Description of the Assignment:
The United Nations Development Program (UNDP) launched the Accelerating Green and Climate Finance in the Philippines: Nature Based Solutions (Climate Finance PH-NbS) Project to support the initiatives of increasing public and private sector investments towards mitigating impacts of climate change and improving resilience of national and local government agencies and communities. It is aimed at increasing private sector investments into NbS for climate resilient technologies, innovations, practices and approaches. This, in support of a just transition to resilient and low emission development that sustains nature and ecosystems and protects the rights of all who are affected and at risk. This Project will contribute to the realization of the economic prize offered by investments in nature-based solutions in the Philippines.
To achieve the above-mentioned objectives, the project has four main components:
โข Component 1: Gender-sensitive platforms for data-driven policymaking and regulatory strengthening for climate finance.
โข Component 2: Design and implementation of Innovative Green and Climate Finance Solutions.
โข Component 3: Capacity building of banks and non-bank financial institutions to increase finance flows to gender sensitive, green, and climate solutions.
โข Component 4: Independent monitoring system on gender and SDG impacts of green and climate investments
The Department of Environment and Natural Resources (DENR), through its Climate Change Service (CCS), is spearheading the development of a National Policy on Nature-based Solutions (NbS) to enhance climate resilience, biodiversity conservation, and disaster risk reduction (DRR) in the Philippines. This initiative is crucial given the countryโs vulnerability to climate-related hazards and the growing recognition of NbS as an effective, sustainable approach to environmental and socio-economic challenges.
Building on these efforts, the UNDP through the AGCF Project and as a member of the NbS Technical Working Group, is supporting the DENR in refining and finalizing the draft NbS policy. This will be done through the development of a comprehensive Policy Framework that will help clearly outline the objectives, guiding principles, governance structures, and operational procedures on implementing NbS in the ENR sector. The said Framework is envisioned to directly inform and strengthen the draft NbS Policy, ensuring its alignment with ongoing national programs, stakeholder initiatives, and global best practices and standards on NbS.
In parallel, the AGCF Project is extending technical assistance to the Public-Private Partnership (PPP) Center of the Philippines to expand green and climate finance through the PPP facility and facilitate investments in gender-responsive NbS. One of the major deliverables under this collaboration is the development of an NbS Toolkit to mainstream NbS across the PPP project cycle.
Finally, the AGCF Project is implementing the NatureNest Accelerator Program, which supports ten nature-based enterprises in strengthening their business models, preparing for financing opportunities, and scaling their nature-positive impact. To advance these initiatives, a National NbS Specialist will be engaged.
Period of assignment/services (if applicable): 34 person days
Qualifications:
โข At least a bachelorโs degree in Environmental or Natural Sciences, Public Policy, Social Science, or other relevant fields is required
โข At least 15 years of experience in policy and institutional development in climate change, biodiversity, forest governance, integrated ecosystems management, and ENR management, and other related fields
โข At least 10 years of demonstrated experience in providing technical advisory on initiatives focused on nature-based solutions (NbS), environmental governance, sustainable livelihoods, and other related areas within the environment and climate change sector.
โข Submission of at least one qualified sample written work in nature- based solutions, climate change, biodiversity, forest governance, integrated ecosystems management, and ENR management, and other related fields
