IOM has been operational in Papua New Guinea (PNG) since 2001, supporting the Government and communities in addressing a wide range of migration and mobility-related challenges. Guided by IOMโs Strategic Vision and aligned with national priorities, IOMโsย programming spans all four pillars of its global Strategic Results Framework: saving lives and protecting people on the move; driving solutions to displacement; facilitating safe pathways for regular migration; and strengthening migration governance.
Operating from its head office in Port Moresby and through decentralized field offices across the country, IOM in PNG implements integrated programming in disaster risk reduction and emergency response; climate change and human mobility; counter-trafficking and protection of vulnerable migrants; migration health; community stabilization and durable solutions; border and migration management; and assisted voluntary return and reintegration. IOM also plays a key role in supporting government-led efforts to improve migration data, enhance institutional capacity, and ensure whole-of-government and whole-of-society approaches to safe, regular, and inclusive migration governance.
To further strengthen its response to the growing impacts of climate change on human mobility, IOM PNG is recruiting a National Migration, Environment and Climate Change Officer to provide technical oversight across all climate-related programming. Under the supervision of the Chief of Mission and in close coordination with the Emergency and Peacebuilding Manager, this role will lead the integration of climate and environmental considerations across IOMโs portfolio, support the development and implementation of climate mobility strategies, and engage with government and partners to advance evidence-based policy development and community-led responses to climate-related displacement and adaptation. The Climate Officer will also contribute to policy dialogue, facilitate capacity-building, and ensure alignment with IOMโs institutional frameworks on climate and migration.
- Provide technical and administrative oversight for the implementation of IOMโs Migration, Environment and Climate Change (MECC) programming in Papua New Guinea, participate in the developing of appropriate programme tracking tools to ensure the effective, timely and quality delivery of MECC activities.
- Maintain close relationship with key MECC stakeholders including the government, UN agencies, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), local communities, development partners, and participate in appropriate coordination and operational inter-agency fora relevant to the programmes/projects.
- Facilitate the mainstreaming of MECC in existing programmatic areas through the implementation of project activities within Disaster Response and Recovery, and Community Stabilization programme activities or any other areas of work developed in the mission.ย
- Participate in the development and manage implementation of research and analysis of migration and climate change related trends and issues in the country to inform programming and policy development. ย
- Provide specific inputs to support knowledge management on programme related activities; directly engaging with IOMโs communication team to draft programmatic and policy updates, information briefs, or other relevant materials that highlight IOMโs work in MECC.ย
- Organize meetings, seminars and workshops, including drafting specific portions of background papers and presentations, leading the logistical and administrative arrangements, and drafting summaries and meeting records.
- In partnership with the Emergency and Peacebuilding Manager, collaborate with local authorities, communities, project staff, and partners to develop and implement early warning systems that address climate-related disasters and conflicts, enhancing preparedness and resilience.
- Support the Emergency and Peacebuilding Manager in exploring and establishing partnerships with telecommunications companies to enable the delivery of actionable early warning messages in both English and local languages to at-risk communities, maintaining clear and accessible communication during emergencies.
- Monitor and report on the impacts of climate change on affected communities, identifying key environmental stressors and proposing actionable solutions for enhanced preparedness and adaptation.
- Collaborate with local authorities, communities, and partners to assess climate vulnerabilities and develop and implement climate-sensitive disaster risk reduction measures for enhanced resilience and long-term sustainability.
- Provide support on Environment and Climate Change related matters, including contributing to the UN Sustainable Development Cooperation Framework, as well as other national, regional, and global programs and initiatives.
- Support the monitoring of budgetary and administrative oversightย as well as donor reporting for MECC programme activities, ensuring compliance with IOM policies, practices, and donor requirements to ensure efficient and transparent program management.
- Where applicable, directly supervise the daily operations of project staff in the field-office.

- At least 2 years of experience in MECC.
- Engagement in DRR/M,ย transition and recovery,ย peacebuilding, ย community development and work related toย Internally Displaced Persons (IDPs).ย
- Knowledge of MECC, DRR/M, community stabilization and (re) integration activities, peacebuilding and development issues.
- Experience in designing capacity building events and facilitating training sessions for a variety of audiences. ย
- Experience in liaising with governmental authorities as well as with national institutions or service providers.ย
- Experience in facilitating consultative meetings and collecting qualitative and quantitative data is an advantage.ย Skills
- Past role managing small national teams with Government, INGOs, UN agencies or Private Sector in field locations in Papua New Guinea.
- Experience designing capacity building events and facilitating training sessions for a variety of audiences.ย Languages
