Purpose of Activity/Assignment:

In recent years, UNICEF has been the leading UN agency in procurement and delivery of supplies, much of them related to enabling comprehensive primary healthcare for children and their communities. UNICEF operates a global supply chain from demand forecasting to the last-mile delivery, including in conflict and disaster zones. In 2020, UNICEF's Supply Division started a digital supply chain initiative with goals to streamline information processing, create an adaptable organization, and use predictive modelling for decision-making. However, we are faced with challenges, including low data quality and slow adoption of digital tools by staff. Addressing these issues is crucial for improving data quality and providing reliable Supply Intelligence and digital empowerment of staff, as well as enabling the publication of key aspects of our information for the benefit of local and global partners.

The purpose of these consultancies is focused on ensuring quality data feeds and maintaining our systems. The consultants will contribute to the robust development of our cloud-based data warehouse and the Supply Data Quality workstream under the Info Hub project. Under the supervision of the Supply Chain Specialist (Monitoring) in MSDEC, the consultants will gather supply chain intelligence, help organize it in the existing monitoring tools and further develop the implemented visibility tools for decision making, for communication and to demonstrate results. Concretely, the consultants will support MSDEC with supply chain analysis, take active part in the development of the Data Warehouse, the establishment of data models within the data warehouse, the design and maintenance of supply related dashboards and to ensure reliable supply master data quality. In addition, it is expected that the consultants will provide support to digitally empower staff and training in supply chain monitoring.

Scope of Work:

Support the optimization of UNICEFโ€™s Data Warehouse
The consultant will support UNICEFโ€™s digitalization strategy by actively participating in the Data Warehouse core project group, with the overall aim of improving the supply data infrastructure. The consultant will serve as the bridge between business centers and IT centre with the task to collect, design, improve, test the supply data in the newly created Data Warehouse. The outcome is to guarantee that the business logic is in place in the Data Warehouse and that the supply data points are ready for dashboard consumption. In addition, the consultant will help business centers migrate their tools to the Data Warehouse and educate SMEs in the use of Power BI models from the Data Warehouse. Support decision making and communication
The consultant will participate in the conceptualization, development, analysis and implementation of business process improvements and solutions that can result in improved monitoring and reporting for UNICEF supply chains. This will entail working in close coordination with colleagues in MSDEC, with the IT center and with colleagues in the business centers and country offices, understanding everyone's needs and facilitating the identification of suitable solutions. Visualization solutions are likely to be based on MS Power Bi and drawing from the existing data warehouse. Planning and prioritizing robust and frequent communication with the MSDEC team will be required, and the consultant will follow the teamโ€™s guidance when performing these tasks. Furthermore, the consultant needs to support the maintenance of already existing Power BI dashboards.
Reliable supply master data quality
As part of UNICEFโ€™s supply chain reporting and the Supply Data Quality workstream, it is essential that the supply master data is reliable and up to date. Therefore, it is important that the consultant both helps educate staff and takes an active role in monitoring several aspects of the supply dashboards by ensuring preventive and/or corrective actions and, if needed, reaching out to relevant stakeholders in UNICEF SD.
Support the integration of forecast and demand planning data
As the flow of information concerning UNICEF countryโ€™s forecasts and demand plans is digitalized and turned into a rolling flow, there will be a need to organize this information in the Data Warehouse and logically link and relate it to existing information flows and master data. The consultant will support the design, establishment, testing and implementation of the business logic and its visualization along the actual procurement and delivery information.ย 
Generate supply relevant business intelligence
The consultant will be responsible for analyzing specific supply-related requests. This will include identifying, given the request, the best way forward and methodology in collaboration with colleagues in MSDEC, regional offices and country-level colleagues as relevant, collecting the information from identified sources, which may include SAP, existing dashboards and external sources, organizing the information, performing the analysis, and presenting it in the most suitable format and platform. Such a request is expected to be cross-cutting and cover different supply commodities and services, and the consultant will work on these with the guidance provided by the MSDEC team. As it is expected that the consultant will work on several requests at a time and in parallel, the maintenance of an implementation and analysis plan discussed regularly with the area manager will also be required.ย 
Documentation and Training
The consultant shall provide all needed documentation related to reports/dashboards and design development as needed such as: data model diagrams, main query logic, etc. The consultant is expected to provide colleagues with initial training and documentation on the maintenance of the BI analytics dashboard, including data sources and data models if requested. Additionally, the consultant is expected to provide training to UNICEF colleagues on best practices in supply monitoring.

How can you make a difference?ย 

Support the optimization of UNICEFโ€™s Data Warehouse
The consultant will actively engage both in the Data Warehouse core project group meetings and the Supply Data Quality workstream meetings under the Info Hub project. This involvement includes providing insights, recommendations, and expertise to enhance the design and functionality of the Data Warehouse and extraction of raw master data for the Supply Data Quality workstream. Bridging Business Centers and IT Center: The consultant will act as a liaison between the business centres and the IT centre, facilitating the collection, design, improvement, and testing of supply data within the newly established Data Warehouse. This deliverable involves collaborating with stakeholders to ensure that the business logic is accurately represented in the Data Warehouse and that the supply data points are effectively prepared for dashboard consumption. Support decision making, communication and support the integration of forecast and demand planning data. Development and maintenance of Supply dashboards among others,
-Supply Chain Dashboard based on the Supply Chain data model.
- Link and upgrade forecast and demand dashboards to Info Hub.
-Procurement Dashboard.
-Help establishing a new UNICEF WHO health dashboard and BHA dashboard. Documentation and Training
Provide comprehensive documentation for report/dashboard design, including data model diagrams and query logic. Additionally, offer training to colleagues on maintaining BI dashboards, covering data sources and models upon request. Additionally, the consultant is expected to provide training to UNICEF colleagues on best practices in supply monitoring. Reliable supply master data quality / Generate supply relevant business intelligence
A minimum of 8 analysis pieces are based on specific supply related requests connected to Supply Monitoring tools and Supply Chain Data quality issues, and as per plans agreed to with the team.

To qualify as an advocate for every child you will haveโ€ฆย 

Education: A completed Advanced University degree (master's degree) in supply chain, economics, business administration, development studies, information systems management, social sciences, statistics, engineering, or relevant field is required. A relevant first-level university degree in the above areas combined with 5 years of relevant qualifying experience may be accepted instead of the advanced university degree.

Work Experience: Minimum 2 years' work experience in public and/or private sector with proficiency in use of data processing/Data Warehouse, business data analysis and intelligence, systems, and process analysis, and/or performance monitoring is required, preferably in areas related to the supply chain. Prior knowledge and working experience with SAP and strong skillset of MS Power Bi/SQL are considered a strong asset.
