ContextThe Planning, Monitoring & Evaluation (PME) Analyst, located in the UNFPA State Office, contributes to the smooth provision of critical services relating to programme/project monitoring and evaluation to the UNFPA State Office staff. You will build close relationships with CO programme, implementing partners, counterparts as well as the donor community at the State level for efficient and effective delivery of the country programme. You will provide quality support to programme/project monitoring and evaluation activities, ensure M&E requirements are fulfilled and reported in a timely manner with required quality checks, in line with UNFPA guidelines and procedures.

Task DescriptionUnder the direct supervision of the State Programme Coordinator, and technical guidance of the Planning, Monitoring and Evaluation, PM&E Programme Specialist in the Country Office in New Delhi, the NUNV PM&E Analyst will perform the following tasks: (i) Implementation of Programme Monitoring and Evaluation Activities โ€ข Assist in the development, update, and effective and efficient implementation of the State programme and projects annual work plans with focus on results monitoring, objective hierarchy, indicators and monitoring mechanisms, tools, and procedures. โ€ข Support the preparation of programme/projects M&E Plan capturing qualitative and quantitative aspects according to the annual work plans โ€ข Contribute to the design and set out the framework and procedures for the monitoring and evaluation of project activities, with Implementing Partners, Programme team in the State Office and M&E Specialist in the Country Office. โ€ข Ensure that activities/events needed for monitoring are scheduled and responsibilities assigned โ€ข Collect monitoring evidence that the results are being produced as intended and are efficient โ€ข Support UNFPA Staff and Implementing Partners in preparing data collection and reporting. โ€ข Utilize the PM&E information system, updating the projects, activities, and indicators on a routine basis. (ii) Analysis and Reporting of Monitoring and Evaluation activities โ€ข Support the State Programme Coordinator with data management and identify programme/project challenges and propose corrective actions to enhance the achievement of results. โ€ข Collect data from the relevant stakeholders and carry out data analysis to assess performance against the indicators and targets; โ€ข Support the development and testing of M&E methods, revise and assist in the implementation of recommendations to improve the efficiency of current monitoring systems. โ€ข Review and /or write project/programme mandatory reports; โ€ข Assist the programme/projectsโ€™ reviews and evaluations โ€ข Prepare consolidated progress reports on M&E findings for project management, approved reporting formats and timing. (iii) Capacity Building in Monitoring and Evaluation โ€ข Support the regular sharing of the M&E findings and tools with UNFPA State personnel, Implementing Partners and primary stakeholders. โ€ข Contribute to refresher training in M&E UNFPA personnel, and Implementing Partners. โ€ข Contribute to knowledge networks and communities of practice. (iv) Carry out any other duties as may be required by UNFPA leadership.

Living conditions and remarksBhubaneswar is the capital and largest city of the Indian state of Odisha. It is a centre of economic, educational and cultural importance of East India. Bhubaneswar has a tropical savanna climate. The annual mean temperature is 27.4 ยฐC (81.3 ยฐF); monthly mean temperatures are 22โ€“32 ยฐC (72โ€“90 ยฐF). Summers (March to June) are hot and humid, with temperatures in the low 30s C; during dry spells, maximum temperatures often exceed 40 ยฐC (104 ยฐF) in May and June. Winter lasts for only about ten weeks, with seasonal lows dipping to 15โ€“18 ยฐC (59โ€“64 ยฐF) in December and January. May is the hottest month, when daily temperatures range from 32โ€“42 ยฐC (90โ€“108 ยฐF). January, the coldest month, has temperatures varying from 15โ€“28 ยฐC (59โ€“82 ยฐF). The highest recorded temperature is 46.5 ยฐC (115.7 ยฐF), and the lowest is 8 ยฐC (46 ยฐF). As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Bhubaneswar. National UN Volunteer is part of the malicious insurance plan. National UN Volunteer are expected to be culturally sensitive and adjust to the prevailing culture and traditions. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents - except for UN Community Volunteers), as well as final repatriation (if applicable).
