Scope andย Context.

IOM in South Sudan has a broad range of Programming centered around three broad areas: Humanitarian Coordination and Support; Humanitarian Response and Resilience; and Peacebuilding, Transition, and Development. Humanitarian Coordination and Support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and Management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services. Humanitarian Response and Resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender Equality and Inclusion, Mental Health and Psychosocial Support and the Management of a Rapid Response Fund.ย 

Under Peacebuilding, Transition and Development, IOM South Sudan implements programming on Housing, Land and Property Page Issues, Transition and Recovery, Transhumance Conflict Prevention, Community-based Violence Reduction, Community Development and Migration Management.

Under the overall supervision of the Programme Manager (ECRP), and the direct supervision of DRM Programme Officer, and in coordination with field teams, the incumbent will be responsible and accountable for supporting the planning, organization, and implementation of flood mitigation construction projects under various programmes of the IOM Enhancing Community Resilience and Local Governance Project.ย

In this context the incumbent will support pre-flood intervention activities and assist site assessment teams in the identification of suitable flood mitigation projects, which may include building dikes, raising the embankment of roads, improving docking points, and bridges. Technical activities will include, but are not limited to, assisting with the preparation of drawings and BoQโ€™s, supporting the development of tender documents, contributing to the tendering and contract award process, monitoring implementation progress, providing technical support to field teams, and performing other tasks as delegated by the Programme Officer. Pre-construction support

In discussion with field teams, conduct field assessment on the flood situation in DRM project counties.ย Conduct basic engineering assessments on flood-affected areas. Guide and support site assessment teams in conducting technical, environmental, and financial feasibility assessments, and contribute to the validation process.ย Provide inputs and guidance to field engineers for the preparation of technical flood intervention and construction documents such as alignments, drawings, BoQโ€™s, technical specifications, QA/QC plans, HSE plans, and MTPs. Conduct necessary checks/verifications for the accuracy of such documents and share them to the DRM Programme Officer for approval.ย Engage in frequent field work and follow-up on daily DRM activities in the field. Participate in the procurement process, including tendering, evaluation, and contract award, and propose remedial actions if the process is not on the track.Actively participate in procurement-related activities such as RFQ reviews, pre-bid meetings, pre-bid site visits, bid openings, and bid evaluations.

Project Implementationย 

Support the arrangement and facilitation of project kick-off meetings with contractors and provide necessary inputs related to commencement of the project, implementation procedures, supervision strategy, payment processing.ย Assist field teams in organizing project induction meetings at the field level and support implementation procedures for the smooth flow of work.ย Support the organization of meetings with stakeholders at the field to assist in the implementation of infrastructure projects in line with organizational goals; prepare and share meeting minutes for review.Assist in reviewing variation order requests by contractors, under the guidance of DRM Officer and Roving Engineer, by collecting necessary supporting documents and checking accuracy and conformity of the work; share findings for review and further action.ย As directed by the DRM Officer, participate in joint field visits with relevant field team members to monitor progress, inspect quality of work, and provide necessary relay feedback or instructions from supervisors to field engineers as needed.Support project inspections where necessary or review partial/ final inspection reports submitted by field teams to ensure work completion meets organizational standards; share inputs with supervisors for payment processing.ย If significant delays or poor-quality of work are observed in flood mitigation or related construction activities, inform the DRM Programme Officer/Roving Engineer, and support follow-up actions in coordination with the procurement team, such as organizing meetings with the contractors.ย Draft and share meeting minutes pertaining to progress review meetings conducted with contractors.ย Perform any other duties as may be assigned by the direct supervisor, potentially in areas outside this AoR. Education Bachelorโ€™s degree in Civil Engineering, Hydraulics Engineering, Hydrology, Irrigation Engineering from an accredited academic institution with two years of relevant professional experience; or,Masterโ€™s degree in the above disciplines.Experience Atย leastย fourย yearsย ofย relevantexperienceย inย Civil Engineering, Hydraulics Engineering, Hydrology, Irrigation Engineering, preferably withinย theย development or humanitarianย sector.Experience in flood intervention projects, particularly dike construction, major drainage system and roads in South Sudan context is an asset.Experienceย withย I/NGOย orย UNย agencies is desirable.Experienceย supervisingย staffย andย contractors.Excellent skill on writing quality reports.Knowledgeย ofย protectionย standards.Proficiency inย MicrosoftWord,ย Excel,ย Powerย Pointย andย Outlook.Workingย knowledgeย of Google Earth, GIS tools.Working knowledge of Auto CAD software.
