The Ministry of Public Health (MoPH), with support from UNICEF and partners, has been implementing critical nutrition interventions including the screening and/or surveillance of acute malnutrition program and the Community-Based Management of Acute Malnutrition across primary healthcare centers (PHCCs). These efforts aim to ensure that all children under five are routinely screened, their growth closely monitored, and those identified with waste receive timely and appropriate treatment. Despite these efforts, challenges remain in ensuring the quality, consistency, and scalability of these services.
As part of the joint workplan between UNICEF and the Ministry of Public Health (MoPH), UNICEF seeks to scale up the implementation of comprehensive wasting program in the country which requires key interventions , UNICEF is seeking to engage an individual consultant to work on the implementation of this focused project activities related to Integrated Management of Acute Malnutrition (IMAM) while providing ongoing technical support to MoPH , PHCCs / PSUs and floating nurses throughout the implementation period.

Deliverable 1: Develop and implement a practical integration model for the IMAM programme within primary health care facilities outside of existing treatment centers, including detailed implementation guidelines, roles and responsibilities,
Support MoPH in further expansion of the IMAM programme plan, including national and site-specific PHCC targets. PHCCs targets and supply utilization. Follow up on integration of IMAM in PHCCs/PSU: Facilitate coordination meetings on the integration of nutrition interventions at the level of PSUs. Follow up on the implementation of growth monitoring, screening and treatment services by PSUs. Follow up onย IMAM in PHCCs: Facilitate the coordination and monitoring of PHCCs outreach nutrition activities and wasting screening by community health workers. Submit 8 monthly reports and 1 final report on the status of IMAM implementation in the health facilities.ย

Follow up on Floating nurses: Monitor the implementation of community-based growth monitoring services and wasting treatment by floating nurses. Coordinate with MOPH to implement the Family MUAC initiative to increase early detection of wasting and maximize the treatment coverage. Integration of IMAM, in mobile and borders vaccination sites in coordination with Health section and MOPH Submit 8 Monthly reports and 1 final report on the status of IMAM implementation through community initiatives.ย

National Nutrition Supply plan for MOPH
Review MoPH Nutrition supply plan, and provide technical support in developing forecasts based on pre-set targets, Create Nutrition supply monitoring tools for the use of MoPH. Review the current nutrition commodities provided to the Ministry of Public Health and provide recommendations to streamline the range and simplify related procedures. Track the scale-up of UNICEF-supported therapeutic and preventive nutrition supplies and coordinate regularly (monthly) with partners to ensure timely and effective distribution.ย

A first university degree inย public health, nutrition, Midwifery, Nursing, or other clearly related disciplines is required.ย A master's degree in a relevant field is considered a plus. A minimum of 5 yearsย of relevant professional experience in nutrition programme implementation and coordination is required. Documented experience in supporting the government with the waste programme. Strong coordination and stakeholder engagement skills. Proven experience in supply forecasting, planning, and coordination of nutrition commodities. Experience with nutrition programming and management of wasting, including infants under 6 months and PLW, programme monitoring and coordination of nutrition services. Experience working in the humanitarian field or fragile context. Good analytical and presentation skills. Knowledge of national nutrition information systems; experience supporting routine data use or nutrition surveillance is an asset. Excellent communication skills.
