The Regional Office for Asia and the Pacific (RAP) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It oversees the network of Country Offices and the Subregional Office for the Pacific Islands (SAP). It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region, and, in collaboration with Divisions, Offices and Centres at headquarters, develops, promotes and oversees FAO's strategic response to regional priorities and the implementation of the Organization's strategies through programmes and projects across the region.ย
The Regional Office for Asia and the Pacific leads the preparation of the Regional Conferences and the Statutory Bodies in the region.
The Regional Office for Asia and the Pacific supports the formulation and implementation of the Country Programmes and Projects, including Country Programming Frameworks (CPFs), and their contribution to the FAO Strategic Framework and the United Nations Sustainable Development Cooperation Framework (UNSDCF) at the country level, advising Decentralized Offices on corporate priorities such as the Strategic Framework and on the incorporation of regional priorities into the Organization's Programme of Work and Budget.ย
The Regional Office for Asia and the Pacific develops and maintains relations with region-wide institutions, including the Regional Economic Integration Organizations (REIOs), and participates in the United Nations Regional Architecture, such as UN Regional Forums on Sustainable Development and UN Regional Collaborative Platforms and related mechanisms.
The position is located in the Regional Office for Asia and the Pacific (RAP) in Bangkok, Thailand.
Reporting Lines
The National Professional Officer (Human Resources) reports to the Regional Human Resources Officer.
Technical Focus
The incumbent plays a key role in assisting in the recruitment of experts and national consultants and in general recruitment and selection activities.

Key Functions
โข ย ย Ensure that the appropriate application of the established recruitment rules and guidelines are followed.
โข ย ย Establish and manage a database of personnel for local recruitment, ensuring a readily available roster for selection.
โข ย ย Support the recruitment process for all locally recruited staff through the preparation and dissemination of vacancy announcements, the evaluation and screening of candidate applications and the organization and conduct of interviews and the preparation of selection reports.
โข ย ย Supervise the appointment and preparation of contracts for newly recruited staff following final approval by relevant delegated authority and supervises the work of staff undertaking these processes.
โข ย ย Oversee the maintenance of personnel data into the HR system and the preparation of reports from the system on both posts and staff.
โข ย ย Coordinate the training and development of staff based on identified needs and provide advice to staff and supervisors on training opportunities.
โข ย ย Respond to queries, review individual cases and make recommendations for action to senior human resources officer
โข ย ย Assist in the recruitment of experts and national consultants.
โข ย ย Perform other related duties as required.
Specific Functions
โข ย ย Support the HR Officer on the recruitment of national staff and affiliate workforce (non-staff): prepare and disseminate Vacancy Announcements (VAs), the evaluation and screening of candidate applications and the organization, prepare interviews schedules, contact candidates/panel members and coordinate logistics.
โข ย ย Represent the HR Unit in selection panels for National Professional Officers (NPOs) and General Services (GS) staff, ensuring consistency in the application of FAO rules and procedures and review selection reports to ensure compliance, quality and timely submission.
โข ย ย Prepare relevant documents for newly recruited employees, coordinate with protocol unit on visa and onboarding process and orientation arrangements based on local context.
โข ย ย Support the organization of training, workshops and webinars for staff development and learning, and explore internal and external training opportunities through contacting local service providers and stakeholders.
โข ย ย Research, analyse and provide accurate information to the HR Officers and senior managers on national staffing issues.
โข ย ย Draft correspondence for HR-related matters and assist the regional HR Officer in the preparation of administrative reports, notes for the file (NFF), etc.
โข ย ย Assist the HR Officer in preparing Standard Operating Procedures (SOPs), internal guidelines and best practices for the HR unit for better management of national employees.
โข ย ย Provide induction orientation and briefing to new staff members on local context, culture and working environment.
โข ย ย Review internal and external training requests and submit for approval for staff development.

Minimum Requirements
โข ย ย National of the country of assignment.
โข ย ย Advanced university degree in a field related to human resources, business management and/or public administration.
โข ย ย One year of relevant experience in human resources, management and support, and/or public administration.
โข ย ย Working knowledge (proficiency - level C) of English and Thai.
