Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The โ€œStrengthening social inclusion and nutrition in Timor-Lesteโ€ programme, funded by the European Union, contributes to achieve the priorities of the Government of Timor-Leste to foster sustainable development and enhance social inclusion, well-being, and dignity within Timorese society. Implemented jointly by the ILO, UNICEF, and the WFP, this EU initiative aims to reduce poverty by extending contributory social security to the most vulnerable workers, particularly those in the informal economy.

The ILOโ€™s primary focus will be to enhance the Governmentโ€™s capacity in managing, delivering and monitoring social security schemes tailored for vulnerable workers. Specifically, the project aims to extend contributory social security coverage to informal workers, including groups such as farmers, fishers, domestic workers, and street vendors, who often face challenges accessing such benefits due to their low and fluctuating incomes.

The project will facilitate access to information and registration processes for those specific informal worker groups within the contributory social security framework. To bolster these effects, extensive training and capacity-building programmes will be conducted at both national and municipality levels. These initiatives are designed to strengthen capabilities, enabling more efficient and effective engagement, mobilization, and delivery of services and benefits.

Reporting Line

The National Project Officer will report directly to the Social Protection Technical Officer of the Project. He/she will receive technical and administrative guidance and support from the relevant ILOโ€™s specialists and officers at Jakarta, Regional and HQ.

He/she will work in close collaboration with UN Implementing Partners (WFP and UNICEF), the relevant Government partners, the donor, other stakeholder partners of the project, other ILO project/programme in Timor-Leste, the UN Resident Coordinators Office and other UN Agencies in Timor-Leste.

Description of Duties

1.Ensure effective coordination and implementation of project activities, delivering integrated and comprehensive interventions in a timely and efficient manner.

2. Coordinate and facilitate the ILOโ€™s engagement with national and sub-national partners, including relevant government ministries, workersโ€™ and employersโ€™ organizations, social partners, academic institutions, the UN and other stakeholders.

3. Provide liaison services with government ministries at national and sub-national levels, ILO constituents, the UN, and other external partners to ensure smooth coordination of activities, including meetings, trainings, advocacy campaigns, seminars, and workshops.

4. Facilitate the organization and delivery of meetings, trainings, advocacy campaigns, seminars, and workshops, ensuring effective engagement and participation of stakeholders.

5. Collect and compile data and information from project constituents and stakeholders to support planning, implementation, monitoring, and evaluation of activities.

6. Assist in reviewing, verifying and analysing project work plans, including those of project implementing partners, and related documents to ensure clarity, consistency and completeness.

7. Monitor the progress of project activities, follow up on required documentation, clarify information, and respond to queries regarding clearance and processing to facilitate timely implementation.

8. Assist in drafting terms of reference for the implementation of activities such as meetings, trainings, seminars, workshops, and research assignments.

9. Prepare information materials, including briefs, background notes, statements, and news articles, to support communication and visibility of project activities.

10.Contribute to the preparation of project reports (periodic progress reports and final report).

11.Attend and represent the ILO in relevant coordination meetings and events.

12.Participate in missions in line with the project implementation plan.

13.Draft, edit, and translate official correspondence, statements, speeches, and other public information materials into the local language, as needed.

14.Perform other duties for ILO office as may be assigned by Supervisor.

Required qualifications

Education

First level University degree (bachelorโ€™s or equivalent) in sustainable development and/or economics and/or management, and/or social sciences and/or any other relevant field.

Experience

At least one year of professional experiences at the national level in the area of project management, implementation, liaison and coordination activities, campaign and advocacy, evaluation, and familiarity with social protection-related matters.

Proven experience in working effectively with government ministries, local government authorities and community leaders, the UN and development institutions, and social partners would be an advantage.

Technical requirements:

Good knowledge of social protection, political awareness and understanding of socio-economic factors.

Languages

Excellent knowledge of Tetum and a good knowledge of English is required. Fluency in Portuguese will be an advantage.

Competencies

Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in Timor-Leste. Good knowledge of the context and challenges for the project areas of expertise. Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills. Good ability to interpret project information and to identify and analyze problems with implementation Ability to communicate effectively both orally and in writing. Ability to clarify information Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative. Ability to work independently, quickly, precisely, and take initiative and responsibility. Ability to work under pressure and to meet deadlines. Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications. Familiarity with virtual meeting platforms and apps (MSTeams, Zoom), and generative AI tools Ability to deal with people with tact and diplomacy. Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
