Background:
The post is located in the Democratic Governance Section (DGS) that operates within the larger organizational structure - Human Dimension Department (HDD) of the OSCE Mission to Bosnia and Herzegovina.
The main purpose of the role is to support the development, management and execution of activities aimed at the implementation and promotion of the Missionโs strategic priorities related to the improvement of democratic governance standards. Should you be selected for the post, you will be responsible for field level implementation of HDD's Democratic Governance Project (Project) with specific focus on anti-corruption and good governance. This includes the identification, design and implementation of appropriate project activities in conjunction with relevant partners at the local and sub-regional (cantonal) level of government as deemed relevant and necessary by the Project and the Mission. You will monitor, analyse, report and advise regarding relevant developments and trends in the fields of anti-corruption, democratic development and good governance. The key focus is on political, inter- and intra-institutional and social interactions and processes that promote stability. You will also implement initiatives to develop the capacity of citizens and citizens groups to represent their views to local and regional governments and public institutions and to take actions on their own behalf, and establish and maintain working-level contacts with designated counterparts, including in-support of Mission legislative and policy priorities.
Tasks and Responsibilities:
Under the direct supervision of the National Legal Officer, Anti-Corruption (NP2) and the overall supervision of the National Chief of Democratic Governance (NP3), should you be selected for the position, you will be tasked with the following duties:
1. Implementing the Democratic Governance Project (Project) through the design and delivery of activities to achieve the Project's objectives, which are specifically related to the implementation of anti-corruption and good governance elements of the Project. This includes initiatives to increase the engagement, co-operation, and commitment of local and cantonal anti-corruption counterparts, including civil society organizations, while ensuring smooth coordination and consultations with Project staff in HO and FOs;
2. Contributing to the development of strategies aiming at ensuring sustainability of good governance and democratic development achievements. This includes active monitoring, and regular assessments as well as development and implementation of Project activities based on identified needs;
3. Assessing relevant information on political, social and governance issues, gathered thorough monitoring relevant developments and processes; and through direct contacts with the local counterparts;
4. Ensuring that political, policy and administrative issues which might present obstacles to project implementation are addressed, either through direct intervention and/or by bringing such issues to the attention of the first-level supervisor, portfolio holder and National Chief of Democratic Governance (NC DG);
5. Co-ordinating with international and national organisations active in the area of democratic governance in order to prevent duplication and to gain maximum benefit from related initiatives, through regular meetings and monitoring of activities, in consultations with the first-level supervisor, portfolio holder and NC DG.

Necessary Qualifications:
First-level university degree, in political or social sciences, public policy, law or humanities; A minimum of two (2) years of professional-level experience, preferably in project management, local governance development, public administration, or civil society development; Thorough knowledge of political structures in Bosnia and Herzegovina, in particular of the competencies, functions and legal environment of local governments and civil society; Excellent communication and analytical skills with proven capacity to formulate complex issues in simple terms; Demonstrated ability to build and maintain effective relationships with stakeholders such as local governments, civil society and international partners; Proven experience in project management, including planning, implementation and reporting; Understanding of the role of civil society in the democratic system; familiarity with the main mechanisms of citizens' participation in public affairs; and general understanding of trends and issues of civil society activism in BiH; Professional fluency in English and local languages with excellent communication (both oral and written) skills; Computer literate with practical experience with Microsoft applications. Valid driving licence.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 3,379.75 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
