high-risk regions, supporting initiatives on Women, Peace and Security (WPS), protection, education in emergencies, and health. It also plays a role in disaster risk reduction and emergency preparedness, responding to both conflict- and climate-induced emergencies. Through a localized and participatory approach, RI Philippines strengthens local capacities and promotes inclusive development, aligning with national frameworks and global humanitarian and development standards.

Position Summary:

The Cleaner provides routine cleaning and basic maintenance services to ensure a hygienic, safe, and orderly working environment at the Relief International Philippines office. The role supports day-to-day office operations by maintaining cleanliness across workspaces, restrooms, pantry areas, and shared facilities.

This engagement is on a service-provider basis for a fixed number of hours per day. The Cleaner is not entitled to employee benefits and is engaged solely for the provision of cleaning services as specified in this TOR.

Working Schedule

Cleaning services are rendered for three (3) hours per day on weekdays and may include limited support during meetings or office activities, as required.

  • Cleaning services shall be rendered every afternoon from Monday to Friday.
  • No duties are required during official holidays.
  • Working hours are as follows:
    • Monday to Thursday: 3:00 p.m. to 6:00 p.m.
    • Friday: 12:30 p.m. to 3:30 p.m.

      General Office Cleaning

      • Comprehensive cleaning of all RI office facilities.
      • Dusting and wiping of furniture, fixtures, and RI equipment.
      • Vacuuming and mopping of all floor surfaces.
      • Emptying and proper disposal of trash bins.
      • Removal of stains and spots from walls and other surfaces.

        Pantry and Kitchen Area

        • Collection and washing of dishes.
        • Cleaning and sanitizing of the pantry.
        • Cleaning of microwave, toaster, coffee maker, coffee grinder, and refrigerator.
        • Cleaning of the water dispenser and refilling of drinking water.
        • Provision and restocking of consumable items for pantry use.

          Restrooms

          • Cleaning and sanitizing of restrooms.
          • Wiping of mirrors and glass surfaces.
          • Provision and restocking of consumable items for restroom use.
          • Ensuring waste bins are regularly emptied and cleaned.

            Doors, Windows, and Fixtures

            • Cleaning of internal and external main office doors.
            • Cleaning of internal window glass surfaces.
            • Disinfecting of high-touch areas such as door knobs and switches.

              Plants and Equipment

              • Watering and maintaining indoor plants.
              • Cleaning and dusting of RI equipment such as printers.
              • Cleaning and removal of waste from the sherder machine.

                Waste Management

                • Collection, segregation, and proper disposal of waste in compliance with local regulations.
                • Provision of cleaning supplies and equipment necessary for effective execution of services.
                • Regular maintenance and replenishment of items requiring replacement.

                  Event and Meeting Support

                  • Setting up beverage and food stations prior to meetings and office events, as required.
                  • Brewing coffee and preparing tea in accordance with specified requirements.
                  • Maintaining cleanliness and tidiness of stations throughout meetings and events.

                    Safeguarding and conduct

                    • Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve
                    • Ensure that your behaviour inside and outside of work promotes the values outlined with RI’s code of conduct and safeguarding policies
                    • Consistent with RI’s safeguarding and protection policies, contribute to ensuring that all those who come into contact with Relief International staff and the communities we serve can be trusted to work safely with them

                      Required skills and competencies:

                      The service provider should meet the following minimum requirements:

                      • Ability to understand and carry out assigned cleaning tasks in accordance with agreed procedures
                      • Physical ability to perform routine cleaning and sanitation duties
                      • Familiarity with the safe use of common cleaning materials and office equipment
                      • Prior experience in janitorial, housekeeping, or office cleaning work is an advantage
                      • Ability to work independently and complete tasks within the agreed schedule
                      • Demonstrated reliability and professionalism in delivering cleaning services
                      • Commitment to ethical conduct and respectful workplace behavior
                      • No known criminal record or pending court cases
