Organizational Setting

The marine and coastal ecosystems and resources of Mozambique are under pressure from anthropogenic activities such as coastal development, overfishing, sand mining, dredging and pollution from land-based sources and activities, which are compounded by climate change and a rapidly increasing coastal population, combined with a lack of effective resource management strategies, poverty and inequality. This situation is particularly worse in the coastal great urban areas and surroundings. In the Greater Maputo Area (GMA), critical coastal ecosystems โ€“ mainly mangroves, rivers, wetlands, seagrass beds and floodplains โ€“ will continue to be degraded by population pressures and the impacts of land-based activities unless urgent, proactive and well-targeted conservation and adaptive measures are undertaken. The project entitled โ€œBuilding resilience in the coastal zone through ecosystem-based approaches to adaptation (EbA) in the Greater Maputo Areaโ€ (hereafter referred to as the EbA project) is intended to โ€œincrease capacity of vulnerable communities in the larger Maputo area to implement Ecosystem-based approaches to Adaptation (EbA)โ€.ย 
The EbA project is being implemented by the National Directorate for Environment and Climate Change of the Ministry of Agriculture, Environment and Fisheries (MAAP), with the National Fund for Sustainable Development (FNDS) responsible for Financial Management, supported by the Climate Change Adaptation Unit (UNEP/CCAU) of the United Nations Environment Programme (UNEP). The main ecosystems that the project will focus on are mangroves, riparian/wetland areas and floodplains. To arrest the current cycle of degradation and vulnerability, the project will prioritize cross-cutting issues of governance and awareness, which are important to the sustainable management of the coastal and marine ecosystems in the proposed project areas. To address the above-mentioned threats, the project is comprised of three (3) main components: (i) Institutional and technical capacity of district, municipal and national authorities in the Greater Maputo Area; (ii) Capacity-building at the community level for sustained EbA interventions in the GMA; and (iii) Public awareness and knowledge on how to increase climate resilience through EbA interventions.ย 
In a view to fast-track project implementation and delivery, the Project Steering Committee recommended the selection of an implementing partner, with technical competence, to be in charge of the community activities of Component 2 of the EbA Project, focused on ecological restoration and protection (forest and mangroves), management of critical coastal habitats and ecosystems linked to alternative livelihoods, sustainable agricultural practices, aquaculture, rainwater harvesting systems, livelihoods and community development in the selected communities of the Municipalities of Boane, Matola and Maputo, and Districts of Marracuene and Matutuรญne. Through a competitive process undertaken by the Ministry of Agriculture, Environment and Fisheries (MAAP), FAO was selected as the implementing partner. Hence a National Project Coordinator is required to prepare the Inception Report and coordinate the implementation of the project activities..

Reporting Lines

Under the overall supervision of the FAO Representative in Mozambique, and direct supervision of the FAO senior management responsible for fisheries and BE portfolio the National Project Coordinator, will work in close collaboration with other FAO Mozambique fisheries project teams and the Southwest Indian Ocean Fisheries Commission (SWIOFC) secretariat based in Maputo, and with other FAO and partner staff and consultants, as required.

Technical Focus

Environment conservation, fisheries management, aquaculture, technical analysis, and project related services to support the delivery of Ecosystem Based Adaptation (EbA) Project projects and products.

Tasks and responsibilities

The National Project Coordinator will carry out the following tasks:
a)ย ย ย ย The National Project Coordinator plays a lead role in the design and operationalization of projects under the fisheries and Blue Economy Portfolio, in particular the component 2 of the GEF-LDC funded project entitled: Building resilience in the coastal zone through ecosystem-based approaches to adaptation (EbA) in the Greater Maputo Area โ€“ โ€œEbA Projectโ€. The tasks include among others: ย 
โ€ข ย ย ย ย Prepare the inception report, including the Stakeholder Engagement Plan (SEP) and Environmental and Social Management Plan (ESMP) on inception phase
โ€ข ย ย ย ย Organize and coordinate all activities of the component 2 of the โ€œEbA Projectโ€ in Mozambique through the supervision, assistance and monitoring of collaboration with the relevant institutions and delivery partners;
โ€ข ย ย ย ย Day-to-day management and assistance for the implementation of the project activities;
โ€ข ย ย ย ย Collect and make available to other consultants relevant documents and information concerning EbA Project related activities and other topics relevant to delivery of the project;
โ€ข ย ย ย ย In close collaboration with the FAO project units (country representation, SWIOFC Secretariat and Sub regional Office for Southern Africa), facilitate trainings/workshops and field activities of the project;
โ€ข ย ย ย ย Prepare the procurement plan, the respective technical specifications and liaise will the FAO representation relevant units to deliver the goods and services planned;
โ€ข ย ย ย ย Prepare Terms of Reference (ToRs) and liaise with HR unit to hire consultants, as per the recruitment plan;
โ€ข ย ย ย ย Coordinate and follow up on the activities of project personnel and relevant institutions involved in the project implementation;
โ€ข ย ย ย ย Make relevant institutional contracts (LoAs) for the implementation and visibility of project;
โ€ข ย ย ย ย Prepare reports of project activities and other relevant areas for the project;
โ€ข ย ย ย ย Support the dissemination of the results of the project at national and local levels.
โ€ข ย ย ย ย Prepare relevant communication write-ups.
โ€ข ย ย ย ย Perform other related duties as required.

b)ย ย ย ย Support FAO Mozambique office in fisheries and Blue Economy sector related initiatives:
โ€ข ย ย ย ย Support the design of Concept Notes for project proposals.
โ€ข ย ย ย ย Provide technical support in the implementation of fisheries projects and initiatives, in particular to fisheries and environment related projects.
โ€ข ย ย ย ย Support the FAO fisheries and Blue Economy focal point on communication with the partners, including Government and NGOs.
โ€ข ย ย ย ย Participate in and contribute to the work of the Fisheries Technical Coordination Unitโ€™s team

Minimum Requirements ย  ย 

โ€ข ย ย ย ย Advanced university degree on natural resources management or related fields;
โ€ข ย ย ย ย 7 years of relevant experience in the environment, fisheries sectors and/or Climate Changes Adaptation;
โ€ข ย ย ย ย Working knowledge (level C) of English;
โ€ข ย ย ย ย National of Mozambique.
