The Position:

This consultancy will provide programmatic, technical, advocacy and coordination oversight to the Family Life Education Program in FSM funded by UNFPAโ€™s Transformative Agenda program. In working with young people on Family Life Education, including issues related to human rights, gender equality and gender-based violence (e.g. TFGBV), the consultant will serve as the GBV focal point in FSM and will facilitate referrals and be consulted and involved in development of GBV prevention curriculum and advocacy activities, particularly linked to the content of FLE, with the support of the UNFPA PSRO Gender Advisor, if needed.ย ย 

You will report to UNFPA Assistant Representative in FSM and work closely with the FSM country team and relevant staff at the Pacific Sub Regional Office

Job Purpose:

The Coordinator will be responsible for ensuring the successful development, implementation and review of in- and-out-of-school Family Life Education which are being led by the Pohnpei State Department of Education, Chuuk State Department of Education and Micronesian Productions (MP) respectively and will facilitate referrals and support advocacy for GBV prevention.

You would be responsible for:

1.With support from UNFPA country team, technical advisors and regional partners, contributing to technical & program management support for the quality development, implementation, monitoring and reporting of both in and out of school FLE, including:ย  ย In collaboration with national and regional partners across education, youth and health, supporting the FSM DOE, Pohnpei DOE, Chuuk DOE and Micronesian Productions in the development, implementation, monitoring and reporting of FLE programme delivery.ย  Coordinating the review, adaptation, and development of FLE curricula, teacher guidelines and training packages for in-school and out of school facilitators respectively.ย  Coordinating & monitoring the delivery of Family Life Education in schools across Pohnpei and out of school in communities.ย  ย Leading advocacy efforts towards acceptability and implementation of FLE in Pohnpei and Chuuk.ย  ย Developing and submitting progress, quarterly and annual FLE programmatic and financial reports for both in and out of school programs.ย  Documenting lessons learned; collecting and securely storing monitoring and evaluation data for improved delivery and reporting.

ย 2. Supporting the Pohnpei Department of Education, the Chuuk Department of Education, and Micronesian Productions through regular proactive, action-focused coordination meetings, FLE advocacy activities and monitoring of results.

ย 3. Contributing to and supporting the FACSSO (FSM Association of Chief State School Officers) in dispensation of their advocacy role for FLE at national, state and community levels through development of advocacy briefs, statements, talking points and reports on the FLE programme achievements.ย 

4. Organizing and leading the implementation of national and state FLE related events including training, workshops, conferences and meetings.ย 

5. Liaising with designated counterparts within government departments, key implementing partners, donors and development partners including UN sister agencies to build partnerships for advocacy and resource mobilization for the successful implementation of FLE, especially the out of school programย 

6.Coordinating development and implementation of M&E plan for both in and out of school FLE in FSM.ย 

7. Scanning the political environment to strategize implementation for enhanced ownership of the FLE programme by the young people, their care givers and the Implementing Partners.ย 

8. To facilitate referrals and advocacy for redressal of Gender-Based Violence, including Technology Facilitated GBV

9. To support resource mobilization activities and any other assignment identified by the Head of the Office in FSM.

Qualifications and Experience:ย 

Education, Knowledge and Experience:ย 

Bachelorโ€™s degree in education, health education, reproductive health, gender, public health, social development, social sciences or other relevant fields is required with minimum 2 years of relevant professional experience, or other relevant fields which is required with minimum 3 years of relevant professional experience. OR A Master's Degree in education, health education, reproductive health, gender, public health, social development, social sciences or other relevant fields is required. Relevant one year professional experience is preferred.

Languages:ย 

Fluency in English and one of the four main Micronesian languages is required.

Skills:

Payment Milestonesย
