โ€‹โ€‹โ€‹โ€‹Following the rapid political shift in Damascus on 8 December 2024, Syria is undergoing a critical period of transformation. The transition has been marked by escalating tensions with the Syrian Democratic Forces (SDF), renewed regional disputes, and growing concerns over a potential resurgence of other groups. These developments have further intensified displacement across the country and complicated the dynamics of return, placing increased pressure on already vulnerable communities. ย 

โ€‹โ€‹In response to the evolving situation, IOM has re-established its presence in Damascus and is rapidly scaling up emergency operations across the country, while maintaining cross-border assistance in northwest Syria. To meet urgent humanitarian needs, this response aims to assist 1.1 million people with life-saving support, including shelter, winterization, health care, protection services, camp coordination and management, and early recovery assistance. ย

โ€‹โ€‹Under the overall supervision of the Chief of Mission (COM) for Syria and direct supervision of the Head of Resources Management, and in close collaboration with the relevant units at the Regional Office and Headquarters (HQ), and technical coordination with the Regional Office (RO), the incumbent will provide user and technical support and services to users in IOM Syria and in close coordination with the Global User Support Unit in Manila

  • โ€‹โ€‹Lead the development, maintenance and review of information technology systems of the Syria offices.ย 
    • โ€‹Supervise, plan, organize and coordinate the activities of the ITC unit in Syria and attached field offices and warehouses, ensuring that all requests are addressed timely and accurately, otherwise studied carefully and recommendation presented timely, with efficient allocation of resources. ย 
      • โ€‹Support planning for systems upgrades and IT infrastructure changes in line with IOM ITC Standards.ย  Keep senior management abreast on technological advancements and advise mission management, as necessary regarding required improvements on mission IT infrastructure and provision of services as required for the efficient functioning of mission operations.ย 
        • โ€‹Install systems, network components and software, including software updates, patches and anti-virus.ย  Suggest optimal technical solutions to achieve required standards while taking into consideration local technical constraints. ย 
          • โ€‹Oversee the day-to-day administration of the ITC unit in Damascus and sub-offices, ensuring proper management of the fileserver and backup server with regard to permissions and privileges, and that operation support is in place for all computer networks including hardware / software and IT devices such as routers, switches, firewall, access points, among others, and malicious software activities in the server and clients are monitored, detected and promptly addressed. ย 
            • โ€‹Ensure the required performance and stability of network services and servers (LAN, WAN, Internet, VPN, etc.) to prevent and minimize downtime or service interruptions. Ensure adherence to IOM ITC Standards, policies and guidelines, in particular with regards to network systems, IT equipment, software licensing, IT security, telecommunication, information security, ITC procurement, IOM in-house applications and email in AoR. ย 
              • โ€‹Coordinate closely with Resource Management and Procurement in order to adequately plan and budget for the procurement and provision of IT resources and supplies to the sub-office, field offices and warehouses.ย  Discuss infrastructure needs with the Head of offices in the Area of Responsibility and provide input for the budget submission.ย 
                • โ€‹Research gather information and recommend technical specifications for IT and communication equipment and supplies purchases and verify IT and communication equipment deliveries ensuring adherence to technical specifications. ย 
                  • โ€‹ Plan, develop and implement ITC training to all end users to ensure productive use of IT and telecommunications resources. ย 
                    • โ€‹Provide specialized technical advice on Information technology projects and tasks. Implement and monitor information standards and guidelines, including testing paradigmsยทย 
                      • โ€‹Monitor daily mission-critical application such as the ORACLE and IOM Syria Data Portal. Liaise effectively with technical counterparts for the proper functioning and availability of those systems. Provide remote technical support to field offices, warehouses and community centers. Conduct on-site visits to assess, identify issues and provide support when necessary. ย 
                        • โ€‹Establish a reporting system such as log files for user problems and report file for responses administered and regularly report on needs and progress on ITC issues in AoR. ย 
                          • โ€‹Maintain an archive of software, manuals and maps of network infrastructure for IOM Syria, attached field offices and warehouses.ย 
                            • โ€‹Develop and maintain computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.ย 
                              • โ€‹Manage IOM Syria Data Portal technical infrastructure. Ensure the effective use of the designated information system and other databases to manage the implementation of information management mechanism. Identify gaps on data and information relevant to the IOM Syria Data Portal and contribute to finding appropriate solutions. ย 
                                • โ€‹Support in supervision of the data collection processes and the overall data management activities.ย  Design, develop, and maintain an integrated mechanism for data collection usingย ย  the Open Data Kit (ODK) platform as a set of assessments tools. ย 
                                  • โ€‹Support in the management and maintenance SQL Servers as database support administrator. ย 
                                    • โ€‹Draft procedures and instructions to promote a better understanding of the use of the ICT equipment. Provides advice and guidance to staff and consultants with respect to administrative procedures, processes and practices, liaising with relevant administrative services in ITC HQ.ย 
                                      • โ€‹Assist and advise offices in the recruiting, provide coaching, and training to ICT staff and users.ย  Education
                                        • โ€‹โ€‹Completed Masterโ€™s degree in Computer Science, Information Technology or a related field from an accredited academic institution, or ย 
                                          • โ€‹Completed Bachelor' degree from an accredited academic institution, with two years of relevant professional experience. ย 
                                            • โ€‹Specialized formal training on IT systems, business software (Microsoft Office), web-based applicationsNET applications, Mobile Applications, SharePoint, SAP HR and Financials required.ย 
                                              • โ€‹Valid and relevant Microsoft, Cisco, and/or ITIL Certifications an advantage.โ€‹ Accredited Universities are those listed in the UNESCO World Higher Education Database. ย  Experience
                                                • โ€‹โ€‹Experience working in different international organizations in emergency response (such as UN agencies, INGOs, IOs), Data Management or Information management, crisis, post conflict and other displacement situations; Detailed knowledge of the UN System, NGO humanitarian community and familiarity with the humanitarian reform and cluster approach; ย 
                                                  • โ€‹Demonstrated experience in: o Medium-sized offices support for LAN infrastructure, Active Directory domain environment and Windows-based servers o Windows Server and desk support o Support and troubleshoot computer and network equipment, including Microsoft Office applications, TCP/IP Networking, and Windows operating systems ย 
                                                    • โ€‹Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets;โ€‹ย  Skills
                                                      • โ€‹โ€‹โ€‹Strong understanding of Active Directory and Group policies ย 
                                                        • โ€‹Ability to work in a team environment; able to initiate and manage group studies to learn more about supporting the current infrastructure; ย
