For the purpose of this vacancy, internal candidates are considered first-tier candidates. ย Context ย ย Under the overall supervision of the Chief of Mission and direct supervision of the National Research and Partnerships Officer, the National Program Officer (Media & Communications) will assist in managing the media and communications work in IOM Sri Lanka and the Maldives in compliance with IOM policies and standards.ย
- Coordinate the development and implementation of new programmes in alignment with ย IOMโs global strategic objective on facilitating pathways for regular migration.
- Implementation of labour migration and skills mobility pathways, including the skills promotion and matching programmes.ย
- Provide technical and operational assistance to the Colombo Process (CP) Technical Support Unit in implementing thematic activities, as guided by the member states.
- Coordination and monitoring of the operational aspects and interventions of the CPTSU, in accordance with IOM policies and practices as well as donorโs requirements
- Assist the mission in implementing the Global Compact for Migration in Sri Lanka, through the national process and by assisting the United Nations Migration Network in Sri Lanka.ย
- Assist the missionโs initiatives on generating migration related data leading to accurate, timely and effective reporting of migration related indicators of the Sustainable Development Goals
- Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation (M & E) tools and standard operations procedures;ย
- Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements;
- Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts;
- Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums;
- Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents;
- Supervise and provide technical guidance to project staff in carrying out their duties;
- Liaise with the IOM missions in the CP Member Statesโ capitals for implementation of the CP declarations at the national level;
- ย Undertake duty travel as necessaryย
- ย Perform other related duties as required. Education
- Masterโs degree in Political or Social Sciences, International Relations, Development Studies, Employment/ labour studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution; or,
- Bachelorโs degree in the above-mentioned fields with two years of post qualifying relevant professional experience Accredited Universities are those listed in the UNESCO World Higher Education Database. ย Experience
- Demonstrated experience in implementing labour migration programs, at national or regional level is required
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations will be advantageous;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
- Sound knowledge or work experience in issues related to overseas employment and contractual labour in Sri Lanka or in the Asian region is an advantage;
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage Skills
- Strong reporting, writing and research skills, preferably related to labour migration
- Excellent communication and analytical skills;
- Demonstrated knowledge of development of labour migration projects and programms in relation to skills and migration data will be advantageous.ย
