The Position:
Funded by Global Affairs Canada, the Making All Spaces Safe (MASS) global programme ย was implemented between March 2024 ย and ย March 2027. The aim of the programme is to increase the benefit of technology, free from gender-based violence and discrimination, for women and girls in all their diversity. To achieve this goal, the programme works across three main pillars: response, prevention, and law and policy, as well as through cross-cutting research and convening efforts. MASS is one of the first global programmes to address the emerging issue of Technology-Facilitated Gender-Based Violence (TFGBV).
The MASS Programme's Prevention Pillar (Pillar I) focuses on proactive measures to mitigate and prevent TFGBV. This involves designing safer technology and enhancing digital literacy to create a safer online environment for all users, closing the gender digital divide and addressing harmful social and gender norms. Further, the Response Pillar (Pillar II) seeks to support TFGBV survivors in Kenya by providing comprehensive and coordinated assistance, integrated within existing GBV response programs. This support encompasses survivor safety, evidence preservation, and facilitated access to essential services, including those offered by GBV service providers.ย
To build and entrench foundational capacity amongst Kenyan GBV service providers on TFGBV, the MASS programme will contextualize the UNFPA Global TFGBV Training Package (Training Package), which will be used to facilitate training sessions in Kisumu, Mombasa and Nairobi counties. The Training Package will support capacity building in key areas, including but not limited to, understanding and responding to TFGBV and its impacts; coordinating responses for TFGBV survivors, including persons with disabilities, preventing TFGBV, amongst others. This Training Package will specifically be used to equip GBV service providers with knowledge of TFGBV, digital technologies, tools, platforms, and spaces, improving their own technology use and building their confidence and capacity to effectively support survivors of TFGBV.

Job Purpose:
The consultant will contextualize a pre-existing Training Package aimed at building the capacity of targeted GBV service providers in key sectors in Kisumu, Mombasa, and Nairobi Counties. These sectors include, but are not limited to, healthcare, social services, education, justice, law enforcement, psychosocial services, and ICT/technical security. The consultant will liaise closely with the GBV/Gender Advisor, theย GBV/Gender Programme Analyst and the TFGBV Consultant to maintain consistency and quality; ensure inputs from, and validation of, the adapted Training Package by Kenyan experts, stakeholders, and service providers; and submit a contextualized TFGBV Training Package and TFGBV Lexicon.

Desk Review of the existing TFGBV Training Package and any other relevant desk resources promoting survivor-centred approaches to TFGBV. Inception Report, including contextualization rationale, methodological tools, metrics, disaggregated data broken down by relevant demographics (e.g., age, gender, location, PWDs, etc), a draft contextualized outline of the Training Package and work plan for the consultancy. Virtual consultations with personnel, including GBV service providers, across the key sectors and the three focus counties. Draft contextualized TFGBV Training Package (sector-specific with county references/examples).ย Draft TFGBV Lexicon. Validation meeting with key experts/GBV service providers, and meeting report. Inception and Consultations Phase:
Conduct a desk review of the existing TFGBV Training Package and any other relevant desk resources promoting survivor-centered approaches to TFGBV. Develop an inception report detailing the contextualization tools, metrics and data, draft contextualized outline of the Training Package, and a work plan to inform the contextualization of the TFGBV Training Package for GBV service providers in Kisumu, Mombasa, and Nairobi, ensuring contextual relevance, effectiveness, and appropriateness.ย Conduct initial consultations with the GBV/Gender Advisor, theย GBV/Gender Programme Analyst, and the TFGBV Consultant to clarify expectations and ensure alignment.ย
Contextualization Phase:
Adapt the existing TFGBV Training Package to the specific needs and contexts of each target sector (healthcare, social services, education, justice, law enforcement, psychosocial services, and ICT/technical security) for audiences in Kisumu, Mombasa, and Nairobi counties. This will involve: Identifying sector-specific needs and challenges related to TFGBV, guided by survivor-centric approaches and perspectives, and informed by relevant county-specific examples/references. Tailoring training materials, including, but not limited to, presentations, handouts, activity sheets, case studies, amongst others to each key sector, ensuring consistency and quality of data contextualization. Tailoring all trainer guides with detailed instructions.ย Conducting Key Informant Interviews, where necessary, with TFGBV survivors and GBV service providers in Kisumu, Mombasa and Nairobi counties to support and enrich the contextualization of the TFGBV Training Package.ย Prepare a contextualized TFGBV lexicon in English.Consultations and Validation:
Organise and facilitate virtual consultation meetings with key experts, including TFGBV survivors, GBV service providers, government, and CSOs, in Kisumu, Mombasa and Nairobi to gather input on the contextualised Training Package. Incorporate feedback received from these consultations into the final Training Package, and prepare a comprehensive consultation meeting report. Facilitate a hybrid validation workshop with key experts, includingย TFGBV survivors, GBV service providers, government, and CSOs, to ensure the Training Package is relevant and contextually applicable for GBV service providers in Kisumu, Mombasa and Nairobi, and prepare a comprehensive validation meeting report.Finalization and Submission:
Finalize the contextualized TFGBV Training Package, incorporating all feedback and revisions. Submit the final Training Package in English in the highest quality digital and print formats. The consultancy will begin with a strong understanding of the MASS programme, an introduction to the UNFPA Kenya colleagues, and the development of an inception report, inclusive of contextualization tools and metrics, for the assignment. This will be followed by a desk review of the existing TFGBV Training Package and any other relevant desk resources informed by the target audience and target counties; virtual consultations with key experts, including GBV service providers, TFGBV survivors, government and CSO representatives, in Kisumu, Mombasa and Nairobi; presentation of the draft, contextualized, TFGBV Training Package for stakeholder validation; and final Training Package development and submission, inclusive of all relevant material, delivered in digital and printable formats.

Qualifications and Experience:ย
Education:ย ย
Masterโs degree in the relevant field, ( social sciences, gender studies, or other relevant field). A degree with a specific focus on gender and technology, or GBV would be highly advantageous.

Knowledge and Experience:ย
Minimum of five (5) years of demonstrable experience in the field of gender-based violence (GBV), learning, knowledge management, or any other related area in the context of GBV programming, with a specific focus on technology-facilitated GBV (TFGBV), is preferred. Specialized knowledge of gender-based violence, technology-facilitated gender-based violence, and technology in the Kenyan context. Proven experience in developing and delivering training programmes, ideally related to GBV and/or TFGBV.ย Proven experience adapting and contextualizing existing training materials for different audiences in Kenya. Experience conducting and/or facilitating consultations, key informant interviews, focus group discussions, and workshops. Familiarity with the UNFPA GBV guidance on ethical data collection and management, and UNFPAโs โA Framework for TFGBV Programming.โ Initiative, sound judgment, and demonstrated ability to work harmoniously with teams from different cultural backgrounds. Fluency in English and Kiswahili.ย

Conflict of Interest
The consultant will be asked to declare any potential conflict of interest before undertaking the work. The consultant will discharge his/her functions exclusively as an individual TFGBV consultant to UNFPA, and UNFPA will support the consultant in making the necessary contacts with relevant stakeholders who include but are not limited to key experts and stakeholders and GBV service providers in the key sectors.ย
UNFPA will facilitate all relevant documents related to the MASS programme and these will be shared with the consultant once the assignment is awarded/the contract is signed. UNFPA will facilitate the use of UNFPA virtual platforms or physical meetings, where necessary, for the presentation of results and stakeholder engagements.
Consultancy rates shall be guided by UNFPA policies.
The consultant will be expected to undertake some mandatory courses (if not done previously) such as Security (BESAFE), Fraud and Corruption Awareness and Prevention-Anti-Fraud, and the Prevention of Sexual Exploitation and Abuse (PSEA).
