Organizational Setting
Under the overall guidance of WHO Representative to Myanmar, direct supervision of Medical Officer โ EPI& VPD Surveillance and close coordination with Health Management Information System (HMIS) unit and central Expanded Programme on Immunization (cEPI), MoH, the National Technical Officer (NTO) will provide technical support to HMIS to strengthen health management information system, mainly focused on immunization and vaccine preventable diseases (VPD) surveillance areas. Routine tasks are performed independently within detailed guidelines. Overall supervision is focused on the successful delivery of client oriented and efficient implementation of operational services. The candidate coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.
Major Duties and Responsibilities
The National Technical Officer will work under the direct supervision of Medical Officer (EPI & VPD Surveillance), WHO and will be responsible for the following tasks in close collaboration with HMIS team on:
1)ย ย ย ย ย ย assist HMIS on the individual health record for immunization in development and integration with DHIS 2 platform, trainings to states/regions and township level focal persons and to monitor the implementation of the activities
2)ย ย ย ย ย ย ย ensuring the smooth functioning of health information system for all public programs including immunization program
3)ย ย ย ย ย ย development of consumption reports (focusing on immunization program) for service delivery points; and set up the reporting mechanism through the DHIS2
4)ย ย ย ย ย ย formulation of linkage and integration between existing vaccination management information system and the routine immunization information system.
5)ย ย ย ย ย ย expanding the use of DHIS2 for reporting from partnersโ organization.
6)ย ย ย ย ย ย Strengthening data quality assurance activities i.e. conduct regular data quality check, timely feedback and remedial actions, etc.
7)ย ย ย ย ย ย Data analysis and preparation of necessary reports.
8)ย ย ย ย ย ย organizing meetings and trainings and providing technical assistance to facilitate the meetings and trainings.
9)ย ย ย ย ย ย promoting data use for planning and decision making at different levels of health system.
10)ย ย Perform other duties as may be assigned by the supervisor(s).

Work Relations and Partnerships
The National Technical Officer (NTO) provides continuous technical support to HMIS in planning, implementation and evaluation of the HMIS activities. The NTO coordinates with UNICEF on the integration between existing vaccination management information system and the routine immunization information system. The NTO also collaborates with different partners through an improved health information management system, which in turn will strengthen management of critical health programmes. The NTO serves as a coordinator for cEPI and HMIS unit for the GAVI funded HMIS activities and immunization and VPD surveillance data related areas.
Impact of functions
The NTO plays a key role to ensure the smooth functioning of health information system for all public programs including immunization program and also to ensure strengthening data quality assurance by conducting regular data quality check and timely feedback. The NTO to serve coordinator for HMIS trainings and activities funded by GAVI HSS2. The NTO will submit monthly report on the progress to HMIS and WHO.ย

Essential
ยทย ย ย ย ย ย ย ย First university degree in Medicine, Health or Health-related sciences
Desirable
ยทย ย ย ย ย ย ย ย ย Post graduate degree in Public Health, Information System and/or related fields.
Professional experience and knowledge
Essential
ยทย ย ย ย ย ย ย ย At least 3 years of professional experience in health information and statistic field and/or monitoring and evaluation field.
ยทย ย ย ย ย ย ย ย Knowledge of DHIS2 training and implementation, monitoring on DHIS 2.

Desirable:
ยทย ย ย ย ย ย ย ย Experience in strengthening of Health Management information System and guiding the use of information at field level
ยทย ย ย ย ย ย ย ย Experience in communication with Myanmar Government Ministriesโ staff.
ยทย ย ย ย ย ย ย ย Computer and information technology literacy, including demonstrated expertise in Microsoft Excel, Word, PowerPoint and GIS.
Language Skills
