The Position:
The GBV Programme Analyst (s) position is based in Gedaref and Dongola in Sudan, and plays a critical role in supporting the planning, implementation, and monitoring of quality Gender-Based Violence (GBV) interventions. Working closely with UNFPA staff, government counterparts, and implementing partners, the incumbent will contribute to the design and execution of the UNFPA country programme, joint programming efforts, and alignment with national development priorities. As an integral member of the GBV Unit, the Programme Analyst will also collaborate with other thematic areas, including Sexual and Reproductive Health (SRH), to promote integrated programming and ensure effective delivery of results. One of the incumbent will support the implementation of UNFPAโs work plan across 7 states namely; Blue Nile, Sennar, Jazira, White Nile, West, North and South Kordufan. The other incumbent will support the implementation of UNFPAโs work plan across the Northern Stateโs as well as the five Darfur StatesโWest, Central, East, South, and North. The GBV Programme Analyst will work under the technical supervision of the Gender and GBV Specialist and report directly to the Head of the Sub-Office.

Approximatelyย 11.4 million peopleย โ or one in every five individuals in Sudan โ are now displaced. This figure includes 8.6 million people displaced since mid-April 2023 and an additional 2.75 million people displaced prior to this date. Around 3 million people have fled to neighboring countries, including the Central African Republic, Chad, Egypt, Ethiopia, South Sudan and Uganda.

Job Purpose:
The GBV Programme Analyst(s) works in a Field Office environment; s/he will contribute to the effective implementation of UNFPA activities in the areas of GBV programming.ย The GBV programme Analyst (s) will be responsible for the technical and programmatic support to UNFPA supported implementing partners to implement GBV prevention and response programming based on the national and international guidelines including the IASC GBV minimum Standards for GBV programming in Humanitarian settings. The staff will work closely with a variety of stakeholders including UNFPA field staff, national and international UNFPA partners and government counterparts to implement GBV prevention and response program activities including adequate response to GBV survivors.ย
You would be responsible for:
I. Partnerships and Coordination:
Facilitate and support UNFPA implementing partners at the stateโs level to deliver quality GBV prevention interventions using the IASC Minimum standards for GBV programming in humanitarian settings. Ensure that implementing partners staff at the stateโs level have the required knowledge skills to implement the GBV risk mitigation interventions based on the IASC Guidelines for integration of GBV in Humanitarian actions.ย Collaborate with other UNFPA field staff, the GBV sub-national coordinator, and other stakeholders to ensure effective coordination of activities at the stateโs level. Participate in various protection related coordination platforms at the stateโs level representing UNFPA and ensuring integration and visibility of UNFPA mandate areas assigned by the head of the unit. participate in the timely development and finalization of the donor report for the projects implemented in the state under theย Gedaref officeII. Technical Support and Programming:
Lead and support the implementing partners in the development of capacity assessment tools for GBV staff recruited by the implementing partners at the stateโs level Support in the standardization of GBV training materials used for GBV prevention related topics.ย Coordinate with all UNFPA implementing partners and UNFPA field staff at the stateโs level and establish and maintain a forum for learning, exchanges of ideas and experiences and standardizing the GBV program interventions. Provide technicalย support as needed to implementing partners to undertake multi-sector GBV, joint FGM/CM projects and GBV and SRH integrated interventions and contribute to support local capacity to strengthen national mechanisms for Prevention and Response to GBV and harmful practices. Facilitate the adaptation and implementation of GBV specific standards and guidance notes (GBV SOPs, Dignity kits and vocational training guidelines and the implementation plan for GBV and SRH integration,ย ย In close agreement with the head of the unit, develop context specific, gender sensitive and inclusive IEC materials on GBV related topics including PSEA.ย Lead the preparation and commemoration of the mass GBV awareness raising campaigns during international events (International Womenโs Day, 16 days of activism, International Day for Girl Child and World Refugee Day) at the stateโs level Lead the needs assessment for protection supplies and communication materials in discussion with the UNFPA GBV program specialist and head of sub-office ย Providing technical support and guidance to Implementing Partners (IPs) at the stateโs level and providingย Regular and close follow up all aspects of planning, programming, implementation Lead GBV-related assessments at the stateโs level, draft assessment reports and make actionable recommendations. Contribute to the development of proposals and engage in resource mobilization efforts to support joint programming and strengthen coherence in programme delivery.III. Monitoring, Evaluation and Reporting:
Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools, and introducing new mechanisms and systems at the stateโs level. Act as the main GBV program focal person at the stateโs level for leading the development and submission of reports to the reporting specialistย Identifies constraints and programmatic challenges and recommends corrective action at the stateโs level. Contribute to and support humanitarian response at the stateโs level including supporting joint assessments, responding to immediate needs, and providing technical and operational support to implementing partners. Monitors GBV projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities at the stateโs level Undertakes regular monitoring missions and meetings with relevant actors including project partners in assessing the GBV trends and patterns and advises on the prevention and response strategies at the stateโs level. Collect and compile programme activity information, evaluating progress toward the achievement of programme outcomes.ย Supports the preparation of periodic progress and annual reports addressing UNFPAโs Result Based Management approach, Donorโs requirements including substantive analysis of related issues and way forward. Provide the M&E teams with the relevant information and best practices regarding the GBV program at the stateโs level to share with the key partners and donors. Undertake any other relevant responsibilities and tasks assigned by her/his supervisor.Qualifications and Experience:ย

An advanced degree (minimum Masterโs degree or equivalent)ย in social science, political science, gender, humanitarian affairs or other relevant areasย
Knowledge and Experience:ย
Minimum 2 years of progressive relevant professional experience in the area of gender-based violence in emergencies and practical experience in engaging with youth program interventions and report writing skills Experience in program/ project management, including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners. Knowledge and understanding of the quality of care and survivor centred approaches in GBV programmingย Experience in culturally sensitive programming. Demonstrated expertise in the substantive area of work, including programme/project planning, design, follow-up, monitoring, and evaluation. Strong track record of technical leadership and proven ability to produce high-quality results.ย Knowledge in Microsoft Excel, including the ability to create and manage spreadsheets, use advanced functions (e.g., pivot tables, data analysis tools), and effectively organize and analyze data.Languages:ย
